Udupi, Apr 29: The police here had friction with the soldiers at the NCC ground here some time ago.

The police resent the fact that the soldiers are not following the lockdown orders as it affects the health of the people. The soldiers are seen to be creating groups and playing Kabaddi and volleyball in the ground. When a police officer approached them and questioned them, the soldiers engaged with him in an argument. This incident happened about a couple of weeks back.

A soldier told the officer that the police have no right to cross their fencing and that the state government, district administration and police department have no right to interfere with their affairs or question them. The video footage of a soldier behaving in an unacceptably rude way with a police circle inspector has now become viral in the social media.

The video that is over two weeks old, features police circle inspector here, Manjunath. The locals wonder whether the soldiers are beyond the purview of the law of the land that binds them. They also question the rationale behind allowing the soldiers to play when restraining the general public from doing so.

The NCC ground is located in Adi Udupi area. In the past, the soldiers had even driven away the deputy commissioner of the district by censuring the official by speaking in a haughty manner.

    In armed forces” properties and areas under armed forces, jurisdiction as per Armed forces laws apply. Local Civil laws are not applicable. So local Law enforcing authorities should find an appropriate way to let armed forces law authorities handle their own areas. In case of any issue, should take up with their counterparts in an appropriate manner. Otherwise, conflicts at lower level may lead to more friction and unsavory episodes. We should avoid possible scuffles or fire fight.

    What the soldier told the police officer is correct. The police officer should have contacted their Commanding Officer (CO) and sorted out the matter rather than showing off his powers in an army area, where no one is permitted to enter. Recently when HD's son got married, they were not wearing any masks and yet no police officer questioned them, why? And to top it this police officer is asking the soldier to speak in Kannada - why he himself couldn't speak in Hindi the national language?

    Firstly, Hindi is not the National language, it is the official language. 2nd, Social distancing is being practiced everywhere, including private apartments, you cannot walk in the corridors for exercise. Clubs, etc are all closed to prevent spread of the virus. This soldier is not on the battle field. The CO of the place has to be taken to task for permitting this.

    You do understand that in this case when both the people are on duty, official language applies...the conversation should have either been in Hindi or English and not in the local language. Additionally, the army and other defence establishments are handling the situation within the cantts and units by themselves as per the directives issued by the government. Whether or not what the army personnel are doing in this video is correct or not, the policeman had no right to barge into a military designated area and bark orders disregarding authority and total disregard to protocol.

    Karnataka police department done tremendous jobs during lockdown. Controlled very well with minimum force compare to other states. Most of the kanndadigas very well respect towards police department and obeyed an order. Gujus got habitated to deploy unnecessary additional defence force. We have seen during election period as well.
    Hats off to all the police Departenent worked sincerely and very hard rest less during lockdown.

    Majority of bandobust policemen have only basic education; they just act like robots on the directives of their superiors; they may have hardly any knowledge of the law and where to use discretion & where not!
    I am sure none of them might be knowing what a virus, bacteria, or fungus is, how it's transmitted & why the requirements of prevention; they just know to wield the lathi as they wish!
    I am sure they would never fall into an altercation with lawyers who are well versed with law!

Rules are tye same for everyone. The people of Udupi have gone to great lengths to make sure the city comes under green zone. They dont want to see that go away because if morons like you.

    What the Police Officer did is right. They have been tasked to maintain order. They need to do it. Army officers though are maintaining their Physical fitness, they need to understand the situation. There are several other ways to maintain physical fitness. Army Officers need to also understand that they are not dealing with an enemy they can see. This enemy cannot be seen with a naked eye, this enemy cannot be killed by slapping, punching, kicking or shooting bullets.

    Let's face it. Police do not have a mandate to enter Army areas, even if it is non-critical units like NCC. Even from a social distancing point of view, every army unit is a family and one needs to understand why & how would they maintain it if they are confined to the same compound. They are not playing volleyball with outsiders but within their community.

    Outsiders/ locals can show envy but do also have some empathy, these soldiers spend half of their career in locations where minor movements can be fatal.

    "Play hard and fight harder" is the motto of Armed Forces, unlike police which is apparent from Inspector's belly.

    To remain fit they can't be confined inside walls, they need exercise & games are best way to get their immunity in right state.
    Getting sunshine & natural air too is good for every one. It is better the army people erect barricades & fences to prevent others trespassing in their campus.
    They are required to be on their toes every time their service is needed & to prevent that itself is criminal act.
    Law applies only if they come on roads or public playgrounds.

    Firstly nobody is above law.
    Secondly there was good social distance between army man and police man, not like in Belagavi.
    Police should know that this is a defence ministry area housing army men on deputation to NCC . Physical fitness is part of military life and sports is a part of it. As the army men stay together inside those cement sheeted barracks in that compound they also can play together and there is no issue of social distancing. Regarding issue with then DC Vishal it was a communication gap between administrative authorities. There was no preior intimation to JCO incharge of that area that heli tourism program is scheduled inside that area so he refused entry to DC. When DC ordered then SP to arrest that JCO, he told he can't arrest a uniformed soldier without sufficient reason. Later the issue was solved after Commanding Officer was involved. In retaliation DC transferred that land to tourism dept. But it still remains with defence ministry as govt has allotted it long back. Advice to police is never try to get into trouble with soldiers. If any issues please contact higher authorities, ie commanding officer of the unit. Soldiers doesn't listen anybody except their superior s.

    Civilians or Police dont have authority to enter army parade ground or barracks. . Just bcoz lock down, they cant sit , chit chat and sleep. Every day Physical fitness mandatory in their confined areas.

    First and most, why Police has entered in that area. ...???? This is Public place. Police has to implement rules in only CIVILIANS AREAS....

    My question who is supporting to Police action here ....Do they go to Boarder Security Force or Army personnel, in Kashmir and tell them to go back to resting place.....and follow lock down....???????

    Friction on superiority between State Police and Army is common everywhere in India.

    Few decades ago, an army man was roughed by TN Police in Ooty. This army man returned to barracks with bruises. Within few hours, the army personnel came out in groups and drove away all cops from Ooty. Not even a single cop reported for duty for many days. Higher officials from Coimbatore intervened and deal for truce was struck, Thereafter Police reported for duty in Ooty.

    Here too it is the responsibility of the higher officer in Police at Udupi or Western Range IG to call the IG of that Army unit and engage in peace talks because both need each other for every reason. There is no need to interfere in the affairs of army at the behest of neighbors there. It is true , the army personnel need workouts and sports to keep them fit. Army camps can be relocated to some other places in less populated areas.

    Without Police or Army, Government cannot function. Both are must to guard us.

    "soldiers are only needed to protect the borders" with neighbors like Pakistan and china that job is not as easy as going to pabbas and eating gadbad, if you have any issues with modi or bjp its fine, even I will support you on that but saying " these soldiers think they are above all" is not right.
    Just remember police can never do the job what the armed forces can do.
    But when situations are out of control then this same military and paramilitary forces need to come in to control the situation when the police fail to control the law and order.
    So please do respect the armed forces.

    Our soldiers are not doing a good job...
    There is a rise of fake army men & fake nationalism...
    Plus Police are not trained to do Army jobs..
    Police are there to maintain law & order not guard the border...
    When you guard the border as soldier we respect you...but when you come back to your birth place for holiday I wish you can follow the law of the land...
    A soldier who can not follow the law of the land in his hometown...how will he follow the orders and protect the nation at border...

    With these types are soldiers Phulwama like situations are bound to happen...

    Also a soldier does no charity he is paid for his job, with or with out war...
    In peace times they just prepare themselves for war like situations...

    So ultimately they are service only needed to protect the borders & in times of calamity coz they are trained for such tasks only...

    What salary are you talking about, they are paid just like other government employees , we are not paying crores to them, ok then we will give thier salary to you go and stand near the borders, even during peacetime we lose more soldiers than war situation.

    And yes he is not in his hometown, If you have seen this video carefully you will get to know that the army personal is not from udupi, infact he doesn't even know to communicate in kannada, on that this police officer is saying him to learn kannada, as if he has no other work then just to learn each and every language.

    If police officers are not trained to do thier job , then police officers are also not trained to take bribe.

    Jason, you are wrong about the forces on several counts. I understand civilians dont have much knowledge about how the forces work. Protecting the country does not happen only at the borders. Several other things go hand in hand from different parts of the country to keep it safe. Your ignorance is startling. The work done by the forces is not to be shown, seen or heard.
    If the area belongs to the forces, they would have full rights to behave as they please inside their campus, provided its lawful. Army areas have taken precautions against Corona before civilians began taking precautions. The police did not have any right to intrude. You are allowed to quarantine within an area. All unnecessary contact with civilians has been stopped even before lockdown was announced. These police personnel should have known better. They are just trying to show their clout by trying to assert their non existing power on defence lands.

    I think, common sense dictates that Army personnel as long as they are confined to their ground and never go out, there should not be any problem. I observe, the army man was polite and unusually patient.
    If these men after playing go out, then the police is 100% in demanding obedience to the law and order. If the army men never go out of the campus, there is no fun in disturbing them.
    I appreciate police telling them that all are equal before the law of the land.

    First of all soldiers need to maintain physical fitness. If they are doing so inside the premises allotted to them. I think it’s ok. Cause that’s what the routine they follow. If the running outside the premises. Calling other to play with them then it’s wrong. I don’t see any rude behaviour from army personal. People are asking police why they are playing because people does not know about army rule fitnesses etc.
