The discrimination of only allowing double vaccinated in or forcing staff is illegal according to the Disaster Management Act this DC is trying to impose. Under section 188 nobody can be prosecuted unless they cause riot in hospitals according to the Delhi lawyer. DC or any servants of people cannot violate the guidelines and rules framed by central government which had categorically stated in affidavits as they are voluntary and nobody need to carry the certificate of vaccine and nobody should be discriminated against. Any state or officials violating these are liable to be prosecuted and can be arrested if found guilty according to the Disaster Management Act which these mandates are violations. Scare tactics to market failed jabs for gains is only reason it proves as all state governments are following in violations.
