Karnataka Government to Appoint Upa Lokayukta Soon

Bangalore, Jul 7 (PTI) : In a step towards fulfilling one of the major demands of Lokayukta Santosh Hegde, Karnataka government on Wednesday announced that it would soon appoint a Upa Lokayukta. 

"We will be appointing Upa Lokayukta in four or five days," Chief Minister B S Yeddyurappa told the press after he held consultations with floor leaders of both houses of legislature on strengthening the institution of Lokayukta.

The filling up of Upa Lokayukta post which remained vacant since more than seven months after the term of Patri Basanagouda ended, was one of the major issues cited by Hegde for his resignation, which he has already declared to withdraw following appeals by top BJP leaders.

"I have explained what happened during previous regimes, on the issue of granting more powers to Lokayukta institution, to opposition leaders of both houses and they have also tendered their suggestions on ways to strengthen the institution of Lokayukta," Yeddyurappa said.

The issue would also be debated at the Cabinet, he said, but the emergency cabinet meeting held today was adjourned abruptly minutes after it started without any discussion.

Yeddyurappa asked his ministerial colleagues to assemble for an informal discussion at his official chamber in Vidhana Soudha to finalise the government stand on Lokayukta issue to be announced in the legislatures today.

The Chief Minister is expected to reply to the debate on causes that led to the resignation of Lokayukta on June 23 and also on illegal mining, over which the opposition Congress and JDS have been attacking the government in both houses of legislatures.

The meeting of floor leaders was attended by opposition Congress leader in the Assembly Siddaramaiah, his counterpart in upper house Motamma, JDS leaders M C Nanaiah in the council and JDS legislature group leader in the lower house H D Revanna.

Minister for Information Katta Subramanya Naidu and Minister for Water Resource Basavaraj Bommai were also present.

"We have given our suggestions. That cannot be disclosed here," Siddaramaiah said.
The BJP government, after it faced the ire of public and opposition parties in the aftermath of resignation by Hegde, roped in its top leaders, including L K Advani, and party president Nitin Gadkari to persuade the former Supreme Court judge to withdrew his resignation.

On June 3, Hegde said he had decided to withdraw his resignation respecting the appeals made by Advani. On the same day Gadkari and Yeddyurappa also called on him with a request to continue in the post.

Opposition leader in Karnataka Assembly Siddaramaiah said the state government had agreed to convene meeting if it felt the need for one more round of consultation on the issue of providing more powers to Lokayukta.

Chief Minister B S Yeddyurappa is likely to announce in the state Assembly some steps which will give more powers to Lokayukta.

Lokayukta Santosh Hegde, had already warned that if the government failed to honours its promise of giving more powers to the institution of Lokayukta, he would quit.

    We are looking for 'Suo-motu' for Lokayukta ,and LA to be empowered to prosecute not only all class of bureaucrats but, also the politicians, including cabinet minister, CM. I am sure, no politician, whether Congress, BJP, JDS, will support this move. Now all these chameleons started playing a new tune, saying “Suo-motu, may be mis-used to take personnel vengeance.” This is the statement from stalwarts of opposition parties.

    Rs.2,500crors illegal wealth can buy lakhs of people who can lay down their life, as India is poor.

    Central Govt should introduce Lokpal Bill and catch all those super-corrupt officials & politicians. Then only our nation will grow and the poor's voice will be heard as well as the Govt aids will reach them. One Santosh Hegde can do nothing but he can create a national awakening among the young Indians.

    The crux of the meeting was regarding granting power to Lokayukta to include CM,Ministers and MLAs for enquiry on corruption.This is the peoples voice where as all the three, those attended the meeting viz.,Siddaramaiah,H.D.Revanna and Nanaiah have argued in favour and incidentally Motamma has objected for the same on the pretext of misutilisation of power(as per VK news paper) and thus unmasked her true face.There is a proverb "Kallana manassu yavagalu Hulla hullage" So is the behavoiur of Motamma. Other opposition party leaders deserves complements for their beeing candid on the issue.Let us wait and see what Yeddurappa & Co does.

    For tax payers of Karnataka It is good news that a one man army Justice Hegde could shake the entire BJP along with Reddy’s in it.
    Giving more Powers to justice Hegde means digging their own grave for the BJP ministers.The appointment of Upa Lokayukta during BJP regime may give some relief to some extent but the tieing the Bell to the Big cat is not easy.It will be watching and tough task to escape from it s clutches.
    The BJP just relieved from the Reddy’s trouble and found a solution by removing Shoba Didi and promoting the Reddy’s to the ministerial births.

    Now the situation is different and tough to digest for BJP. It is nothing but a Acid test for Yeddy who have to save Reddy’s again but at the same time has to save himself..
