Bengaluru: Govt obeyed SC order on helmets, don't blame us: CM

Bengaluru, Jan 20: Visibly upset by the most vocal criticism against his Government in the social media, Karnataka Chief Minister Siddaramaiah clarified that the State Government had no other alternative but to obey the Supreme Court’s order on making wearing of helmets mandatory for two-wheeler drivers, including both the rider and pillion-rider.

"It is totally unfair and unjustified to accuse the Congress government in the State on yielding to the lobby of helmet manufacturers," the Chief Minister said while speaking to reporters in Bengaluru on Wednesday.

Siddaramaiah said he was deeply upset at wild and unfounded allegations in certain sections of the media, especially social media, that the Government had received "huge kickbacks" from helmet manufacturers.

"Blaming the State Government for the decision on compulsory wearing of helmets by the pillion riders as well as drivers "is not correct," he said.

The Chief Minister explained that the State Government would be hauled up the apex court for not following its orders. "We have given sufficient time for the public to procure the helmets," he said.

He said the Supreme Court, while taking strong note that more than 30 per cent of the accident victims, were among the two-wheelers, had made the wearing of helmet for the pillion riders compulsory.

"We are only enforcing the Supreme Court order, otherwise we would have to face contempt of the Apex Court for ignoring the order” the Chief Minister said.


Luxury tax on ICU Withdrawn

In face of stiff disapproval from the public and the medical fraternity, the State Government has withdrawn the controversial eight per cent "luxury tax” on patients treated in Intensive Care Units (ICU) in the state’s hospitals.

The State Government had decided last week that patients being treated in the ICU of any hospital where the charge is more than Rs. 1,000 (which would cover most hospitals) will have to pay an extra 8 per cent as luxury tax under an existing law had never been implemented.

The State Government's rationale was that rules make luxury tax applicable to rooms having air conditioners.

If levied, the luxury tax on ICUs would have brought in an extra revenue of around Rs 15 crore a year.

    Mr. Mendonsa, if so much corruption was under BJP ruled BBMP, why did the voters of Bengaluru, give maximum number of seat (100 out of 198) to BJP, than congress & JD(S), there might be some truth. Bengaluru voters are educated, not fools.

    Even then BJP did not get to taste the power, because congress & JD(S) did some deal, in politics everyone is corrupt, whether it is BJP, Congress or JD(S), stop this blind faith in particular party, there is no point in blaming BJP, now.

    Congress/JD(S) coalition in power in BBMP, try to fix the problem, than playing blame games.

    Same applies to Center also, let not NDA blame the UPA, now you are in power try to fix the problems( price rise, corruption etc).

    All political parties are crooks, unless & until our voters use common sense, we won't progress, a CM can slap a officer, but an officer or common man can't slap a CM, time will come soon it is going to change. A common man will show the CM & PM their accountability.

    I am not a blind follower of any political party. My reply to your first comment was to tell U as to how important it is to wear helmet
    as I have seen in Bangalore Bike riders r even killed for not wearing Helmet who ride recklessly even on pothole free roads. We all know how people get elected in India, as I need not to explain further in this connection. U have mentioned in one of your previous comment that BJP was democratically elected & hence let us wait for 5 years. I hope U will agree with me that in Karnataka Congress has won democratically hence let us give a
    chance for them to perform. As a matter of fact here we r discussing the advantages of wearing Helmet, whereas U have diverted the matter for other issues like road maintenance etc, which I believe not warranted for.

    Only if one loses a near or dear one ( rider or pillion )will he know the actual necessity of both wearing a helmet.

    If poison is kept in front of a thirsty person will he drink it to quench his thirst ? Will he not avoid it ?

    We waste so much of money on Birthday parties etc. Instead buy an additional helmet to protect yourself / pillion from death or a grievous head injury.

    I don't see anything wrong in enforcing the SC order.

    What truth U want?. How many Crores of rupees r under investigation when BJP led BBMP was ruling?. Why BJP Government did not conduct Audit of BBMP?.     Dear CM,

    there are so many orders issued by Supreme Court, whether all these orders are implemented/obeyed by Karnataka govt. supreme court also issued notice on sun film sticker on car windows but govt has not taken strict action. what about cow theft/illegal transport of cow?

    the main reason is: as per the expert there is no enough money with govt to implement some schemes. hence they now depend on helmet so that money can be collected through RTO by putting fine on the rider.

    Hi Vasant, u r correct. Niddheramyya spent all the Money for all types of Bhagyas and providing Compensation for Cattle thieves and Rapists, Nidheramayya has recently came out with Sari Bhagya.. He buys Sari for 1 Lac for his wife.

    Vasant, my car sun film has been removed by Bangalore Police, although Honda Management said it was not necessary as it was fixed at the time of assembling the car parts as it was very very thin. In this connection I fail to understand why Apex Court is not instructing all the State Governments to provide proper Street Lights, as I strongly believe a lot of illegal activities r taking place during night time. Hence I think removing sun film has not solved the major problems.

    Wearing the hamlet is not sufficient. The riders should wear branded hamlets. The riders should strictly tie the strap properly otherwise wear the hamlet is of no use. The RTO should remain very strict as well as people friendly. The RTO and traffic police if found taking bribes, bring them to books and the public should take video of such corrupt officials and send to the concern department and also make them go virus on Facebook.

    Poor CM. you rarely get such obedience to or compliance of SC orders. He failed to realise why SC ordered helmets. Dear CM, please improve the road conditions for whic you have already collected the taxes, and the infrastructure in the state so that at least when you vacate the chair, let people remember you. Please hurry up, reduce expenses and perks of misnistries and MLAs and use the funds for infrastructure development.

    We agree for the helmet to be mandatory for pillion riders, however in Bangalore city limits potholes causes major accidents and people have died even after wearing helmet.


    Wearing helmet is our duty, but ensuring there are no potholes on the road its your duty which is not fulfilled

    Dear Sleeping CM of Karnataka, please glance your eyes around pathetic condition of roads in Karnataka, especially in Bengaluru city, even a helmet wouldn't safe a life, every were potholes, digging, mud, sand and concrete pieces on the side of the road, footpath are dug, so pedestrians are walking on the road, no road rules, traffic police are corrupt. And busy filling pockets.

    Your congress party with coalition is ruling the BBMP, what measures have you taken or instructed your mayor. First repair the roads, mark the lanes properly, let there be separate lanes for Motor bike & Bicycle riders, let there be separate lane for heavy vehicle such as trucks, tankers, earth moving machinery.

    No one is objecting about wearing Helmet for riders & pillion riders, but if the roads are not repaired, roads are not marked, road rules are not obeyed, there is no use of such helmets.

    CM Siddu, wake up, don't fall asleep, don't slap officers and assault them, be a peoples CM and work for people, you have 2 more years, put your act together, other wise Kannadiga voters will slap you in the ballet box & boot you out in year 2018 assembly polls.

    At the same time peoples mentality has also to be changed. I have noticed that even if there r foot paths people will walk on the roads. Bad road conditions & Garbage crises started when previously BJP ruled BBMP in Karnataka. As a precautionary measure, Helmet is a must for all those including children, who r traveling by Bike as I notice that there r everyday accidents, & in some cases all r get killed. I am sure even this rule is followed in Australia. Since I am in Bangalore I notice that a lot of road work is going on at the moment. Better U stop calling every time that our CM is sleeping. Regarding road expanding etc. Govt. is facing lot of problems due to land acquisition etc. Moreover in Bangalore lot of land near the main roads is belonging to Defence & they r not ready to part with their land.

    Let the CM remove the tax on helmets as well. Helmet manufacturers must have paid somebody to strictly enact the SC order.

    Surprisingly, it is not a must to wear helmets in Surathkal / Mulki / Bajpe !!

    It is strange - indeed very strange that people should point a finger at The Chief Minister for implementing rules and regulations about helmets.More so because The Supreme Court has considered fit to pass the orders.

    Helmets I am sure will save lives of people and therefore if anything all should join hands in strictly implementing the rules which are made for the good of two wheeler drivers.

    Oh is it Mr. CM!?. If you are really obeying court orders, dont you know that government has ignored many court orders repeatedly on various issues!?. Why selective in that too!?. When did the SC gave order on helmets!?. If your government has not taken kick backs, why you are making only full face helmets compulsory even though huge chunk have front open ISI mark helmets!?. What should people do with them!?. If they are not safe, how ISI approved them!?. Why do you think you need not provide good roads which are root cause of major chunk of accidents!?. Answer Mr. CM!

    They obey only cash generating orders. Please make separate lanes for 2-3 wheelers wherever there are 4 lanes roads. Reserve left lane for 4-6 wheelers while right lanes for 2-3 wheelers. Lane discipline no overtaking lane and heavy fine.

    order. Sorry to say - what about the earlier Orders passed by the apex court & R.T.O. regarding removal of tinted glass, etc. for cars, what about the night powerful white crystal bulbs, elegance bulbs in many vehicles?
    what about the new bikes, back pillion riders seat which is the main cause of pillion riders being thrown away from the vehicles during accidents? The new bikes back seat is not meant for Indian roads. Any rules for the general public are quickly passed without discussion or any changes.Many laws passed against politicians are not being implemented.

    It is sad that the Supreme Court never ordered the State government to provide roads without potholes. If they had done that, the state government would have obeyed their order and thus helmets would not have been necessary.

    There is clear evidence that a well made crash helmet prevents serious brain damage. State government has done good by making helmet compulsory. He can pass another law to say that people with no brain need not wear a helmet if they produce an evidence that they have no brain.
