Election Commission orders officers' transfers to ensure fair, transparent state polls


Bengaluru, Jan 21 (DHNS): The Election Commission of India (ECI) has written to the Chief Secretary of the Karnataka, directing him to transfer all government officers who have served three years or over in the same position, to ensure fair and transparent polls this year.

Karnataka goes to its Legislative Assembly polls in May 2018.

The ECI has asked the state government to transfer police and other government officers serving in their home districts; or those who complete three years as on May 31 in the same position, to be transferred forthwith.

The ECI has marked a copy of the same letter to the State Election Commissioner Sanjay Kumar as well, for follow-ups.

The Central Commission has stated that barring officials who have been given election-related responsibilities, all additional district officers, sub-divisional officers, deputy and assistant commissioners, tahsildars and block development officers who fit the above description, must be transferred.

The Central body has also directed the transfer of all police officers from the sub-inspector to the Inspector General (IGP) level who have the powers to make security arrangements for the elections in their districts, if they fit the above description.

Also, the ECI has clearly ordered that no police or other government official should be transferred to his home district. Neither must an official who has served in a given district in the last election be allowed to continue there.

The Central Commission has clarified that the those officers who are transferred, must not wait for their replacements to arrive and move once they get their orders.

It is the deputy commissioners' responsibility to ensure that there is no delay in the handover of responsibilities between the outgoing and the incoming officers, the Central poll authority has stated.

    In election, electing rights,wishes and interest of the people is of paramount importance.
    E.C. have to work as TRUSTEES of the people, no other authority or Govt has any rights.
    Because Govt can change on account of peoples choice.
    E.C. is totally autonomous body. But wishes of the people is final in democracy.
    E.C. is duty bound to safeguard democracy.

    Is the EC Indulging in Favouritism?
    The government was facing unpopularity after demonetisation, and soon after the policy’s implementation, the BJP was faced with elections in Uttar Pradesh, Uttarakhand, Punjab and Goa. But the EC did not announce the elections until Modi made some populist announcements.
    As soon as election dates are announced, the rules under the EC’s Model Code of Conduct come into force. With that in place, the PM would have been unable to make announcements to woo the electorate. Thus, the announcement was delayed. This is why no immediate decision was taken on the Ahmed Patel issue during the Rajya Sabha elections.
    When the Congress pushed for it, a decision was taken in the middle of the night. There was no need for this. But this benefitted the BJP during the Gujarat elections.
    It is common knowledge that the BJP was in bad shape in Gujarat due to demonetisation and GST. The business community was especially upset over the implementation of the GST. The Commission, while announcing a date for elections in Himachal Pradesh, evaded Gujarat.
    This, despite the fact that both elections were supposed to be conducted together, results were to be declared together, and new governments were to be formed at the same time.
    Till this day, there has been no concrete answer to why this was done.
    The poll panel order was “wholly untenable, unjustified, arbitrary, whimsical and gross abuse of its power”.
    Ahead of the February 18 polls, over 230 officials, including 10 returning officers, besides police, have been transferred in Tripura to comply with the poll panel's orders, in keeping with the Election Commission's orders and the Model Code of Conduct.
    But in Gujarat elections all the 17 officers who are suspended and jailed in fake encounter and riots case and are reinstated and deputed to place of choice.
    Is Election commision of India is autonomous or autocratic?

    Most of the esteemed offices lost credibility. Fmr Army Chief VK Singh started with it, fighting for extension, trying to use his date of birth. Now he is in BJP. Kiren Bedi one of the face of Anti-corruption movement is with BJP. Fmr CAG is with BJP. Arnab Goswamy used to spit venom against congress, now with a newly formed TV Chnl.

    But, each of these faces maintain deafening silence, when it comes within BJP. Ethics gone with gaining power. Should they spoke of any corrections, then there would have been some hopes. Now, most people strike them out as moles of BJP with a non-political mask.

    The new game is CBI, ED, SC, EC all are singing tunes of BJP. Institutions which once held India's head with high esteem, now crumbling under some pressure.

    This is dangerous and very dangerous for a democracy. It won't take much time to become a rich Zimbabwe to impoverished Zimbabwe. It is very necessary to wake-up now and defeat BJP's unseen design taking it back to archic times of un-touch-ability and slavery.

    ..its perfect decission....if you need free/fare election you should support ECI..there is no substance in saying voting machine can be tampered..as ECI said only looser complained..earlier its BJP, now Congrerss..strangely Congress didnt cry in Punjab, AAP didnt in Delhi..who ever may be transfered wherever, untimately people are voting ..so why worry..as far as institutions are concerned, it was ruined all along by Congress..look at SC, how these Congis/communist influence there..if you talk about VK Singh, he may be had documents to claim..but real danger happened during Congress INDIRA GANDHI rule, even field marshal Manekshaw thought of coup & marshal law..read History..

    ..Good decision,..people are voting not officers, then why congress worried..may be ECI got information Congress trying to put fake cases on opposition leaders..Congress now itself should clear their stand on Voter machine or ballot boxes..they can also demand Voting machine from Punjab wherE they won, if not BJP may arrange from UP/GUJRAT..
