Mangalore: Wearing of ISI Mark Helmet Made Compulsory in City

Mangalore, Oct 1: The state government has, through an order, made it mandatory for the two-wheeler riders to wear helmets which conform to the standards prescribed by Bureau of Indian Standards (IS 4151:1993). This order has been made applicable within the jurisdictions of all the city corporations in the state.



Until now, the policemen were strict with wearing of helmets, only in Bangalore and Mysore cities. Commissioner of transport and road safety, Bhaskar Rao, has instructed the policemen to strictly implement the helmet rule in the city. He has noted that in most of the accidents which occur in the cities, two-wheeler riders who do not wear helmets while driving, lose lives, suffer severe injuries or become crippled for life. “There has been a rise in the number of deaths in such accidents. Hence it has become necessary to strictly implement this rule, in the interests of the general public and other road users, and also the two-wheeler riders,” he said.

In the city, although the helmet rule in general is followed, many a time, two-wheeler riders are seen riding their vehicles with plastic helmets which resemble caps, and helmets meant for miners. In many cases, young riders are seen riding vehicles by either placing helmets over their heads without strapping them securely or holding them in hands only to wear them whenever they come across some police personnel. These practices have resulted in a number of fatal accidents.

    I totally agree with Mr Mathew from USA.Helmets should be made compulsory not only for the riders but also for pillion as well. This is pure common sense. Time and time agoain various studies have proved thart wearing a helmet reduces the risk of having a head injury. I most parts of the world it is compulsory for the pillion and rider to wear helmets and many of these countries are hotter than India in summer. So excuses like weather and loss of hair should not be an excuse.In india unless the rules are implemented strictly there is always a tendency to break rules.

    I used to wear helmets when I used to ride a scooter and in those days there were no rules.I can tell you that it did save me from a head ijury when I collided with an auto when the driver took a 360 degree turn without showing any signal.I took a somersault and landed on the road with a thud. The back portion of my head hit the road.

    If people really want to buy good hemets then it is a good idea to go to a reputed shop and buy a good ISI helmet. They will cost a bit more than a non ISI helmet but it will be worth it. It is true that in India it is very diffivcult to control the standards in each and every case. I think the RTO,Police or other voluntary organisations could take a lead and suggest brands and shops so that people are not cheated.As a promotional measure they could give tax releif or other concessions for those who are willing to obey by the rules.In the West cyclists have to wear helmets.

    helmets must be made compulsory for the rider pillion rider pedestrians and the bus passengers then mangalore will be a safe place to live in
    also using the mobile phone when riding or driving should be punishable with arrest

    I dont know why so much FUSS is made out of this issue. When our authorities instruct some safety norms we object, same people strictly follow all the rules when they are outside India.

    I agree with Mr.Jagadish's statement that let there be roads all over as per ISI Standards first,then only we can think about wearing ISI Standard Helmets by two wheelers.Why we are wearing helmets is cumpulsory in CORPORATION limits only? More fatal accident with two wheelers happen in highways, which are obviously outside the Corporation limits.

    In an head-on collision while riding a scooter of motor cycle, the first place to hit the ground
    will be the head. Broken bones and other body parts may be fixed, but a serious damage to head will
    kill the person or put the person to a vegetable state for ever.

    Even though car seat belts were introduced in the cars, for years, majority of the passengers tried
    to ignore to buckle. But the  goverment began to penalize  unbuckled passengers, so now the
    habit of buckling became quite common for everybody.

    Until the law won't exert severe pressure on the passengers to wear helmet, many will try to avoid
    the inconvenience of wearing them. But they never realize the fact that the law is harsh on them
    for their own safety and saving their lives.

    One interesting fact is that police are wearing non ISI marked helments or can tell mining helmet, so our role models are not worried to wear ISI marked and they want to control us?

    If the State Government having that much concern about ISI mark Helmets it should have implemented strictly earlier this rule instead of allowing to wear any helmet. Now almost 50% of the riders having mamool Helmets and one more blow to the pockets of two wheeler holders. One more thing is to ascertain that now a days we can get any type of stickers in open market and it is very difficult to find out which is genuine and which is not. Govt. is not bothered about the four wheel riders who ride the Vehicle while talking over the mobile and some time Minors take the vehicle out. Except the city limit arount 2 Km. distance all other road condition is very bad and the most of the accidents happen due to the riding to avoid the humps and dumps in the road. More over vehicles also get damaged due to the bad roads. Instead of simply introducing the strict rules of ISI helmet it is advisable to see the roads get ISI Standard first.

    Dear Commissioner of transport and road safety, Bhaskar Rao,first before implementing helmet rule repair the roads including portholes,design the road in a user friendly way,control the bus speed in the city, all signal lights and then go higher like helmets or any things else other wise public will assume you are another BJP/RSS supported corrupt official getting kickbacks by implementing rules, a laughing stock, a joker as any other official.

    I feel ISI (Indian Standards Institution)safety compliance need to be respected from quality point of view.

    On October 14 every year to mark the foundation of the International Organization for Standardization, popularly known as the ISO. It was on this day in 1946 that 25 countries met in London and decided to create an international organization with the objective of facilitating international coordination and unification of industrial standards. The ISO started functioning in 1947 with the Indian Standards Institution as one of the founder members. Over the years, the membership of ISO has gone up with 130 member countries representing developed and developing economies.

It was on January 6, 1947 that the ISI came into being and in June 1947 Dr. Lal C. Verman took over as its first Director. Symbolic of the role, the Indian Standards Institution (I.S.I.) was to play the first standard drawn was for the National Flag of India.

    Why our leaders too much concerned about the Two wheeler raiders ? Is they are getting more money from the Helmet manufacturer to bring new rules ? or they really bothered to save lives.....!!! Anyway we live in a great county which is growing fast..as well as rules .

    In Mangalore for long time the helmet for two wheelers was a mokery of rules.People used to wear any trhing in the name of proper helmet(civil workers plastic hat) It is also true that the hot climate of Mangalore makes so much discomfort for two wheeler riders to wear helmets.However, in the interest of drivers safty, it is important to make the drivers to wear good helmets compulsarily.

    What is the value stands for ISI marks or srandard in our country ? How many products bearing ISI mark on it maintaining the same standard of his products?

    Does ISI standard means , the rider of 2wheeler will not get any injuries on his head if his 2wheeler meet with an accident ?

    Does the authority have any special equipment to find out the genuine ISI marks ?

    "WELCOME MOVE" but everytime the Govt. impose some rule or restrictions on common man but not on traffic police who spare the defaulters for gain which leads to negligence in driving. The main issues by road users are neglected at the cost of small issues. "RTO SEEMS BLIND ENOUGH AS A GOVT.BODY".

    Government is only worried about ISI mark helmets. Whatabout pothole filled roads which are mainly responsible for the accidents ?. In Rainy season it is very difficult to travel even in bullock cart in these roads.

    Helmets are necessary not only in cities but also village roads. some times big vehicles did not provide side if the two wheeler moves the side there is half to one feet gap to the foot path and to the road or side cut on the road or path hole so the rider loose the balance and falls.

    Some times there may not be foot path the bushes are grown on the roadside the pedestrian suddenly walks on the road. Some may tie the cows on the road side. The two wheelers are little creatures in the eyes of three wheelers and four wheelers. they assume that the two wheelers disturb them, only 2% two wheelers move fast or ride like a snake in places of schools and colleges.

    You cannot make "ISI Mark" compulsary. What if a person is wearing an imported helmet ??
    Most of the 2 wheelers are knocked down by 4 wheel drivers who are busy talking on the cell phone.
    Let the cops impliment the first rule - "No mobile use while driving" & then worry about 2 wheelers & helmets.
