Bengaluru, Mar 7: Chief Minister Siddaramaiah presented his 16th Budget on March 7, announcing a total outlay of Rs 4 lac crore, marking an increase from last year’s Rs 3.71 lac crore. The budget prioritizes social welfare, infrastructure, agriculture, and employment generation while addressing regional disparities.
A total of Rs 51,034 crore has been earmarked for the state's guarantee schemes, ensuring continued financial support for various social welfare initiatives. The newly announced "chief minister's infrastructure development programme" will receive Rs 8,000 crore for improving roads, minor irrigation projects, and basic infrastructure in all assembly constituencies.
To boost the agriculture sector, Rs 428 crore has been set aside to provide subsidies to 50,000 farmers under the agricultural mechanization programme. A sum of Rs 440 crore has been allocated for micro-irrigation schemes, benefiting 1.81 lac farmers. Measures to control arecanut leaf spot disease will receive Rs 62 crore, while Rs 95 crore has been earmarked for the second-phase development of the horticulture sector. The sericulture sector has been allocated Rs 55 crore, and a silk cocoon market will be established in Mysuru with NABARD’s assistance.
In the primary education sector, the government will establish 500 new Karnataka Public Schools at a cost of Rs 2,500 crore. The honorarium for guest teachers in government primary and high schools, as well as guest lecturers in government pre-university colleges, will be increased by Rs 2,000. The monthly honorarium for mid-day meal staff will be raised by Rs 1,000. Infrastructure development in government schools and pre-university colleges, including construction and repair of classrooms and toilets, has been allocated Rs 725 crore.
The budget has allocated Rs 28,608 crore for the Gruha Lakshmi scheme, providing financial assistance to women. The honorarium for Anganwadi workers will be increased by Rs 1,000, while assistants will receive an additional Rs 750. Women’s welfare programmes have been allotted Rs 94,084 crore, and child welfare initiatives will receive Rs 62,033 crore.
Allocations for Dakshina Kannada and Udupi
Healthcare and education
A new medical college will be established in Puttur, with an upgrade of the existing 100-bed taluk hospital. Wenlock Hospital in Mangaluru will undergo renovation to enhance infrastructure and medical services. In the education sector, a pre-university college with residential facilities for minority girl students will be set up in Ullal.
Fisheries sector
The government has relaxed restrictions on the length of deep-sea fishing boats to promote the industry. Fisheries College in Mangaluru will double its student intake. A sum of Rs 30 crore has been allocated for fisheries link roads in the coastal districts, with NABARD’s support. Fish vendors from Scheduled Castes and Scheduled Tribes will receive a 50 percent subsidy of up to Rs 3 lac to purchase four-wheelers. Motorized boats older than 15 years will receive a 50 percent subsidy of up to Rs 1 lac for engine replacement. Malpe fishing harbour will get a multi-level parking facility under a public-private partnership (PPP) model.
Infrastructure and industry
The Bayaluseeme, Malnad, and Coastal Area Development Authorities have been allocated a total of Rs 83 crore. A drinking water supply project worth Rs 705 crore will be implemented in Ullal and Ramanagara under the Karnataka Urban Water Supply and Sewerage Board. Keonics will set up a Global Technology Centre (GTC) in Mangaluru with plug-and-play facilities to promote innovation and entrepreneurship. A textile park will be developed in Karkala under a PPP model. An Industry 4.0 technology-based laboratory will be set up at the Karnataka German Technical Training Institute (KGTTI) in Mangaluru, along with similar centers in Bengaluru, Kalaburagi, and Belagavi, at a cost of Rs 10 crore.
Tourism and maritime development
An international cruise terminal, water metro, coastal berth, and a river cruise tourism project will be developed in Mangaluru. A maritime transport museum and experience center will be established in Mangaluru under a PPP model. Beachside facilities, highway hubs, and adventure sports infrastructure will be upgraded to promote coastal tourism. A sum of Rs 3 crore each has been allocated for the development of district stadiums in Dakshina Kannada and Udupi, totaling Rs 6 crore.
Disaster management and coastal protection
The Shoreline Management Plan by IIT Chennai will be implemented to address annual sea erosion in Dakshina Kannada, Udupi, and Uttara Kannada. Detailed project reports will be prepared, and Rs 200 crore has been allocated under the National Disaster Mitigation Fund for anti-sea erosion measures. Another Rs 200 crore has been earmarked for landslide mitigation in Dakshina Kannada, Udupi, and other Malnad districts.
Traffic management and law enforcement
AI-based surveillance cameras will be installed at 60 locations, including Dakshina Kannada, to enhance traffic monitoring and law enforcement, at a cost of Rs 50 crore.
With these allocations, the Karnataka Budget 2025 aims to enhance healthcare, education, infrastructure, and disaster management in Dakshina Kannada and Udupi while promoting economic growth and sustainability across the state.

Bengaluru, Mar 7: Chief Minister Siddaramaiah, who also holds the finance portfolio, is set to present his 16th budget on Friday, March 7. The Karnataka Budget 2025 will include announcements on new schemes, tax policies, and potential changes in the prices of essential commodities.
BJP’s demands
The opposition BJP has demanded an additional allocation of Rs 5 crore for the development of each MLA constituency. The party has also urged the government to allocate Rs 50 crore in the 2025-26 state budget for infrastructure development, including road construction, across all assembly constituencies.

Special Cabinet meeting before Budget presentation
Ahead of the budget presentation, a special cabinet meeting will be held at 9:45 am at the cabinet hall in Vidhana Soudha to approve the budget proposals. Following this, CM Siddaramaiah will head directly to the legislative assembly to present the budget at 10:15 am.
Budget presentation to begin at 10:15 am
The Karnataka Budget 2025 presentation is scheduled for 10:15 am on Friday. Traditionally, the budget speech begins at 11 am, but this year, it is being advanced due to the Rahu Kaal starting at 10:30 am.
A blueprint for future of 7 crore Kannadigas
CM Siddaramaiah, speaking ahead of the budget, emphasized that the budget is not just about financial figures but serves as a roadmap for the future of Karnataka’s 7 crore citizens. "Through this budget, I am making a sincere effort to ensure that every citizen of the state benefits from at least one government scheme," he stated.
A record 16th Budget
This marks Siddaramaiah’s 16th budget presentation, the highest by any leader in Karnataka's history. At the national level, Gujarat’s Vajubhai Vala holds the record for presenting the most budgets, with a total of 18 during his tenure as the state's finance minister.
Budget size expected to cross Rs 4 lac crore
The Karnataka Budget 2025-26 is expected to surpass Rs 4 lac crore in size, compared to Rs 3.71 lac crore in 2024-25. In the previous budget, Rs 52,000 crore was allocated for the five guarantee schemes. With an increase in beneficiaries, this allocation is likely to rise. The government is also planning to increase capital expenditure for development projects to Rs 55,877 crore.
Public expectations from Karnataka Budget 2025
There is growing anticipation regarding provisions for development and social welfare schemes, along with continued focus on the five guarantee schemes. Employees of various state-run corporations, including KSRTC, are expecting salary hikes. The public is eager to see how these demands will be addressed in the budget.
Siddaramaiah, the leader with most Budget presentations in Karnataka
Historically, several chief ministers and deputy chief ministers have presented Karnataka’s budget, but Siddaramaiah holds the record for the highest number of budget presentations. Seven years ago, he surpassed the previous record of 13 budgets held by former CM Ramakrishna Hegde. Now, in his second term as chief minister, Siddaramaiah is set to present his 16th budget.
