Anti-Cow Slaughter bill: BJP takes a step back due to lack of numbers in Upper House


Bengaluru, Dec 10 (IANS): Fearing the loss of face, the ruling BJP on Thursday did not table the Karnataka Prevention of Slaughter and Preservation of Cattle Bill - 2020 which is also popularly known as anti-cow slaughter Bill in the Legislative Council.

Though the ruling BJP has attained status of a single largest party but the combined Opposition parties (Congress and Janata Dal Secular) strength is much higher compared to the BJP.

In the 75-member house, BJP has 31 members, the Congress 28, JDS 14, 1 chairman and 1 independent.

The JD(S) which is pushed to corner after the Farmers' organisations terming its support to the controversial Karnataka Land Reforms Amendment Bill as an "act of betrayal" and the JD(S) had been consistently opposing the BJP's controversial anti-Cow slaughter Bill since Wednesday evening.

As the Legislative Council chairman, Pratapchandra Shetty read out the Agenda and asked the ruling party to table the contentious Bill, but Deputy Chief Minister, Lakshman Savadi said that in absence of concerned minister, Prabhu Chauhan, who is incharge of Animal Husbandry and Haj & Wakf, the Bill can't be tabled and requested the Chairman to take up the matter on Friday.

Hearing this Congress members like the leader of the Opposition, S. R. Patil and former union minister, C. M. Ibrahim raised objections stating that if the Bill had to be taken it should be taken now itself or else the House be adjourned sine die.

"We are in the middle of elections. Gram Panchayat polls are important, hence, the Council's business need not be extended," the Congress leaders demanded.

After coming out of the Council, Deputy Chief Minister, Lakshman Savadi told IANS that the their party's game plan was to make the Chairman to take the no-confidence motion against him moved by BJP first prior to tabling this Bill. "When that did not happen, we did not wish to give into their game plan. Since Wednesday, we have been demanding the Chairman to list the no-confidence motion into the Agenda but when that did not happen, we decided not to table our Bill," he explained.

Meanwhile a BJP cabinet minister who did not wish to be named told IANS that they were planning to bring this Bill through Ordinance in a week's time. "We did not want to give the Opposition a chance to refer this Bill to the Joint Select Committee, which stops us from implementing this Bill in any form including Ordinance, hence we did not table it," he said and added that in a day or two the BJP will come out with Ordinance in this regard.

Prior to this, the Council passed the crucial BBMP Bill, which is aimed at increasing number of wards from 198 to 243 without any hitch.

    I am an individual and have full freedom in expressing what I feel right. Trying my best not to use any unparliamentary and derogatory words / phrases.

    No one will loose job for sure. Because people start consuming other meat say buffalo, sheep, goat, pig, etc. People one who are slaughtering the cow will get opportunity to slaughter these animals.

    I don't know why our political leaders are not discussing about humanity, religious tolerance, creating jobs, gender equality, children malnutrition etc. Is it due to their family or education background or simply ignore main issues.

    As we noticed this law will not benifit to anyone. This will just a emotional feeling bill, like I am not eating beef so you also should not eat beef meat.

    Just think what is use. Nobody will have the benifit. My request to elected representatives to think about other development issues like quality drinking water, roads, toll gate issues, sand mining, river pollution from factories, drainage problem, COVID-19 prevention.... The list goes on.... Concentrate on development. Do not play with public sentiments. Power may come and go. But your deeds will stay forever. Jai hind.

    I will answer your question which you have asked to Sahil.

    At this juncture it is better to pass Anti-rape Bill. And since it is the need of the hour, I will not put my sweet time-frame on it. It should be passed with immediate effect.

    But, sad to note that the govt will never pass such a Bill. Out of the many rape cases happening in our country, 8 out of 10 rapists belong to that particular community. And so the govt will not want to hurt the sentiments of that community.

    Former Supreme Court judge Markandey Katju, a Hindu, said cow was just another animal like a horse or dog.

    “Cow is just an animal and an animal cannot be anyone’s mother. If I like to eat beef then what’s harm in it. Even people worldwide consume beef. If I like to eat then who can stop me...” he said during a function at Banaras Hindu University.

    “Are those people across the world who eat beef are bad and only we (in the country) who don’t eat are saints and seers? What is the harm in it when people eat beef, I too eat and will even continue to eat further,” he said. This is the views of many Hindus, but they do not say openly like this man.

    Hindus pardon others easily, unlike other religions. Because Hindu religion is full of tolerance.

    Can you imagine anyone daring to make such statement on pork in Islamic or Islam majority country?

    Cow is the only animal which can give all following benefits.....
    1. Cow provides milk, which is an essential item in every home (for consuming directly or with tea/coffee creaming, making sweets, paneer, butter, buttermilk, ghee, cheese and so many things)
    2. Mothers who don't have sufficient breast milk will go for cows milk as alternative (it is said that cow pregnancy duration is same as human pregnancy i.e., around 9 months, so the milk properties are almost matching)
    3. Cow urine has antibacterial properties (during my childhood, any deep wounds generally on the leg we used to soak directly when cow is urinating and within 2-3 days, would healing is assured)
    4. Cow gobar is good for organic farming
    5. Cow dung is used as putty for floor / wall, solid fuel (beraNi in Kannada) or gobar gas
    6. Cow is the animal which is friendly to human, not showing any violent behavior to human
    7. Male cows are used for ploughing the fields
    8. Cow is the one which consumes the paddy grass, pulse plat leaves, etc. to make sure the waste of agriculture byproduct is consumed (otherwise farmer will burn it and create global warming)
    9. Cow is the most sensible animal and can understand the sentiments of the human (always they used to moo loudly and insist me to graze them after I return from school, but when I am sick/not feeling well, they never moo...!)
    10. They are the one usually eat those unwanted for us (banana skin, jackfruit skin, rice washed water, vegetable wastes, etc.) and work as "veg. scavenger"

    Still you want to slaughter cow? Choice is yours....!

    Its a fooling U turn government. They think they announced cow slaughter ban and they think the announcement itself becomes a law.
    The people are waiting answers for the re-opening of schools and not the beef ban.
    If the government is so keen on ban of cow slaughter as its supporting farmers and then why not ban Buffalos slaughter.
    Its our choice what to eat. If you people decide just because you want to convince few blind voters then you are not right. We don't ask to slaughter young milking cows. Why not the old cows can be sold to the butchers. Please don't bring this emotional story of slaughter cow mother getting old etc.. Its doesn't work here, you guys don't even apply breaks to your trucks when stray cows are crossing. Many of you never raised animals or a have a cow shed.

    we all know you do this just because you hate a community , and it works well in UP ,but please don't try this in Karnataka.
    We know none of you respect or love cows, if so then why there are stray in every city and why they carry tons of plastics in their bellies.

    I totally agree. Why BJP is getting so much support? There is no big logic in this. This is nothing but extremity of human nature.

    Human tendency is to feel jealous about the other and start hating. First it starts from person to person, i.e. between siblings, then it spreads to neighbour, then it between two groups, then between tribes, then between religions.

    This hate has brought people in one group and that is BJP. Let all BJP supporters instrospect and see what is the root cause of this polarization?

    This is nothing but hate in the minds of people which has come out in support of BJP.

    You can not expect any development from these people. They are ready to die without food and they can not stop hating.

    Same thing is happening now. People have not jobs, no income, no enough food due to BJP policies but they do not stop supporting BJP.

    Any law imposed by way of ordinance is bound for legal protest and could be contested in court of law since its an arbitrary law. Matter of fact since 2014 all laws implemented by BJP or abrogation of articles are through ordinances and are alien to opposition and to their own allies and could be repealed anytime without any legal consequences. All these laws by ordinances are for BJP's convenience, pleasure and vote bank not to be taken seriously.

    BJP has majority in center and there is no reason for it to bring ordinances. Triple Talaq, Article 370, farmers reform are all passed through both LS and RS (with allies & like minded parties) and also with President of India approval.

    Unfortunately opposition Congress is so small in numbers and invisible in parliament.
