Social Security Coverage for 6 Lakh Unorganised Workers

BANGALORE, JUN 30: As many as six lakh workers in the unorganised sector in Dakshina Kannada and four other districts of Karnataka will be covered under an elaborate social security programme being implement by the state’s labour department in collaboration with German Technical Cooperation (GTZ) from the current financial year.
The four other districts to be covered under the Rs 36 crore German funded programme are: Bangalore Rural, Mysore, Bellary and Gulbarga.
Karnataka’s labour minister B N Bache Gowda, who attended 98th International Labour Conference of the ILO at Geneva on June 15 and 16 said GTZ would grant Rs 36 crore for implementing the social security to unorganised workers in five districts.
Pension, health insurance, accident insurance and housing facilities are among the facilities being offered to unorganised workers.
The German Development Bank, KFW, has promised to extend all support to GTZ and the State government in implementing the programme, the minister said with Karnataka’s housing, rural development, education, health and labour departments would coordinate with GTZ in implementing the programme.
A State-level committee headed by the Chief Secretary would monitor it. Based on the performance of the programme in five districts, it would be eventually extended to other districts, the minister said.
Gowda pointed out that the government has established a Skills Deveopment Commission to provide employment and training. During the last one year, 50,000 candidates received jobs and training had been given another 50,000 candidates.
Based on the German Job Centre Model, the government would adopt good practices of that country in the Skill Commission, he said.
The Labour Department has decided to establish human resources centres by winding up existing employment exchange centres in all districts on the public-private- partnership model.
Centres have become operational in Mangalore, Gulbarga and Bijapur. These centres would provide not only register unemployed candidates but also provide training and placement services, he said.
The Rashtriya Swasthaya Bima Yojana, a centrally sponsored scheme, launched in 2007 for providing health insurance for the Below Poverty Line (BPL) families in the unorganized sector, was being implemented in Dakshina Kannada, Shimoga, Bangalore Rural, Mysore and Belgaum districts, the minister added.
