New Delhi, Oct 21: The Centre on Friday rejected demands from the BJP-ruled states as also Left-ruled Kerala for inclusion of minority institutions in the proposed legislation for reservation in unaided institutions.

“Minority institution has been excluded and it is a constitutional provision. We cannot think over it again," Human Resource Development Minister Arjun Singh told reporters after conclusion of the two-day consultations with the states on the contentious bill.

All states were unanimous at the meeting about reservation, Singh said adding the deliberations saw states putting forth their views on how to implement the measure.

“Cabinet has already taken a view on the matter of creamy layer and there can be another view only after the cabinet meets again," Singh said when asked about the issue of excluding creamy layer from the purview of the proposed bill.

The meeting of the core group on the issue was chaired by Defence Minister Pranab Mukherjee in which Singh and Finance Minister P Chidambaram heard the states' views on the ticklish issue.
