It's a chain along which money passes to the top. If there is block in the form of an honest official he is removed by the top, ie the politicians. There is not only no incentive for a official to be honest it is in fact a career killer. We cannot be corruption free till we elect honest politicians.

The frustration clearly visible in people like jossey & some of his ilk must be giving BJP supporters in Mangalore a huge high. It was 'so near yet so far' situation for the central ruling party in Karnataka. It's pulpable considering he lives in Maharastra, which is another strong BJP- Shivsena bastion. No matter how much they crib about Mangalore being a city of educated class voting for BJP, coastal Karnataka will always choose Modi.
