Bangalore: Governor Releases the Book ‘The friends of Police Movement’

Bangalore, Sep 8: It was a great moment for Rameshwar Thakur, Governor of Karnataka to release the book “The Friends of Police Movement: A Roadmap for Proactive People Protection” at Banquet Hall Raj Bhavan on September 6. Dr Prateep V Philip, IPS, IGP (Social Justice) Chennai, being the author of the Book was present. 

The books book deals with a holistic concept providing a unique & much needed way to achieve a police public partnership. The author is a versatile innovator & the first police officer to conceive & develop the friends of the Police (FOP) concept & movement globally.

R Srikumar IPS, DG & IG of Police, Karnataka gave an introductory talk on the book stating that police have to go out of police syndrome in bringing the public & the police together. He congratulated Dr Philip on his achievements.



In 2002, Dr Philip won a global recognition for the concept by winning “Her Majesty, the Queen’s Award for Innovation in Police Training & Development”. The establishment of an FOP multimedia centre has been a spin off of the award. 75,000 police personnel & Friends of Police have undergone the FOP training till date he added. He is a Doctorate in Management studies. He has served as DIG of Police, Training, in Tamil Nadu, he has tenured as DIG Intelligence, DIG Tirunelveli Range, & Commissioner, Trichy City. He is currently serving as IG (Social Justice), DIG’s Office, Chennai. He hails from  Bangalore, & is an alumnus of St Joseph’s B H School & St Joseph’s College of Arts & Science.

Dr Philip in his talk about the book said that it is a landmark event in his life to release his first book & he is very happy & grateful to the Governor for his magnanimous gesture. He added that whatever we want to do, we have to do it boldly, because boldness had magic in it. The power belongs to people who put me in this position he added. Ideas are like flowers. If we don’t act on the idea it will wither away. It is not the celebration of my being author or tribute to my intelligence, but it is the achievement of the people who supported me all the way through. People need to esteem the police force he added.

The Governor in his address thanked Dr Philip for his great contribution to the society as this book has come out at the right time in the wake of recent blasts in Bangalore, Ahmedabad & Jaipur. The author advocates a framework of Citizen’s Intelligence Network by creating Friends of Police among citizens. He commended that the is initiative be studied & put into action not only by police in Bangalore & Karnataka but by the police all over the country. He conveyed his warm felicitations to the author Dr Philip, the ICFAI University Press & to all those who are associated in bringing out this book.

Prof T R Venkatesh Director, IBS (Icfai Business School), Bangalore welcomed the gathering at the beginning. Col S K Kohli (Retd), centre head, Icfai Research Centre, Bangalore proposed vote of thanks.

    To me it looks like more of a show of pictures and publicity? Are the police really interested to become friends of public? Are they willing to stop taking bribes? These are the questions the police commissioner and his deputies need to answer the public.
