Mangalore: City Body Officials - Monthly Salary 12 Thousand, Assets- 75 Lac

Mangalore, Jul 26: These Mangalore city corporation officials are on the pay-roll, earning a monthly salary of Rs 12,000 each.

And their personal assets' worth? Mere Rs 46 lac and Rs 75 lac. These assets have been unearthed by Lokayukta sleuths when they raided the residences of Mangalore City Corporation (MCC) town planning officers..

The value of the assets is likely to skyrocket once the raids are completed shortly. Lokayukta sleuths are confident of exposing larger amount of assets amassed by illegal means by these corrupt officers.

Speaking at a press conference held on Thursday July 26, Chandrashekhar Prasad, Mangalore Lokaykta SP, gave the details about the raid. 

Both assistant town planning officers Manjunath Swamy and Shivaraj had joined the government service in 1989, stationed here in Mangalore for pretty 18 years. They could have hardly earned about Rs 17 lac in the form of salary, while they have amassed, even after looking after susteance and family expenses, three times more than their salary.

Manjunath Swamy has assets worth Rs 46 lac. It includes a Maruti Zen car, a Yamaha bike, furniture worth Rs 1.5 lac, gold ornaments, LIC policies worth Rs 10 lac, bank deposits worth Rs 10 lac in his wife Savita's account, 2 cheques of Rs 5 lac were also found in the office of Shivarajs’ brother-in-law. These cheques were drawn in his name by a certain Dinesh Pai of Akhil Associates. In addition to that 16 acres of land is owned at Birur where Manjunathaswamy's father resides.

Shivaraj owns property worth Rs 75 lac. It includes gold and silver ornaments, NSC bonds, shares, furniture, a Maruti car, motorcycle, 2 plots, a house at Doomappa Compound which would cost Rs 15 lac and land value would be Rs 20 lac, bank balance Rs 1.4 lac. More than that, Shivaraj's family has a total of 5 SB accounts with Corporation Bank. 

Then fake, now real

These two officers were in the news a few months ago when a few private individuals, posing as fake Lok Ayukta officers, had "raided" these officials' houses. In return for 'hushin up' the case, in the dead of the night, they had paid a 'bribe' of Rs 12 lac to the fake Lok Ayukta officials. 

When these officials complained to the police, the fake team was arrested. But neither the MCC, nor the government, nor the IT department bothered to find out why they had to pay a 'bribe' if they were clean. If the bribe itself amounted to Rs 12 lac, it was certain that the ill-gotten wealth could be manifold more.

Except for a few reports in the media and demand for an enquiry by a couple of organizations, no other citizens from Mangalore did seem to care about it.

Investigations are in progress in this regard, said Chandrashekhar Prasad.

Tip of the iceberg

After this fake raid, citizens were continuously complaining Lokayukta SP about these officers’ unaccounted properties. Accordingly, the raid was conducted with proper plans, Lokayukta SP added.

But some sources have confirmed that these two officers had advance information about the raid, because of which they were successful in hiding much of their assets. Hence, the Lok Ayukta police have seized only a part of their assets, sources say.

    "Mangalore: City Body Officials - Monthly Salary 12 Thousand, Assets- 75 Lac...Manjunath Swamy has assets worth Rs 46 lac…..Shivaraj owns property worth Rs 75 lac" Looks like the calculator used to make the above calculations might have been mal-functioning…or infected with the dreaded worldfamous 'girtie' virus!!!

    The actual calculations work out to : 12000 x 12 x 18 = 25,92,000/- (Nearly 26 lakhs for 18 years keeping ‘inflation’ in mind) And till the other day most of the banks used to offer interest rates which could double the money in just 5 to six years….and I am sure our honourable city body officials must have taken advantage of it. Besides what about Dowry and other gifts that they may have received from their in-laws and well wishers for their wedding??? (or weddings???)…… and the other small small thanksgiving gifts received from other well wishers…(who must have wished to see them in the well)...after all it is every small of water put together that ultimately makes an ocean.

    And may be in some cases, they themselves may have calculated what they might be earning if they work for another 18 years or so and may have taken bank loans or “private loans” that they may have invested into various portfolios which may have been mistaken as ‘Assets’ Now Alas, the hot air balloon is burst and their plans must be literally in dole drums (will henceforth have to carry drums to seek doles), thanks to Chandrashekhar Prasad, Mangalore Lokaykta SP …..

    I do hope he checked their mattresses and pillows as well………., because I heard that some mattresses are like Pandora’s box..!!! The best thing for Manjunath and Shivaraj sahebru will be to spend the rest of their valuable time studying FUGGETTEOS by the great one and only CGS ....

    Lokayakutha once again proved its integrity and dedication. I urge Lokayuktha through Daijiworld forum to conduct more raids in District Administration offices which would reveal more unlawful work of bureaucrats.

    Investigate the employees of the entire Town Planning Section, I think, you will unearth illgotten wealth in such a quantity that MCC need not present the budget and tax the people. The amount of illgotten wealth itself is sufficient to cover the cost of running the MCC.

    There are other Sections, which are equally corrupt. Take the case of Revenue Dept., where without greasing the plam, no body talks to you. I had an opportunity to hear somebody " Don't you know, in a Public Phone , if you want to make your voice heard to the person concerned, you need to put a coin, similary in this Office also you need to put currency notes or else you voice will not be heard.

    Lok Ayauta need to call the general public to express their experience and then initiate action against all such Officials.

    Please find out from where they purchased their arithmetic book. In the books we studied 1 1=2 whereas in case of some officials it is 1 1=11 or more. The officials must have done a lot of PLANNING being in the town planning section. Thanks to LokAyuktha.

    It reminds me of two things. 1. Law of conservation in Physics. 2. Purandhara dasa's Kereya neeranu kerege chelli. Both these things fit very well. Technically it is very difficult to hide ill gotten money unless you stack these pieces of paper with Gandhiji's face on it somewhere in the toilet (I guess people who raid would also have one eye on them anyway).

    o, in light of these revelations, I am wondering what would happen if the Lokayuka officials got busy for a month and made such goodwill visits to the houses of all the public servants in Mangalore, top-down. The money excavated there added to the actual money spent is likely to be an accountants paradise...both the columns tallying well, and thus the total amount of money spent by the government for development.

    Now this is precisely what law of conservation is all about, getting right figures in both the columns. With Banks (thanks to Mr.Chidambaram) putting each and every infitisimal transaction under microscope I guess illgotten money has to find its way somehow to certain assets like plots, furniture and what not. And with the amount of trust deficit in the society with each passing day, this money is likely not to diffuse much further in the family tree...that makes lokayukta officials job of finding which kere did these "honest" public servants actually spill into...much much easy!!!! Unless the corruption level goes down, our mega projects and dreams are likely to be concrete structures with less cement, Iron bars and gravel....a mere sand structure waiting for the wind to pull it down.

    And after all this, I really wonder if we can bring the corruption level down, however busy our lokayukta officials get. Since I hear that lokayuta's job is to just determine the corruption...they are not empowered to punish the guilty.
