An Indian Revenue Service (IRS) officer by profession and a dreamer at heart, he secured an impressive 28th rank in the UPSC Civil Services Examination—an extraordinary rise from his earlier rank of 131st. His achievement stands as a shining reminder that success rewards those who refuse to settle.
Currently serving as an assistant income tax commissioner in Mumbai, Pawan’s story is a powerful blend of discipline, humility, and relentless hard work.

Growing up in a family deeply rooted in public service, Pawan absorbed a strong sense of duty early in life. His father, Shalabh Goel, the chief vigilance officer of Western Railways, instilled in him the belief that serving the nation is both an honour and a responsibility. That belief would go on to define Pawan’s path.
Pawan’s academic path has been as diverse as it is impressive. From St Peter’s and GD Somani Memorial School in Mumbai to Bal Bharati Public School in Delhi, his early years were shaped by schools known for academic rigor and holistic development.
He later pursued electrical engineering at Delhi Technological University—an institution that sharpened his analytical and problem-solving skills. Yet, when it came to the Civil Services Examination, Pawan chose sociology as his optional subject, reflecting his zeal to understand people, society, and the pulse of India.
Born in Ambala, Haryana, Pawan spent his early years in various parts of the country, each place adding its culture, discipline, and ethos to his personality. Today, with his family settled in Dehradun, Uttarakhand, Pawan continues to stay connected to the values that shaped him.
