Udupi: Fly Ash of UPCL Heaps Untold Miseries on Locals

Udupi, Feb 4: The fly ash generated by the coal-based power plant of Udupi Power Corporation Ltd (UPCL - formerly Nagarjuna), is being dumped in a large tank bed at Santoor Daddikere near Padubidri in the district. The ash rises to the sky in thick clouds frequently when the wind blows, and the pollution and other problems created by flying ash have turned hazardous for the people living around the area.

President of Udupi District Raita Sangha, Vijay Hegde, has demanded for the immediate intervention of the state Chief Minister to sort out this problem, failing which, he has warned that the farmers will plan measures of retribution against UPCL for failing to keep its promise.

Hegde, addressing a press conference on Thursday February 3, said that the company does not have permission to dump fly ash in the area, and that as per court order, fly ash should not be dumped on the ground. “The tank, the bed of which has been turned into dumping ground for fly ash, used to be the centre for enriching underground water table in the villages around here.

The coal ash that is being collected here, contains harmful substances like carbon dioxide, phosphorous, lead and mercury. The company is expected to release the ash into the sea as per the renovation and modernization plan of the company, and it is expected to maintain the level of loss of ash within 15 percent,” he claimed.

Hegde said that the environment, bushes, plants, trees, ground, water and air are getting polluted because of the ash, and the flying ash interferes with the liberty of life of cattle and school children. He said that weak and elderly people are suffering from asthma and other problems because of this ash, and houses are covered under thick blanket of ash, wells have been polluted, and agriculture has suffered irreversibly. Some locals said they are now forced to cover the food cooked at their homes, with the help of clothes, to keep it safe.

Medical officer of Mudarangady primary health centre, which is located adjacent to the UPCL plant, Dr Jagadish, corroborates the harm spread by ash with evidence. He says the incidence of health complications like skin diseases, allergy, cough, itching, breathlessness and other problems have seen an increase after UPCL came into being. He said that pollution of well water because of saline water of the project has been noticed, and testing report of well water, which contains this finding, has been brought to the notices of the district health officer and deputy commissioner.

Mudarangady gram panchayat president, Sunil Kumar Shetty said that his house, located about three kilometres away from the site, too suffers because of the fly ash. He said he supports the action of Raita Sangha against this menace.

    I am pained to read some of the comments made on this column. We will never learn a lesson till we experience the hardship. People of Padubidri and Nandikur under the leadership of Shri.Balakrishna Shetty and Late Jaya Shetty fought a long drawn battle in the past and many of the people commented on this column never uttered a word and now we have the arrogance to question the environmentalists who made a noise then. Where are these bunch of jokers representing Jaya Shri Krishna Parisara premi samiti.. who advocated for the setting up of the power plant and gave a clean chit ?

    Its the right time to demand for a separate Tulunadu State. We have lost faith in the present system of Bangalore deciding the fate of undivided South Canara. Let us work together to realise the formation of united Tulunadu.

    Since all are commenting against the dumping I thought I need say nothing but for Mr Prabhu. This nation is blown apart by not only corrupt politicians but people at every admin levels. Only y'day I wrote to the Chairman Expert Committee of MoEF Shri V. P. Raja that they are nothing but a "bunch of criminals" for totally diluting the environmental conditions and criminally subjecting the locals to health hazards. The so called Experets even permitted dumping the ash by trucks and use of seawater apart from allowing several other hazardous activities.

    Not a single specified environmental condition is maintained. Clearly this is the result of proponent-official-politician collusion. What we see is only a beginning of the impact. I have seen the worst situations created by the power plants in India though all those are located far from residential colonies and agrilands except ofcourse the one in Dahanu which totally destroyed Rice, Coconut and Chickoo crops and fishing. Unfortunately,we are meek and are happy when we get some free excess cash to count in hands. Many of us settled down with it and gave away the fight. The system needs thorough dressing down. Those who rape the mother earth and abuse the nature for financial benefits should be subjected to severe punishment.I always believed that the environment we live in is borrowed by us from our grand children and we are liable to preserve it if not develop it and leave it behind us safely or else will be called cowards.

    Dear Mr. Salim, Kaup, Yes, we require power for daily bread and butter, but not by ruining the life of the people/ village. Are you aware, if the ageing power plants are refurbished with Morden developed technology, how much will be plus power to the state grid? As per the article red approx 6 month back, it is 1000MW. Then why it is not being done? Yes, this is a big question to all of us. Simple answer, new project, big commission/ bribe.     our ministers should take more precautions in finance and technology to stop this.
    The stopping of this project is not acceptable as we need power to run our bread and butter.

    It is HELL on the earth. Now may be ¼ of the plant is operational and the inferno is what we see. Imagine, if full plant is operational, it will be the disaster? Also think what will happen in the monsoon season? Where the ash and ash pond water dissolve or wash away? Definitely the low level area will be (Rich agricultural land- Santhoor) will be a bed of ash sludge. What is our District Administration is doing?     Those who get benefits from UPCL Have 24 hrs power and pollution free enviornment For us we have to suffer from both. UPCL will make Man area as unmanned area and also lots of side effects due to fly ash and other pollutants. How to STOP will be big question mark because UPCL is not following any enviornment norms. & our politicians and business personality with their power they overcome from above issues and they will make sure to get clearnce certficate from concern department. For us best sources of power will be Wind, Solar or Gas based power plants.

    It is just the begining, when it starts raining, the rain would cary the pollutants everywhere across the countryside, all the way down to the sea, contaminating everything. Also there would be acid rain. The pollutants contribute to long term health problems & genetic disorders. Where are the self proclaimed environment protectors.     I totally agree with the development to have reliable electric power and SEZ to promote economic development of the region. But I do not unilaterally endorse the implementation of projects with total disregard to environmental considerations.

    The fundamental problem at the heart of the matter is (a) failure to recognize environmental considerations during the project development and (b) failure by the local engineering schools to educate environmental engineers to work at these facilities. Our schools are completely bogged down to produce computer and electronics engineers to serve the rest of the world forgetting the basic needs of India. That is the problem. Had these industrial facilities employed environmental engineers, fly-dust would have been banned during the environmental permits and operating license process. Since there are NO license and permit granting authorities and there are no environmental engineers, the companies at their will and pleasure build power plants and SEZ facilities with total disregard to the environment- often taking bribes. Also there is no enforcement authority, resulting in total pollution of the area. One of these days, we will find, our natural green environment would look like an inferno and people would die with cancers and respiratory deceases. Then the beautiful coastal region of Mangalore would follow the path of “Love Canal” story in New York, USA, with polluted water for fish and undrinkable water springs with uninhabitable environment. Our political leaders are busy with accepting bribes to promote development, while filling their pockets and building Swiss accounts. What we require is a total revolution: (1) All engineering Colleges must produce environmental engineers for local employment, (2) all companies must employ environmental engineers, (3) all companies must be required to secure environmental “Zero” discharge permits before granting licenses to operate facilities, and (4) an Enforcement Authority must be established independent of the companies and SEZ, with authority to revoke the licenses and to hold company utives criminally liable for any pollution they generate under their watch. Then only we can maintain our coastal region of Mangalore in a pristine condition and leave it for our future generation.

If anybody has travelled by the road that connects Belman-Padubidri , they will vouch for it , in spite of the fact that UPCL is using this road as its main approach road. The damage caused by its heavy duty vehicles has made the road unusable for general public transport.

    First of all it is suicidal to establish such a highly poluting industry on such an prestine, ecologically delicate area like west coast of India. Twin dist is one of the very few places in the country where we had good clean water and air and it is a lungs of India. The greenery of Kerala , coastal karnataka upto konkan region is very important for the whole country as they attract south west monsoon into the country and from here the advent of monsoon starts for the entire nation. These politicians for sake of vote bank politics had brought in such an industry to burn out the entire country. for what? just to make some dirty money. even today it is not late let citizens of DK and Udupi get together to oust this polluting industry.. lets not allow any industry which can destroy our nature. we can equally produce power for our region through solar power and other means of generation. DK and Udupi can always become a educational center for karnataka. the peace loving people, clean enviornment and citizens with high civic sense , nature loving people of coastal karnataka above all hard working citizens can surely teach a lot for our fellow country men apart from regular academics. Join hands to save our paradise orelse we will leave another desert for our next generation.

    Dear Mr. Hegdeji, Where are the answers to your questions to the past Honourable Home minister in regard to UPCL? You have set a dead line. But we have not hard of any response from the Minister. Again, you are requesting immediate intervention from Chief Minister? Our Chief Minister is busy to protect his own chair so why and how he could help the people? What kind of intervention he can do? The only solution is to shut down the plant. (Na bajega baas, naa bajegi baansuri) Why I’m writing like this, because UPCL boldly violating the National & International safety codes of Thermal Power Plant. 1) When steam blow out carried out, the maximum permissible sound level shall not exceed more than 80dB but it crossed the limit. 2) Sea water shall not be mixed with thermal ash/coal. But they dump sea water mixed with coal/ash in the plant surrounding. 3) Transport coal ash by truck in the night time to dumping area (Sainthood), It shall be transported by pipe line in sludge form. 4) Control of fling ash shall be implemented for the chimminy by means of Electrostatic Precipitator in the hopper. Whether these are implemented. There are thousands of questions in regard to safety. To put an end, please let us know, whether the total power plant has been inspected by third party in regard to safety? If so whether they have approved the planning and implementation?
