Revenue minister Krishna Byre Gowda launches automated mutation system for all properties

Bengaluru, Feb 25: In a major push towards administrative transparency and ease of governance, state revenue minister Krishna Byre Gowda on Tuesday launched a new automated mutation system for all types of properties, including agricultural land.

The system is designed to eliminate human intervention in the mutation process once the mandatory notice period of 7 or 15 days is completed. The software will now automatically generate server-signed mutations after the period expires, provided no objections are raised.

Under the new regulations, if a revenue inspector or a member of the public files an objection within the stipulated working days, the case will not be processed automatically. Instead, it will be transferred to the Tahsildar’s court via the RCCMS software for further legal verification and decision-making.

Previously, revenue inspectors were required to visit taluk offices in person to submit approvals or objections. "We have now provided logins to revenue inspectors, allowing them to file objections or process documents from any location through the software," the minister explained.

The minister noted that the system was successfully piloted in Mandya over the last month to identify and resolve technical issues. "From today, nearly 98 per cent of all khata transfers will be automated. Between April 1, 2024, and February 20, 2026, we have already processed 35,11,987 khata transfers automatically," Krishna Byre Gowda stated.

The integration of Aadhaar with the RTC (Pahani) will further enhance security. Property owners will receive SMS alerts on their registered mobile numbers for any change in the RTC, including sales, court orders, or name additions. This move is expected to prevent fraudulent transactions and unauthorized khata changes.

The minister emphasized that this digital signature-based system would save significant time for both officials and the public, effectively bringing government services to the doorstep of citizens.
