Karnataka Youths Vow to Support Hazare on Anti-graft Law

Bangalore, May 28 (IANS):
About 5,000 people, a majority of them youths, braved a hot and humid Saturday afternoon to extend support to social activist Anna Hazare for enacting a stringent anti-graft Lokpal bill.

Responding to Hazare’s call at a public meeting at the sprawling National College grounds in this tech hub to join his "second freedom struggle" against corruption in the country, the entire audience vowed to fast-unto-death with him if the bill was not enacted.

Clarifying that a stringent anti-graft law at the central level would lead to the setting up of stronger Lok Ayuktas (ombudsmen) in the states, Hazare said the proposed bill would have provisions to facilitate the creation of similar institutions with powers to book, prosecute and convict the corrupt at the local level.

“As you may be aware, the anti-corruption movement is committed to ensure that the Lokpal bill is not only drafted and introduced in the monsoon session of parliament in July, but also passed to become law by the Independence Day Aug 15,” Hazare said evoking thunderous applause.

He expressed gratitude to the people of Karnataka, especially the youths from the tech-savvy world, for their spontaneous and overwhelming response to the anti-corruption movement.

Hazare said once the Lokpal institution was set up, citizens from every local body (panchayat), district, city and state could prepare a list of 50 most corrupt politicians and officials who could be charged, prosecuted and convicted for a minimum of two-year jail term.

“As members of the joint panel to draft the Lokpal bill, we have made several suggestions to the government to empower the Lokpal to also recover the bribe amount collected by the guilty and the loss caused to the exchequer,” Hazare said, addressing the audience in chaste Hindi.

At the same time, the 73-year-old activist urged the people to remain vigilant and ready to make sacrifice, as the corrupt and powerful politicians and officials were hell bent on delaying the bill and diluting its penal powers.

“The long struggle against monumental corruption and maladministration has just begun. We have a long way to go. All kinds of attempts are being made by the tainted politicians and officials to derail the exercise and buy time," he said.

"Having initiated the movement with the support of the ordinary people like you, the civil society and spirited men and women from across the country, I assure you that we will not let the government, politicians and officials to hold up the bill on one pretext or the other,” Hazare said.

Besides Hazare, Karnataka Lokayuktha Justice N. Santosh Hegde, former union law minister Shanti Bhushan, Supreme Court lawyer Prashant Bhushan and rights activist Arvind Kejriwal are members of  the joint panel to draft the bill.

The panel has Finance Minister Pranab Mukherjee as its chairman and other government representatives include Home Minister P. Chidambaram, Law Minister M. Veerappa Moily, Human Resource Development Minister Kapil Sibal and Minority Affairs Minister Salman Khurshid.

The panel has met thrice over the last four weeks and is scheduled to meet Tuesday to discuss the contentious issues of bringing the prime minister and the top judiciary under the Lokpal institution.

Earlier, social activist Swami Agnivesh, former Indian Police Service (IPS) officer Kiran Bedi and Kejriwal addressed the audience and highlighted the salient features of the proposed bill.

    CITIZENS ARE ALSO EQUALLY RESPONSIBLE FOR CORRUPTION AND SO FAR THE SUPPORTERS DID NOT COMMIT NO GIVE AND TAKE CORRUPTION WHICH IS THE MAIN BONE OF CONTENTION NEGLECTED BY THE SUPPORTERS.

    VERY PITY THE STATE OF AFFAIRS OF THE SUPPORTERS.

    There is no doubt people are fed up with corruption and hence they are ready to support any movement in that direction. On this fight they found Mr. Anna Hazare moving in that direction but off late I have a feeling if this movement has lost its direction. No doubt Gandhian Anna Hazare is a selfless leader who has invested his life for poor and needy.

    But I have a different take on this movement. Mr. Anna Hazare is concentrating more on Jan Lokpal Bill and I have a doubt if this can stop corruption. This bill comes into effect only after the corruption takes place. Even though this will help to nail the culprits at top level some may still escape if the evidences are destroyed. There is a need to stop corruption at the first place. We citizens are also responsible for corruption at all levels. This fight has to go to each governmental department where file does not move without money. There is a necessity to take the movement to that level where poor citizen is not harassed. Anticorruption citizen squads have to be developed at every level so that corruption itself can be arrested.

    It is strange that Mr. Hazare not had spoken even a word about corruption in the state of Karnataka. Whether his fight on corruption is limited only to Maharashtra and Center? Moreover this proposed Jan Lokpal Bill has limited mandate and it cannot tackle corruption cases in the state.

    Moreover his insistence of people’s representation in the draft committee may be a dangerous precedence. We have a democratic system where people’s representatives have got elected by people and if we start taking unelected people in taking important decisions of the country there is no end. Who will decide? One man Anna Hazare? Presently he may be having good support but actual support can be ascertained only in the Electoral College. This looks autocratic and as a citizen of democratic country I feel this is not a healthy development. Mr. Anna Hazare may not be in a position to know about many capable people available in the country and may such people from his close aids only. This precedence should not lead to chaos in the near future.

    Many may feel that my comments as descent note but this requires a wider debate.

    Good to see large crowd joined for a noble cause. But the definition of corruption is a mistery. People blame politicians, bureaucrats, govt officials being corrupt. But who has made them corrupt? To get a small piece of work done we need short-cuts( e.g. house registration(black money payment), license, get an admission, job…..)) . People are ready to offer any amount for their work to be done. If the one who takes the money is corrupt, then who gives also is corrupt. We have made the system corrupt and we have to make it clean. "Doctor heal yourself" fits here very well.

    Let all people join this movement to eradicate corruption from our society, as this golden opportunity won't come again in our lifetime( IF AT ALL WE WANT INDIA TO BE NEXT SUPER POWER).
    Let us not have 2 standards for corruption in the name of Party,Religion,Caste,Creed,Gender & colour-There are only 2 sides-Corrupt or Non-corrupt,Clean or Dirty(Unclean),White(Light) or Dark.
