Jaitley's budget gives tax relief, promises higher growth

New Delhi, Jul 10 (IANS): Proposing to hike the tax exemption limit by Rs 50,000 for all individuals, Finance Minister Arun Jaitley Thursday presented the national budget for this fiscal with concerns over economic slowdown while promising bold corrective measures to unburden the poor from rising prices, revive investor confidence and cut excessive expenditure.

"People of India have voted decisively for change," Jaitley said in what was the maiden budget for himself and Prime Minister Narendra Modi's government. "Steps I unveil in the budget aim at 7-8 percent growth over the next three-four years, lower inflation, less fiscal deficit and a manageable current account deficit."

The finance minister said he proposed the tax exemption limit for individuals below 60 years at Rs.250,000, subject to parliament's approval, and Rs.300,000 for senior citizens. Deductions allowed under various heads such as investments in insurance, pension and house rent are also proposed to be raised by Rs 50,000 to Rs 150,000.

The minister said given the state of the economy today, high inflation, low growth and moderate rise in tax collections, the fiscal deficit target of 4.1 percent of India's gross domestic product set by his predecessor P. Chidambaram was a "daunting" task.

"But I have decided to accept this target as a challenge," he said, adding he will seek to further bring down the fiscal deficit to 3.6 percent for the next fiscal and to 3 percent in the year after.

He said the country cannot be made to suffer due to indecisiveness and populism and there was an urgent need to revive growth in manufacturing and infrastructure. "We will also examine proposals for more autonomy to banks."

The finance minister said the possibility of a poor monsoon and the Iraq crisis were key challenges with a bearing on both government finances and inflation. But he said the situation will be monitored closely to initiate immediate corrective steps.

"Financial stability is the foundation of our recovery."

Jaitley also promised early introduction of the pan-India goods and services tax, while assuring the domestic and global investment community of predictability in the tax regime to restore confidence about the country's prospects.

The budget for current fiscal comes against the backdrop of the Economic Survey 2013-14, the annual report card on the state of the nation, which has termed inflation-control, job creation and pushing growth as the three main challenges, while calling for a fresh dose of reforms.

Expectations have been high from the budget after Modi came to power with a landslide victory in the general elections, mainly on the promise of ushering in happy days for India's 1.2 billion people by creating more jobs, providing relief from price rise and reviving growth.

Among the various measures, Jaitley announced a national multi-scale programme called Skill India for providing training to youth and their employment, a national irrigation scheme and a smart city with an investment of over $1 billion as part of the larger plan for 100 such projects.

He also announced many other schemes, such as one to help farmers realise right prices for their produce, at least four more institutions modelled on the All India Institute of Medical Sciences (AIIMS), more money for people's welfare, many new airports on public-private partnership mode, a target of total sanitation in five years, greater autonomy for banks and higher investments by state-run enterprises.

    The Finance Minister has taken on the challenge of reviving the Economy heads on & transforming it into one that is Investment and Job creation driven one. He has addressed some of the biggest issues like retrospective taxation for Investors, given domestic manufacturing and agriculture a boost, and despite the fiscal problems, still managed to give Low Income, senior citizens and domestic savers increases in Tax exemption!

    Completely agree & second that - atleast the tax breaks are such that there cant be any scams... unlike all the bhagyas where the money is spent and not reaching benefeciaries, these tax breaks can be tracked and implemented effectively. One (tax payor) cannot ask for more reliefs.. good budget.

    With Tax exemption,80C and Housing benefit, a combined savings of Rs. 36,050 for individuals in the highest tax bracket (taxable income above Rs. 10 lakh), Individuals with taxable income between Rs. 5 and 10 lakh will save Rs. 25,750. Those with taxable income between Rs. 2 and Rs. 5 lakh will save around Rs. 15,450.

    I had high expectations of big and bold steps of reforms but disappointed.This is similar to immediate past govt's budget.I even predicted Gold will come down to RS 20 000 but market is reacting very badly and Gold increased nearly 1000 RS....Very bad and courage to do sweeping changes in the pattern.Sardar patel Moorthi issue concerned,they collected lots of many and martial but budgetary allocations again is a blunder and waste of tax payer's money.

    Can you give some examples of bold & good reforms that you are talking abt? Bringing down gold prices is not govt's responsibility - have you heard of anything called gold etf - thats what is deciding the prices these days. As for complaining about the budget, its definitely a big relief for people who pay taxes, that the tax slabs have been increased and the home loan tax breaks cap is increased. What else did you want? Much better than all the con bhagya schemes, atleast in these tax reliefs there can be no scams. Dont complain for the sake of doing it.

    I am not sure if I am replying to same Ismail who was complaining abt fare hike in railways last week... if the subsidies are to be curtailed, prices will rise for all day-to-day stuff like groceries, public transport - are you okay with that? I hope you really understand that India walks on a razor edge to balance between subsidies, loans, growth and deficits. If you are paying taxes today you will know exactly how much did this help. Anyways we arguing whether its a good one or not is irrelevent, I am sure for crores of ppl in India, their money will travel a little further with these tax breaks.

    Tell me if I am wrong- Modi ji asked "every villager,every citizen, from each and every house,village, city to DONATE Iron for Sardar Vallab bhai Patel's statue." The money collected through the rallies- Rs 5, Rs. 10 tickets, were claimed to be collected for the giant statue. Millions and millions collected.
    So what has happened to those donations and money collected. Why does the FM need to allocate an amount of Rs.200 crores on the statue?
    And lastly my suggestion- instead of building such huge statue in Gujrat, why not make statues of lesser height but in the capitals of each of the 29 states- that could also symbolize Unity!

    ever since, PChidu waivered "farmer loan" by 60000 cr in 2008 to win back 2009 elections, the economy has gone for toss.. the beneficiaries of this step, was never a real farmer, cos that poor guy never had his land papers to borrow from banks or cooperative financing.. instead he had loaned from jamindaars... who got the waiver? the one with enough land and harldy doing farming job and had taken agri loan for aiyashi,.. thats the sad affair!! the subsidies are killing us.. we have 32billion uSD defence budget... all this is a big headache and anti-development!! with those constraints in mind and Congress literally sweeping the coffers and leaving a dent in treasury... what Jaitley has done is enough!! I know, I wld have liked to see more relief for individual tax payer... but with CAD/fiscal deficit and GDP and current growth in mind, he had to take severe steps!! probably this shall serve as good foundation and may be 3rd year we will see the benefits of these robust steps! so 3/5 is my score! :)

    Out of five IIT one IIT was earmarked for Karnataka to be set up in Dharwar or Belgaum. But Chandrababu Naidu of Seemandhra hijacked it and all our 18 BJP MPs were silent spectators to this open hijacking by Naidu. Shame on such MPs of Karnataka.
    What is the use of Textile Cluster in Mysore. It is not a cotton growing area. This Textile cluster should have been set up in Davangere.

    Budget 2014 seems to be prepared by Mr. Ambani’s and Mr. Adani’s corporate core finance team, Mr. Jaitley only read out the budget in Parliament in English, Mr. Modi with his microphones on only heard it, our MP Mr. Nalin with his set of microphone on, taping the desk whenever others did so who knows what he understood !.     Govt is planning to cut namma metro rail fund from 2000 to 1000 crores. Now this project will be delayed . Govt now spending 4200 crore for some Ganga Project. Ahmedabad given Bullet Train . Very clear partisan on dividing the national wealth seen for political mileages. Now our Gowda will keep smiling even if our Namma metro went to scrap.
