Bangalore: Somanna’s Nomination to Council Rejected

Bangalore, Feb 4: Governor H R Bhardwaj on Wednesday rejected the nomination of former minister V Somanna to the Legislative Council even as he approved the names of RSS functionary K P Krishna Bhat and cine actor-turned-politician Jaggesh to the Upper House. The recommendations were made by Chief Minister Yeddyurappa. 
 
It is learnt that the Governor rejected the nomination of Somanna on the grounds that only those who have rendered services to society should be nominated to the Council.

He observed, “Somanna was earlier with the Congress and later defected to the BJP. He became minister and lost the elections. Defection is a political nuisance.” 

Article 171 (C) of the Constitution provides for nomination of persons with special knowledge or practical experience in respect of such matters as literature, science, art, cooperative movement and social service, and Somanna does not fall under these categories.

It is learnt that Chief Minister B S Yeddyurappa, who is keen on nominating Somanna, is contemplating recommending his nomination for the second time, to the Governor.

“If the recommendation is made for the second time, the decision of the Governor will not change,” sources in Raj Bhavan said.  Such rejection by the Governor is not unprecedented in the State politics. In 2004, the then Governor T N Chaturvedi had rejected the nomination of Bandeppa Kashampur during the S M Krishna regime on the grounds that he was into liquor business and an active politician. 

There was strong opposition to Somanna’s name in the BJP circles also. A close-confidante of Yeddyurappa, Somanna was made Housing Minister soon after he joined the saffron fold. However, he was trounced in the by-polls by young turk Priya Krishna of the Congress and eventually had to resign from the Cabinet.

Film actor Jaggesh had also quit as a Congress legislator to join the BJP. However, he did not contest the by-polls from his home constituency Turuvekere, but took over as Vice-chairman of KSRTC.

Prof Krishna Bhat hails from Shimoga, the home district of the CM and has been the mentor of the several BJP leaders including Ananth Kumar and Aravind Limbavali. Prof Bhat, an educationist, was president of the state unit of ABVP. Cine-actor Tara’s name was also doing the rounds initially, however, was left out to accommodate Jaggesh.

    The contention of the Governor is not to appoint a political person to the Council.H.R.Bhardwaj has occupied the gubernatorial position as governor & he himself is a political person.It is not the question of supporting any political party here.The question is of constitutional propriety & decorum.The Congress Party started the practice of despatching spent forces from it's cadre as Governos to states.The Governor should be a non-political & independent person of high calibre & impartiality.

    Congress must realize these old habitual tactics is only benefitting already unpopular bjp govt.sr bommai was also removed long back without valid reasons.. Yeddy if he is right must talk to governor or talk to governors boss .Yeddy has already lost right to argue whats right and wrong as he himself is continuing with bellary elements due to pressure and opportunistic defected ministers by neglectiong his own loyal bjp mlas. its a pity petriotic bjp mla has to run behind yeddy car where opportunistic defected minister is garlanded with red carpet . its a shame. bjp as always has miserably failed to protect minoririties & yeddy still refuses to change inefficient minister may be with fear of fall .Perhaps if he protects minorities his protectors will bully him & so he is only shouting now.Yeddy timings are also not proper which is evident when he took recent bill when elections are round the corner & so is current case of somanna. Yeddy must know governor is closely watching his steps & wants to take a chance out of it whether bill is genuine or not. Governor has put Yeddy out since Yeddy & his partners are going with files at a wrong time to take political benefits & governor is hitting the opportunity equally .Yeddy must know there is straight way to run govt rather than always following narrow path for political gains & must stop listen his defected partners. Sorry Yeddy believes in the power of outsiders than his own party members.Thats his problem.

    This is purely dirty politics by Govnr. He has acted in a way like opposition leader than a diplomat. UPA is purely playing all game in Karnataka either through its ministers in centre or through Govnr. What else can me we more expect from UPA. Down with UPA & its dirty politics.

    Hi everybody. Let us not get carried away by our political leanings & preferences. There is no point in criticising the Governor for his decision, which is the most correct one legally as well as constitutionally because V Somanna is a ``defector.'' He resigned from Janata Dal to join Congress, and got elected on Congress ticket twice. He resigned his MLA seat won on Congress ticket during the term of the CURRENT assembly, and joined BJP.

    He was made a minister without being legislator, which was perfectly ok as there was no constitutional bar on that. He contested on BJP ticket and lost, & had to resign as minister after this Governor assumed office, who himself accepted the resignation letter & relieved him from Ministership. If Somanna had contested again in another byelection or had been elected as MLC on BJP ticket, it would have been a different matter & nobody could have objected.

    But how can he be nominated to the Council by the present Governor, as a ``social worker?''Naturally, the Governor has gone by legal & constitutional as well as moral & ethical norms. Former Advocate General B V Acharya has correctly stated that the Governor is well within his rights & his decision cannot be challenged in a Court. Even if Yeddyurappa dares to nominate Somanna again, the Governor should FIRMLY REJECT IT. LET THERE BE A CONSTITUTIONAL CRISIS & LET BJP GOVT FACE THE MUSIC!

    Constitutional propriety of the President does not apply only to Mr Bharadwaj now in the year 2009. It applies to all presidents and all governors and all governments since 1950.Everybod has been cool with it, so why now point fingers at one man because one correct decision of his irks one party.

    Is Mr. Bharadwraj is a governor or opposition party leader? He acts like opposition party leader most of the time when he talks in public meeting blaming ruling party. I think Central govt. purposely sent this man to Karnataka and advised him to do all these dramas. Now the time is to call Bharadwaj "QUIT KARNATAKA".

    Fantastic decision by the Governor. A fitting lesson to party deserters. Almost all Governors across states are politicians, therefore it is wrong to blame our governor for being a politician. If the opposition wanted to change this system of naming politicians as governors why did they not change it while they were in power?

    Right decision taken by the State Governor. Now a days Upper House become back door entry to all the defeated leaders. The Dignity of the Upper House should be upheld by nominating proper persons only. Now CM should respect Governer's decision by not sending the recommendation second time.

    Mr Somanna you are deserving these kind of treatment from the all sides of the world because you are rarest of rare power hungry man of Karnataka ever seen.You have been in JDS/Cong and tasted power(Minister).You came to BJP after Operation Kamala and people rejected you.While adressing public meeting for MLA election of yours,you have told "I have no oppenet and I am god myself".Original God taught you a lesson for you and want to enter by back door??!! Shame on you !

    Gracefully accept the defeat and the punishment of god and people retire from politics!!Mr CM may be your friend but it is not fair to give him a chance again and again when all rejected him.Certainly if you try to send one more time to governor,it is a insult for 6 crore plus people of Karnataka !     Right decision taken by our State Governor His Excellency Hansraj Bharadwaj.I do not find any mistake done by him. He has every right to accept or reject the proposals of the Government.Those were the days for each and everything Governor used to sign whatever the State Govt proposed.Now the time has changed.We have a perfect Governor, Union Govt made for us.We the Christians will have better days in future, under his Governorship.

    You can not merely say A Governor is a rubber stamp.How about that Akrama Sakrama order was rejected by the same Governor.Other day during the Federation day at Bangalore he had rightly condemned the church attacks and blamed Hindu Fundamentalists whom this BJP Govt.supports.Take it for granted,the present Union Govt.will not change him until this BJP government being vanished from the State.
