‘Centre repealing 3 farm laws’: PM Modi makes stunning announcement


New Delhi, Nov 19 (IANS): A little more than a year after they were passed followed by widespread agitation by farmers declining to accept them, Prime Minister Narendra Modi on Friday announced that the Centre has decided to repeal the three farm laws.

Coinciding with the auspicious occasion of Guru Nanak Jayanti, Modi also announced that the constitutional process to repeal the laws would be taken up in the winter session of Parliament that begins on November 29 and appealed to the agitating farmers to withdraw their agitation and go back to their homes.

"It seems some of the farmers are still not convinced by our sincere efforts. We have decided to repeal the three farm laws. The constitutional process to repeal these laws would be completed during the Parliament Session that would start at the end of this month," Modi said, adding an apology in his address to the nation.

Modi also announced to form a committee comprising representatives of the Centre, state governments, farmers, agriculture scientists and agriculture economists to discuss how Minimum Support Price (MSP) can be made more effective, how zero budget farming can be promoted and how crop patterns can be changed in a scientific manner.

After they were passed in the monsoon session of Parliament, the President had given his assent to the three Farm Bills on September 27, 2020. The three Bills were Farmers' Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, 2020 and Essential Commodities (Amendment) Bill 2020.

Ahead of these becoming laws and soon after that, farmers across the platforms had embarked on agitation, some of them peaceful, some resulting in damage to the government property, including the riotous agitation at the Red Fort on January 26 earlier this year, and also including the loss of lives of more than 600 farmers at various places during the agitation.

Hundreds of these farmers -- most of them from western Uttar Pradesh, Punjab, and Haryana under the banner of Samyukt Kisan Morcha -- have been camping at various entry points to Delhi. They were not buying the Centre's argument that the three farm laws would bring in reforms in the agriculture sector and basically remove the intermediaries, because of which the small farmers will benefit.

After the farmers' agitation erupted, the Supreme Court had earlier in January 2021 stayed the three farm laws and appointed a committee, which had submitted its report, which is not yet made public.

The Prime Minister started his address, saying that the government's intention was pure, and it had brought the three farm laws hoping to benefit the farmers, especially the small land holding farmers. "Despite our efforts, despite efforts by agriculture economists and agriculture scientists, we failed to convince a section of the farmers about the sincerity of our efforts," he said.

"The objective of the three farm laws was that the farmers of the country, especially small land holding farmers should be strengthened, they should get right price for their produce and maximum options to sell the produce," he said.

He also listed a number of steps that have been taken by his government for farmers' benefits, including an increase in MSP and record procurement this year. "Beej, Beema, Bazar and Bachat (seeds, insurance, market availability and savings) are what we tried to bring for the small land holding farmers, many of whom supported our efforts. I am grateful to them," he said.

Rakesh Tikait of the Bharat Kisan Union (BKU), a prominent leader of the farmers' agitation, said, "Our agitation will not end soon. We will wait till the laws are repealed in the Parliament. We demand that the government discuss MSP and other issues with the farmers."

In a tweet, Rahul Gandhi said: "Congratulations its win against the injustice, the farmers of the nation have compelled the arrogant govt to bend down through satyagraha."

Congress leader Jairam Ramesh took to twitter to express solidarity with the farmers. "First, bulldoze laws in Parliament. Then face unprecedented protests. Thereafter, confront election realities in Uttar Pradesh and Punjab, particularly. Finally, after much appeal, repeal. Kisan-ity prevails at last! I salute the tenacity of our kisans who did not give up," he said.

Former Punjab Chief Minister Amarinder Singh too lauded the step and tweeted: "Great news! Thankful to PM Narendra Modi ji for acceding to the demands of every Punjabi & repealing the 3 black laws on the pious occasion of #GuruNanakJayanti. I am sure the central government will continue to work in tandem for the development of Kisan!"

    Finally. Farmers are great and salute to them for standing firm for justice. I see the solidarity of sardarjis here in Canada in support of farmers in India. Every sardarjis and entire family have stickers on thier car in support of farmers saying "no farmers no food. Support the farmers". This is how these law got repealed. Sardarjis will fight till they get justice. No matter who is at the main chair handling such issues. Good job.

    Yeah if it wasn't for elections he wouldn't have withdrawn them. Farmers shouldn't stop the agitation until it is withdrawn officially as promises are made to be broken by politicians. Aap didn't support the farmers as much as congress party did, and intelligent farmers know Amrinder too wasn't as helpful as he pretended to be as capitalist beneficiaries always fund the elections of both the parties. Best thing farmers can do is send those party people back home so that these draconian laws won't make back door entry after elections. Fuel loot too would come back soon after elections.

    Master piece by Mr PM. He has delivered decisive blow on some while maintaining his credibility. Purvanchal expressways (341km) is another big project completed recently will brighten up party in UP. Viewers may think withdrawing farm law is drawback but you need to see larger picture here, especially for Punjab , Haryana, Rajasthan. Captain had successive meetings with PM &HM before moving out of INC and when secret pact done he formed his party. Be aware, Captain is the tallest leader Punjab has ever seen & others in Punjab politics are nothing in front of him. What BJP done wisely as they did in replacing Yeddi, is they got rid of SAD, where Badals we’re road block for BJP. They wisely cut half Rahul, Priyanka, Tikait, Siddu. Big picture is , there are many INC leaders who are waiting to join Captain but farm law was obstructing them. Now their road is clear to join Captain and Captain’s new party will join BJP in next election in Punjab. Ripple effects will come in UP, Rajasthan, Haryana too. Now BJP made other parties to have no option left to fight election rather than asking for compensation for died farmers. Captain was the first person to congratulate PM in tweet today also tagging it to HM. Only time will say what next from here onwards to BJP & other namesake parties.

    India is a trapped state. Considering the numerical strength of the farmers, no reforms can take place in farm sector. India has to moderate and decouple from farming but who will take the bullet in a democracy. Take the case of Punjab for instance, water levels are going deep down and down and Agriculture is artificially sustained through subsidies. Now what to do when cost of rice and wheat is lesser in other countries compared to India after adjustment of subsidies, should we locally do or import?. India's per capita holding is very very low because we have a huge population, why not be like china which imports its food requirements. Too much agriculture is also not good as it will reduce the nutrient content in the soil. natural living insects and earthworms which live in top soil also will die if we do continuous farming in the same piece of land.

    not 1nly bank managers taken black money X2 da banks, there were middle men on commission basis on 20% & 30 % in d.k., & udupi. most of da well 2 do gujjus were knowing prior 2 demonetization & dey exchanged b4 demonetization. totally demonetization was a brainless act. dr. manmohan singhji was knowing well about demonetization will be a blunder.

Govt had issued guidelines and there were limitations upto what extent a citizen can deposit. Then, there were so many incidents money was thrown, burnt, huge amounts put in temples .. and now also here and there some cases are heard that old notes are gwtting exchanged. Many of our people think, demonetisation happened for country's good .. It helped.to curb terrorism and to stop inflow of black money, fake money from neighborhood in the form of hundi/hawala. Govt printed new notes ..you know immediately on the second day, there were fake notes in resemblance to the newly printed notes in the market. They were printed in our neighboring district of our own state. Really, in this many middle class families suffered and lost so much and not the rich. They were given ample time to exchange much before the legal announcement by our PM...

    @cynthia, y da black money holders r not punished? still new notes duplicate notes r printed & in circulation. banks r suffering from staff. banks have no money. all banks r in loss. daily infiltrations r going on on j&k border. black money is never ending business. scores of people r died while notes exchanging, no compensations r paid, dis man emptied india's treasury, & emptied people's pockets by imposing highest taxes on g.s.t=gas diesel petrol. scores of our youth r jobless, he is spending our tax paid money on gaushaalaas & aadhaar cards 4 gau's. he is roaming in luxurious cars & purchased luxurious plane. suit-boot his baashans r sub jumla jhoot.
