Need new work culture of completing projects before time: Modi


Paradip (Odisha) Feb 7 (PTI): Sharply criticising project delays of the past that lead to huge cost overruns, Prime Minister Narendra Modi today said a new work culture of conceiving and completing projects before time is needed to boost economic growth.

Rejecting opposition Congress' charge that projects he has been inaugurating in recent months were all started during their time, he said as Prime Minister he would have been happy if the projects were completed 15 years back and led to creation of jobs.

Dedicating to the nation Indian Oil Corp's Rs 34,555-crore refinery here, Modi said the government is targeting reduction in oil import dependence by 10 per cent by 2022 by creating policy environment that supports raising domestic output as well as by mixing bio-fuels like ethanol in auto fuels.

"It is very natural that I am happy to inaugurate projects. But as Prime Minister of a country, I don't feel happy at all. I would have been happy if these works would have been completed 15 years back, when lakhs of people here would have got jobs," he said.

He added that projects in the country face obstructions in the form of court proceedings, tender process and sometimes agitations, making them very costly.

"For the development of the country, we all - citizens, bureaucracy, industry and policy makers, have to give birth to such a culture where projects start on time, progress within the scheduled time, and finish within the pre-decided time so that country gets the benefit, the benefit comes before scheduled time," he said.

The government, he added, was "trying to bring in this change so that there is no serious loss to the exchequer because of delay."

Initiatives have to be futuristic and completed before the designated time period.

"Delays shouldn't occur," he said, adding that in the past, ideas originated 50 years back, would take 10 years to put them on paper and conceived, a similar number of years to lay foundation stone and many more years before it is completed.

    Now citizens know he does that to cover up mainly his and BJP Govt.'s failures to make much progress in any department.
    Only improvement is in absolving corrupt ministers\officials and awarding them with clean chit and better positions.
    Let him start a real project and complete it and then boast about it....
    I will (also everyone) praise him for that when it is done. Who will not be happy when development takes place?
    So far he and his Govt. riding on, about to finish earlier Govt. projects and taking credit for it....

    Dear PM Saab, Please introduce a new act which compels each individual having majority of age with good health to work minimum 8-9 hours /day.
    Also introduce an act which enables each individual to have maximum two kids irrespective of their cast creed and religion then see the result.

    Most of Indians are lazy and "buck passers" by nature...even in their homes, they will expect a different jaathi/caste (SC/ST) to wash their toilets and clean their bathrooms..nobody wants to be accountable and complete the job fully by themselves esp. in the public sphere, but we are the first to take credit for other people's work...this is in our blood and britishers realized this and comfortably ruled us for 300PLUS years hoodwinking the sharp Indian brain...

    BJP the only party where 'work culture' is in abundant others are not.For them meaning of culture is quite different.
    Without having BJP in last 60 years at ruling the country has achieved so much what we see today. Modiji believes that all that we see today is the achievement of BJP only in last 19 months!!!

    Well said, Mr. Prime Minister. Delays are caused by the process and people who delay the projects for one reason or other - often unfounded - are to blame, and the cost overruns are miniscule so far as worker' wages are concerned, but due to delays in the system which could be eliminated if the bureaucracy and politicos do not demand their share for speeding up the process. Workers do ot get any of this, and they can be encouraged if they are encouraged by a system of rewards for completing work on schedule and a promise of continuing employment in their field ... otherwise they will tend to procrastinate in order to keep on earning.

    The major cause of delays is the lack of accountability. In our system the accountability applies only if your on the opposite side of the court, politically. If are on the same side you can literally get away with delays of any magnitude. A paradigm shift is called for in this regard.

So please don't disturb them and make a mess of them.Its OK if you give these type of statements and comments as long as you and your super men don't go close to those projects. It's a matter of another 3 years then everything will be normal and go smoothly, we can tolerate. We and the country are paying for your fake promises and unachievable dreams.
