Demonetisation: Joint opposition continues to protest in Lok Sabha


NEW DELHI, Nov 21 (PTI) : A combined opposition today disrupted the proceedings of Lok Sabha for the fourth consecutive day demanding discussion on demonetisation under a rule that entails voting, leading to adjournment of the House twice.

As soon as the proceedings began and the House paid tributes to those killed in a train accident in Kanpur yesterday, Congress, TMC, Left parties, Aam Aadmi Party stormed the Well demanding admission of an adjournment motion to discuss the demonetisation of Rs 1000 and Rs 500 notes under Rule 56, which ensures voting.

However, Parliamentary Affairs Minister Ananth Kumar said the government was ready for the debate if the opposition allowed the discussion under Rule 193 that does not entail voting or passage of a resolution. The opposition however rejected the proposal.

As the joint opposition continued to shout slogans and raise banners claiming that common people have been suffering due to the demonetisation announcement by Prime Minister Narendra Modi on November 8, Speaker Sumitra Mahajan initially declared that she would not adjourn the House and continued the Question Hour amidst vociferous slogan-shouting.

When some TMC members tried to come near HRD Minister Prakash Javadekar who was replying a question related to his Ministry with banners reading "Financial Emergency", an upset Mahajan told the opposition that she would tell the Lok Sabha TV authorities to show them on the TV screen and asked them not to disturb the Minister.

"If you want to come on TV, I will tell the Lok Sabha TV people to show you, but don't disturb the Minister," she said.

At this, Congress leader in Lok Sabha Mallikarjun Kharge told Speaker that they were protesting in the House not to come on TV but due to the "sufferings" of the common people.

"We are not here to be in the TV. We want to debate but the government is not listening to us," Kharge said.

Congress Vice President Rahul Gandhi was present in the House. While NCP MPs were standing in the aisle supporting other Opposition members over the demonetisation issue, AIADMK members were also on the aisles raising the issue of Tamil fishermen injured allegedly in firing by Sri Lankan Navy.

As the pandemonium continued, the Speaker adjourned the House for ten minutes after carrying out 50 minutes of the proceedings in the din. "It is unfortunate that you do not want the House to function," she said.

At noon when the House met for Zero Hour, the din continued even as Railway Minister Suresh Prabhu made a suo motu statement on the derailment of Indore-Patna Express in Kanpur rural area which has claimed over 133 lives so far.

"This is really very sorry. You do not want to hear the minister," Mahajan said adjourning the House for the second time till 2 PM.

When the Lok Sabha reassembled at 1400 hours, Opposition members again raised slogans seeking an adjournment motion on the demonetisation of 500 and 1000 rupee notes.

As Congress members rushed to the Well, Deputy Speaker M Thambidurai adjourned the House for the day, within a couple of minutes after it had reassembled.

    Why cannot the PM come to Parliament and speak up on the demonetisation exercise. What is he hiding ?

    As per Section 26 (2) of the RBI Act of 1934 only a "series" of currency notes can be demonetised and not the entire currency. The Supreme Court is shortly going to hear this matter filed by Kapil Sibil on a PIL filed by his client. If found "illegal" the PM may have to resign. It has cost the nation 10,000 - 15,000 Crores to print the new currency notes and the logistics involved. What is the guarantee that these new notes wont be counterfeited in 6-12 months ?

    The Income Tax department has slapped a penalty of Rs.57 crore on Congress leader and senior advocate Abhishek Manu Singhvi after he was unable to furnish documentary proof to back his claim of expenses. The department has rejected Singhvi's claim that a termite attack on the premises of his chartered accountant destroyed all records, said reports. The department has also raised doubts over the advocate's claim that he purchased laptops worth Rs 5 crore for his staff, which entitled him to 30 per cent depreciation.
    The Income Tax department and the Commission, had earlier, added a sum over his d professional income of Rs. 91.95 crore over three years between 2010-11 to 2012-13 and slapped a penalty. The order was then stayed by the Rajasthan Court, said reports. The commission has also contended Singhvi's claim that he spent Rs 35.98 crore on purchase of solar panels for his company, Rishab Enterprises. According to reports, the Jodhpur Income Tax Commissioner also came across cash ranging between Rs.7 crore to Rs. 32 crore in Singhvi's account. The Congress leader said that it was meant to pay fees of his legal assitants.

    It has been 13 days since Rs 500 and Rs 1,000 notes were demonetised. Since November 8, when Prime Minister Narendra Modi announced the policy in a late evening television address, millions have lost precious work hours to queue up at banks to exchange their old notes. Workers have been plunged into distress as wage payments have been delayed, states are bracing for a in food production as farmers are unable to access crop loans and the supply of commodities in rural markets has plummeted.

    The person responsible for the implementation of the policy has been completely silent over the past 13 days. Urjit Patel, who took over from Raguram Rajan as the Reserve Bank of India governor in August, has not found it necessary to make a single statement about the chaos that demonetisation has unleashed.

    Well, not many years ago we used to have Hundred Rupee notes as the highest denomination. Whenever I came to India every year and exchanged money at the airports I used to complain that I got those stacks of notes for 20,000 Rs.What happened to all those notes? After all, it was a much better problem to have than what is happening now.

    Well if you look at demonetization of Rs.1000/= and Rs 500/= from all prospects, angles by the central government is a welcome and bold move in order to curb the flow of duplicate and black money and corruption as well. People especially middle class, poor and labour class have been severely hurt and undergone lot of hardship in order to get, withdraw their hard earned money staked in the bank as their saving for emergency purpose. Although people have undergone all these ordeals because of demonetization ever since this demonetization order has been announced by the government on 8.11.2016 midnight, all people are with PM and supporting the move.
    Our honorable PM (Neta) Narendra Modi wants to see “India is shining” before his tenure expires. He does not bother about whether he will win in the next election or not?.He does not even bother about his life.
    As long as he is leading one of the biggest democratic countries like India ensures that all black/fake money and corruption should be wiped out completely. Many leaders have come and gone in the past but nobody had the guts as our present PM Narendra Modi has.In the long run I mean whatever his government is doing all this circus is for the benefit of people of India. But people have to support him in this drive, be patient, tolerant until 31.12.2016.Patience and tolerance is the biggest tool to overcome all our difficulties. Of course nobody is willing to accept the changes in the beginning but when the impact started giving dividend/benefits, result people will be happy.Opposition,protest,hardship etc are part and parcel of the changes and inevitable and expected everywhere until we start enjoying the fruit of the changes.
    Definitely this bold move of our PM will streamline the economic position of our country in the domestic and international level. Black marketers, hoarders will be screwed up and they will not get proper sleep as well.He will definitely bring some changes in the country.I support Modi and request all the people to support him in this drive.Good move in the best interest of the nation.

    Suggestions:
    1.Limits on cash withdrawals should be continued in order to check the corruption or else, corruption will be back to square one.
    2. All citizens must have at least one bank account with debit card. Any transaction beyond Rs.2000 should be done through debit card or cheques.
    3. Except for daily wage earners, all other employee salary should be paid by cheque or direct deposit to their bank account.
    4. All merchants should have POS swipe machines. Encourage small vendors/hawkers to use swiping machines. (If a vendor/hawkers can use smart phones, they can use the swiping machine too).
    5. Cash transactions should be banned in all government offices.
    6. Set a goal to become 90% cashless society in 5 years and then see the "Achche Dhin"

    Your fantasy talk is too hard to understand? How you are going to introduce this to the 400 million people of India living with $ 1.25/day or less, opening Bank accounts and debit cards? Modi d trillions of Foreign Direct Investment in India, millions of job creation, dozens of smart cities, 600 million toilets, Ram Temple, Rs. 15 lakh/person of the black money etc.
    How many things he has fulfilled in 2.5 years? Even before 5 years, India will be a cashless Somalia under the BJP rule.

    Demonetization of 500 and 1000 note is the tool to wipe out only fake currency in this no doubt.

    Terrorist will not loose anything because of this step, they converts fake currency into realistic immediate after printing. Only thing now they cannot print new currency for same.

    Coming to corruption now it is increased in various ways like,

    1.Banks are exchanging old notes through back doors eg. Reddy and other political leaders.

    2.People are exchanging money in black market by giving 20% to 30% commission.

    3.If banks writeoff Industrialists loan then ban will become bankruptcy. But now it will not, Because bank has solid funds only deposits and limited withdrawals.

    So who is benefiting from this scheme? only industrialist!!!

    5% benefit for country.

    Who is loosing all public stayed on Q.

    100% true. I quite agree with you.

    People who have black money is the top industrialists, of course the multi-rich too. Middle class and the commoners are not to be targeted, whatsoever. Let the authorities concerned catch the big sharks. Not small fish. If the government can take such a bold step, then we can see the changes.

    Please request all DC's and tahsildars to send a detailed report on cash in district ATM's , how many are working,any sepcial needs of the districts like local festivties etc. There is no point in condemning anyone on cash crunch unless we get data. I just heard that prices of vegetables are ping so much that farmers are just selling stuff in frustration and i am hope i am wrong

    Do or die but please ensure that the ruling party will answer all the questions and attend to all the demands, including the Swiss bank list on black money holder’s names and amount involved. Democratically elected government deal with issues on democratic norms and not to take decisions unilaterally or authoritarian rule.
