Abu Dhabi unveils ambitious plan to become world’s first AI-driven government by 2027

Abu Dhabi, May 20: Abu Dhabi has announced a sweeping digital transformation initiative aimed at becoming the world’s first fully AI-native government by 2027. The move forms part of the Abu Dhabi Government Digital Strategy 2025–2027, led by the Department of Government Enablement (DGE) in partnership with multiple government agencies and technology organisations.

The strategy is designed to reshape public administration through complete digital integration, advanced automation and large-scale adoption of artificial intelligence across all government services. Officials say the initiative marks the next stage in Abu Dhabi’s digital evolution, transitioning from traditional e-government systems and smart services into a fully AI-powered governance model.

As part of the plan, more than 200 AI-driven solutions will be introduced across government departments to streamline operations, reduce paperwork and improve service delivery. Authorities believe these technologies will significantly enhance efficiency while minimising manual intervention in routine administrative tasks.

A major focus of the initiative is the development of a robust digital infrastructure capable of supporting future-ready governance. Abu Dhabi aims to achieve full adoption of sovereign cloud computing while also building a unified enterprise resource planning (ERP) system that will connect and centralise government functions under a single digital platform.

According to official estimates, the government will invest AED 13 billion between 2025 and 2027 to support infrastructure expansion, technology upgrades and digital transformation projects.

The strategy also places strong emphasis on human capital development through the “AI for All” programme, which is intended to train government employees and citizens in artificial intelligence applications and digital tools. Officials view workforce readiness as critical to ensuring the long-term success of the AI-driven governance system.

Academic institutions are expected to play a major role in this transition. The Mohamed bin Zayed University of Artificial Intelligence is collaborating on research initiatives, specialised training and skill development programmes focused on emerging AI technologies.

Several leading technology organisations are also contributing to the project. The Advanced Technology Research Council (ATRC) is supporting research related to large language models and advanced AI systems, while technology firm G42 is assisting in strengthening Abu Dhabi’s digital and AI capabilities.

In addition, the government’s digital services platform TAMM is undergoing major upgrades under the new strategy. The next-generation platform, TAMM 3.0, is expected to serve as the central digital backbone for AI-enabled public services and cloud-based government operations.

Officials estimate that the initiative could contribute more than AED 24 billion to Abu Dhabi’s GDP by 2027 while generating over 5,000 jobs in areas such as artificial intelligence, digital services and technology development.

The strategy also includes comprehensive cybersecurity measures aimed at protecting digital infrastructure, government networks and sensitive public data, ensuring secure and reliable operations as the emirate moves towards a fully AI-powered governance framework.
