Bangalore, Aug 12: Home Minister V S Acharya on Monday rejected the demand to allow disco and live music in public places during night hours in the city, saying that the decision has been taken in the interest of maintaining law and order.
 

“The line between the dance bars and discos is very thin. We are not allowing disco and live music during night in the interest of law and order,” the home minister told reporters here.

A section of the art and theatre fraternity had staged a protest on Sunday, demanding a vibrant night life in Bangalore. 
 
The protestors wanted the government to allow live music and cultural events in public, in the night hours.

The Government has allowed the serving of food 24/7, since a huge number of people work night shifts in several companies, and construction activities also go on late into the night. But the ban on sale of liquor beyond 11 pm will continue, Acharya said.

Asked why the Government is not allowing dance bars despite the court order, the Home Minister said the order clearly states that dance bars should not come in the way of maintaining law and order.

On Kannada activists raiding a rave party on the outskirts of Bangalore on Saturday, the minister said the owner of the resort where the party was going on, had violated license conditions by allowing consumption of liquor and drugs. The police are investigating into the case, he added.

Discos closed down

Commissioner of  Police Shankar Bidari said on Monday that 32 discotheques were closed down after the police raids recently.

Speaking to reporters, he said that the police were tipped off about the discotheques being run illegally. They raided these discotheques and closed them. Legal action has been initiated against the owners, and no discotheque was functioning in the City now, Bidari added.

The government had framed a policy for discotheques in 2005. The discotheques would be allowed to function only if they are abiding by the norms, said the Commissioner.

    Lot of interesting comments! Well friends, at the age of Home Minister, I too will not like live music & disco. You do not like people socialising with drinks, ban that. You do not like some type of meat ban ban says supporters in view if some political gain. He has the power you see! & supporters. There is always concession for influencial people. Who cares the middle class, though majority of the bribe money comes from that area. A struggle for survival. Goverment can not act on low and medium level corruption but they need to be in news by these petty new rules. 'Kumbaranige Varusha. Donnege Nimisha' is the summary of such rules.

    Also, since some of you know the Home Minister, could you ask him why, given his supposed 'honesty', he's reinstated the Chamarajnagar SP? The policeman in question was caught red-handed by the Lok Ayukta for taking money to go easy on a criminal case. But, surprise, surprise, he's been reinstated and brought to Bangalore. Maybe to teach us more morals, I suppose?

    I am not too sure if this is a good move or not? Instead our honourable Home Minister should bring in stringent rules to improve the law and order situation in the state, especially in places where the night-outs are common.

    As someone rightly said, it is the middle class who will be greatly affected. Such denials often lead to bribery, and it does invite illegal activities/shows here & there. Remember, the bars, discos, are also meant for socializing if not taken in the wrong sense.

    What would you do if your business partners/principals wish to go out to a club/disco, before finalizing a million rupee deal? I am sure politicains sons/daughters are enjoying their night-outs in San-Francisco, london or brisbane???

    Respected Home Minister, If you are reading this, I will be very happy and if not, if Daijiworld could help me in sending my views to our Honorable Home Minister, I would be very much grateful. Sir, you have done a great job, I really appreciate you for doing it, but have you thought that this music and dance is usually is a place of enjoyment, relaxing for the middle class and this way the "Middle Class" is again affected AS ALWAYS.

    The rich will do it anyways or will find another way and I will not be shocked if one of the place is still working fine after bribing the cops. I would like to tell you some of the incidents which I have seen in my eyes, 1. 3 years ago, A police was asking a poor man on Brigade road who was selling nuts for money else to leave the place. The constable left him alone after getting 'mere' 2 - 3rupees in change. 2. I was stopped by the cops for no reason, I had to pay 'mere' 50 rupees to go free. 3. I was having my dinner at a road side vendor On CMH Road, a cop comes and stops his motor bike at 9pm, and leaves the place. The poor vendor starts whinging at himself. I felt whats wrong with this man, then he starts packing the food and at the same time a fruit seller next to him puts 'mere' 2 bananas in the motor bike carriage. The cops comes and drives back. 4. I was in a bar, a cop comes and take 'mere' 50 rupees for NO REASON. 5. I went into a one way (by mistake) near Shivaji nagar, the constable asked me 100 bucks else come to the station.

    These are few of the incidents which I have seen and I am sure many of my others friends billions of the population of India might have also seen something like this(excluding the cops) and I am sure you might have not seen or ignoring it.

    Sir, instead of sitting in your office, come out and see whats happening on the streets in India and try to improve it instead of passing on rules. I WILL ABIDE with the rules and will not enjoy my time listening to music or dancing as YOU dont want me to. I will sit at home instead of socialising in this world.

    Sir, do you know that Indians are considered to be MOST UN-ASSERTIVE people in this world as they dont have the proper socialising skills. Because of these RULES and India being one of the KNOWN country in the list of corrupt nations(Survery shows India is ONE AMONG THE TOP 30), Indians want to leave India and go to foreign coutnry just because there is opportunity and we dont have to bribe to get our work done. We Indians speak about racism everywhere but we have forgotten its in our minds as we learn racism in our OWN country.

    In India, to get my small work done I will have to bribe starting from the peon to the Manager. Why is that ? My dad, just to get a drainage done where people from behind our house were transfering the sewage water to our house. Cops didnt help anyways we had to bribe the Corporation to get a drainage done through our house. Why is life so difficult in India? w

    In future, surely there will be total ban on listening music at your home. Politician has no other better work, instead of banning unwanted things. Whole world is crazy about music and entertainment, where as Karnataka is moving backward. Come on on guys donot switch on to Suprabatham in the bar restaurants. I think politician should put restriction on corruption.Why our home minister not implementing meters on autos.and prevent corruption at the RTO office and Taluk Office.Mr Acharya first you take care of a comman man and dont bother what rich are doing.you try to improove common mans life and forget about night clubs and bars.

    Dear Vinod, impressed, you are right in one side, think the result of other consequence, if everything is in a limit then everything will look good , there is a saying in Kannada Ati Amritha Kooda Visha ... every one wants to explore themselves ... fine what I feel there should be limit,and about unity in diversity ... cool ... why these people so partial ..? only in Bangalore ..? why the Madrasi's not spoiling Madras, why the Mallus's not on Trivendrum..? why the Delhians not in Delhi, and Bombayates still call you and me as Madrasis...?

    Your and my Hindhi is 200% better than others .. still ...? you have been distinguished ...     Two of the honourable members in this forum Mr.Herold D’Cunha and Mr.Tanveer appreciated the Home Minister’s Ban on Live Music, Disco and suggested ban on Liquor after 11.00pm. Mr.Tanveer do not be surprised that it may also be a veiled hint or prelude that more activities (related to sound) may be banned in the coming months like the use of loud speakers for the CALL TO PRAYER after 11 pm., (considering the Holy Month of Ramadhan and Eid. are closeby.) and also open air Christmas Mid Night Masses, and new year celebrations. However in my humble opinion, a third member of this forum MR.CLEMENT SEQUIRA, Puttur, Bangalore has hit the nail at the RIGHT SPOT with his brilliant comment “Let Us wait and watch how much law and order you would bring about by implementing this rule….I’m sure the rule would be reversed in some months when your bank balance increases with the Bribe from all the bar owners !!!”. ....Bravo Clement you said it.

    Mr. Lasrado, being a fellow Mangalorean, may I remind you that we've been drinking and dancing for generations. Has that meant that us and our forefathers encouraged prostitution? Guys, I've been part of this protest and read the relevant law (available online at http://164.100.80.70/acts/ACTS%20E/124e.pdf ) So, let me clarify a couple of points:

    1) Mr. Rajesh, please note: This is NOT to say 'please let girls start stripping in Quality again'. What the law says is that you can't have a band, or dance with a girl, anywhere where alcohol is served. So, conceivably, the cops can land up at Ladies' Club, bust a wedding and take people there into custody. All, because the government's too lazy to distinguish between Quality and Ladies Club

    2) All we're asking is that there BE A LAW. If you read the link above (the relevant Section is 31) there isn't one now. Everything - where you listen to music, where you dance, what music you listen to - is left to the discretion OF THE POLICE. Now, all you proponents of 'Indian Culture', tell me - can the definition of Indian culture be left to the cops? Can decisions which are so closely entwined with our personal life be left to the whims and fancies politicians who can't do their basic jobs without having their palms greased, but deign to decide how we live our lives. So, are you ready to put your trust in a police state to preserve this mythical elephant called 'Indian culture?

     3)'Outsiders'??? Are we citizens of India or Karnataka? Bangalore has boomed because a diverse range of people have made it their home. So long as they break no laws, who are we to decide what 'culture' they're to follow? Has Barbados forced you to spring dreadlocks and smoke ganja (they call it Indian weed there, so much for 'Indian culture')?

    4)Mr. Lasrado, let's deal with your'BPO workers are bad' notion: What would you do if, after work, you couldn't even get a decent meal because the cops have closed the city down? Where you can't even have a beer? It may be that you don't drink and have a nice cook at home, but who're you to say that everyone else has to be like you? Think, guys - that's all I'm saying. If you let the Government take over your lives, you're sunk. So don't - stand up and say "I'm as responsible a citizen as anyone else, so take your moral righteousness and stick it. Implement the law and not my life" Cheers. I'm off for a beer. Before some one tries to ban it.

    I think its the secrect agenda of the BJP being realised. Am sure Mr. Acharaya and the like think that live music is not a part of the Hindu culture. Playing live music doesnt lead to escalation of criminal activites. It is the greed of the politicians and people in power that breed cirminal activities as in most of the cases crminals have ploitical godfathers. We boast of B'lore being the Silicon Valley of India. Mr. minister just take a walk around the city and see the haphazard construction, ill legal buildings and shoddy public works being executed. Try to reign in on these problems that pat your back by closing down the discos at 11.00 dont think you are doing a great job by doing something stupid.

If that is the case, the job of the police is not to smudge out the line and ban anything they find convenient, but rather to define the line more clearly so that innocent performers and citizens can go about their legitimate business without undue harrassment on the part of the authorities.

    It is my opinion that if the law enforcement authorities spend less manpower and energy enforcing archaic and vague laws, and more time pursuing actual criminals, terrorists would have a harder time pursuing their trade in the city.

    Congratulaiton Home Minister Mr. V.S.Achrya. You have done wonderful job by banning disco and live music in bars and also more important is ban on sale of liquor after 11 pm. Safety and security of every citizen is more priority. I do drink liquor in bar and enjoy music.But if I want drink after 11.00 pm, I prefer to sit in my home and drink. Mr.V.S.Acharya once again we request donot budge to any pressure and we are with you. Show them you mean business.

First maintain law and order during day time in your home distict and dakshina kannada district, whereby the "social police" take law into their hands and they go unpunished. Try to maintain law and order during day time, then think about maintaining during night times.

    As primitive and old-fashioned I may sound, I totally agree with the decision taken. Today, in the guise of LIVE bands and discos, a whole lot of criminal activities take place. I guess down the years, people will find better ways to enjoy themseleves than throwing money at dancing women, getting drunk and creating nuisance. I happened to go with my friends to such a place in Bombay maybe 10 years back, all what happened there after 12 was prostitution. I saw so many old men, drooling at girls younger than their daughters and throwing cash at them. I am sure these guys have families too. I dont think he would go home and tell his family that he blew x amount of money on some girls, coz he knows its not right. We all know its not right. There is a thin line b/n discos and live bands, i totally agree with that.They need to douse the source of the fire, thats what the police is doing. Long live peace and morality.

    Good to see acharya showing some gutsy decisions! There should be a limit 23.00 is fine. Its the begining , move on and ban those criminals/ corrupted politicians/cops from the society, to do all this you must be a Mr Clean and do hope so! Great decision. No worries this will only encourage more to visit bangalore or any such places in India just because there are gutsy politicians who could bring peaceful life style. About musicians and dancers as always there is a next door opened for them!! Its difficult sometimes but thats life!!and it do happen at any work place.

    The citizens of this state do not need a home minister who will curb their freedom and liberal space.It is the mature citizens of Bangalore to decide what they want Mr. Home Minister be reasonable....Bangalore is a world class city and by introducing such "Taliban" like laws you are sending out a wrong message to the investors and the world. Moreover whats the difference between live music and recorded music... and how does live music translate to crime?     There is a big problem with Indian politicians as well as some Indians. In life we all must learn to distinguish between healthy fun and unhealthy fun. Bangalore today is an International city in line with some of the most happening cities. People generally tend to work very late and need space and place to unwind. While bars and bands are open till 3 pm in a city like Dubai and they have no law and order problem it is just a myth that music and band will create law and order problem.
