Rs 2,000 notes can be demonetized without disruption: Ex-DEA Secy Garg


New Delhi, Nov 7 (IANS): Endorsing the estimates of Rs 2,000 notes shrinking in circulation, former department of economic affairs (DEA) secretary S.C. Garg has said that the high-value notes can be demonetised without causing any disruption.

He claimed that the Rs 2,000 notes may not have been in circulation much now as they have been hoarded by people.

"A good chunk of Rs 2,000 notes are actually not in circulation, having been hoarded. The Rs 2000 note, therefore, is not presently working as a currency of transaction," Garg said.

The former IAS officer has, therefore, suggested to outlaw the high-value notes.

"A simple method, depositing these notes in the bank accounts (no counter replacement), can be used in managing the process," the former bureaucrat said in a 72-page policy prescription for India to become $10 trillion by 2030.

As per his estimate, the Rs 2,000 bank notes account for about one-third of currency notes in circulation in value terms.

The Rs 2,000 notes were circulated by RBI in November, 2016 after demonetisation of Rs 500 and Rs 1,000 notes.

Talking about the cash economy, Garg said the cash is still quite high in the system. Further, there is also stocking of Rs 2,000 note in evidence.

Garg said that expansion of digital payments was taking place all over the world and was happening in India too but the pace was slow.

"The pace is much slower," he said.

Announcing the note ban, the government had said that the move would contain black money and eliminate the menace of fake currency.

    this is the problem when a tea seller is made the PM of the country. In 2016, without any thought, just to catch the opposition parties on wrong foot, this exercise was done.
    Only BJP converted their black money to white as they had prior information of demonetization, which left the other political parties with no time to change theirs and they lost quite a deal.
    Then came the UP election and other elections, where BJP scored emphatic victories by distributing the usual biriyani, liquor which every party distributes.
    Now see the plight? they are removing rs 2000 notes. They have introduced many coloured notes in Rs 50, 100, 200 etc. Government is just wasting money and manpower on all these kinds of useless exercises.
    Totally brainless and senseless party is ruling our country at the centre. Let it continue for another 25 years and India will be rock bottom in terms of development

    Circus is going on in the finance ministry of the govt.

    2k notes was introduced to curb black money and now this 2k note has turned into black money. This is what you get when you have a uneducated PM.

    Wise to ban 2,000/= currency. But first print gudbud colour Rs. 1,000/= notes. No issue of any inconvenience except going to the bank to deposit. There should not be any limit of withdrawal. One thing of caution: Let not the government say again that the move would contain black money and eliminate the menace of fake currency.
    People have been killed because of irresponsibility in implementing demonetization. Even if the government says that slowly we phase out Rs. 2,000/= currency notes, it should not be a cause of panic.

    All currency notes above 100 should be withdrawn over a period of 1 year.No exchange of notes at bank counters be allowed, only deposits permitted.Highe value transactions by digital a or demand drafts.Blackmoney, fake notes, corruption and criminal activity will stop.

    Then we will remember Dr Manmohan Singh, an Oxford Graduate and not chai-pakoda expert, who said we don't need graduates from Oxford to run the country! Surely, to ruin the country we don't need Oxford trained Experts. We have enough of them within.
