Karnataka government tables Anti-Conversion bill in assembly


Belagavi, Dec 21 (IANS): The Karnataka government on Tuesday tabled the controversial Karnataka Protection of Right to Freedom of Religion Bill, 2021 popularly known as Anti-Conversion bill in the assembly in Suvarna Vidhan Soudha at Belagavi. The discussion on the proposed bill will take place on Wednesday.

The bill proposes protection of right to freedom of religion and prohibition of unlawful conversion from one religion to another by misrepresentation, force, undue influence, coercion, allurement or by any fraudulent means and for the matters connected therewith or incidental thereto.

"No person shall convert or attempt to convert, either directly or otherwise, any other person from one religion to another by use or practice of force, undue influence, coercion, allurement or by any fraudulent means or by any other means or promise of marriage, nor shall any person abet or conspire such conversion," the bill says.

The act underlines that, provided that if any person reconverts to his immediate previous religion, the same shall not be deemed to be a conversion under this Act.

"Allurement" includes any gift, easy money or material benefit either in cash or kind; employment, free education in school or college run by any religious body; promise to marry or portraying practice, rituals and ceremonies or any integral part of a religion in a detrimental way vis-a-vis another religion; or glorifying one religion against the another religion, according to the bill.

All legal entities -- educational institutions, orphanages, old age homes, hospitals, religious missionaries, Non Governmental Organisations have been brought under the purview of institutions.

According to new law, any converted person, his parents, brother, sister or any other person who is related to him by blood, marriage or adoption or in any form associated or colleague may lodge a complaint of such conversion which contravenes the provisions, the offence is made to be non-bailable and cognizable.

The bill proposes declaration before conversion of religion and also pre-report about conversion. The declaration of post conversion of religion is also proposed. If any institution violates the Act, the imprisonment of up to five years from three years with a fine of Rs 25,000 is proposed. If the victim is a minor the imprisonment is extended up to 10 years.

The bill also proposes grant of appropriate compensation by the accused up to Rs 5 lakh. If the accused repeats the offence the bill proposes jail term of not less than five years and liable to pay fine of Rs 2 lakh.

Opposition leader Siddaramaih ripped into the government for bringing such a bill and said that the bill is being brought in a hurried manner. There is a court stay on the proposed bill of the Gujarat government.

Speaker Vishveshwara Hegde Kageri stated that the members of the house must thank him for providing the bill in advance and the discussion will be allowed on Wednesday. Minister for Revenue R. Ashok stated that, the bill is being tabled in the house before the members and it is not fair to say that it is being brought in a hurried manner.

    While other countries love Christians unlike what is happening in india. It is not only elections but to advance business gains for rich hindutvadi bhakts in western countries by showing solidarity. While we sit commenting these hindutvadi take all the actions internationally and fund hatred in India. While we are happy with small menial jobs abroad they send their kids for higher studies in western countries so that they get good high paid jobs abroad. These hindutvadi are also doing business all over western countries and funding their politicians and bhakts in India. High time uplift secular deserving kids for studies in big university abroad. Try to place secular Indian diplomats in foreign parliaments, start and endorse businesses of secular Indians. High time all Hindus,muslims, Christians,jains,sikhs all like-minded Indians rise above religion and fake hatred created by hindutvadi masters and bhakts. Expose them internationally and deport them. Once funding stops everything else will stop. This is only way to bring back brotherhood and peace in India before country becomes another Taliban ruled. High time act now peacefully and intellectually. These hypocrites in India scream conversion and royally go to Christian countries to earn dollars and do business at that time are they not scared of conversion. Bishops and cardinals , Pope's advisors, all christain beuracrats should ban who are converting foreigners in full scale.

    This bill is just to take away the focus on other issues as employment, education, and price rise. We are not surprised that the Christian community which believes in humanity and helping all are targeted. They didn't spare Jesus or the Apostles but the Lord was with them and gave them the victory. So even if the law is passed we know God is for us and he will work out things for us. The battle belongs to the Lord and we will see the hand of God move powerfully. I believe that Opposition is not meant to crush us but to push us to victory. It's unconstitutional and totally against human values. We pray that things will change soon.

    What is wrong in Mr Lobo's comment. Does it show fear from any angle? In fact it clearly shows that the Majority community is scared of 2.2% minority population.     In Maharashtra, people intermingle so much. For lack of access or distance, people find a place of god not by faith but convinience. They inter marry, follow or don't follow religions. Iam talk g of Mumbai. And Hindu there aren't worried, nor is the government now or earlier. This drama in karnataka is a kind of 'I will do it, stop me if you can'. This is mostly to placate those Hindus who are under threat. Normal working Hindu is not feeling the threat, because he is busy being 'true Hindu' . The Hindu under threat is the 'showing hindu'. He knows inside that he is not true but a big hypocrite. Politicians are from such 'showing Hindus', not the true Hindu. True Hindu will know how so many gods Co existed, each one responsible for their terrain, seeking only goodness.

    Nobody is converting forcefully, in fact even the missionaries and church denounce forceful conversion nor it is possible to convert forcefully and stay converted for long unless its from thier heart. What church is opposing in current bill is law against people who want to convert willfully by posting a govt official between people and thier right of religion who has ultimate say on conversion and interested people are no say at all.

    Jeevan Kudla ,it is not only as a hindu ,but as a person without a definite religion I support what you say .Not by force ,or luring with money or assets ,one shouldnt force noone to any religious conversion.Even one wants to convert ,there are ways and certain rules to be followed.Give them time ,understand what to follow other religion is ,ready to accept them.One has to give in writing that with own will.The one who converts too should follow it.choosing a religious life is a fundamental right of a Person as a adult in Demokratic land .He is free to choose it Even Govt shouldnt try to prevent one persons conversion if everything is in correct way .I cant understand why our Indian govt.Dont know it.and try to not to accept and fine them.What type of govt. is this.?Fine for conversion.?Can only shake head to hear this.I wish all peole who wants to take decision of conversion ,choose a free country where one can live free and without much obstacles.

Because even after passing this bill, people can still get converted voluntarily if they feel they are victims of cast discrimination. This bill never stop people from willful conversion.

    Laws, ordinances and bills which are anti constitutional can only be passed in unconstitutional, undemocratic and unparliamentary way in the state assembly. Court will outright reject these case as wrongful cases without the support of constitutional law to pursue the case. Justice to the accused. BJP’s Anti conversion law is rejected by the court. If BJP respects and follows the constitutional charter of rights then there is no need for any new law to bring in as everything is clearly defined and explained in detail and formed into law without prejudice and bias equally to all citizens. New laws over existing laws are coming into existence against the constitution only after 2014 which is a blatant insult to the the country and the constitution by anti national traitors.
