Chandigarh, March 13 (IANS) The Bharatiya Janata Party Kisan Morcha Sunday demanded amendments in the proposed Pesticides Management Bill and sharing of its management rights with state governments.

It also appealed to bring the matter under the ambit of union misitry of environment in place of agriculture ministry.

"The proposed Pesticides Management Bill is full of shortcomings and there is need to make amendments. As per the bill, the central government is bringing entire management of pesticides under its ambit, while state governments are being saddled with responsibilities," said national president of BJP Kisan Morcha Om Prakash Dhankar here.

He added that state governments are competent enough to monitor it and that the right of banning pesticide should be vested with the state government.

Dhankar also said that in countries like the US, Canada, Australia and Israel pesticides management is subject of the ministry of environment whereas in India it comes under the ministry of agriculture.

"With switch over of ministry, protection of human beings, animals, birds and environment becomes more important in comparison to more production. This would also make sure that environment protection rules remain very stringent," said Dhankar.

He asked the union government to ensure that the country does not become a laboratory of developed countries and market of outdated pesticides.

On the lines of the Seed Bill, this new bill too should have provisions for compensation so that in case of pesticide failure a farmer is adequately compensated, he demanded.
