New Delhi, Oct 28: The Delhi Police has granted permission to the Congress-led INDIA bloc to hold its “Vote Bachao, Desh Bachao” rally at Ramlila Maidan in New Delhi on November 1, subject to strict conditions, including a deadline of 5 pm to conclude the event and a ban on inflammatory speeches.
The rally, scheduled for November 1, 2026, is expected to bring together INDIA bloc leaders and supporters to campaign under the slogan “Save the Vote, Save the Nation”.

In its no-objection certificate (NOC), the Delhi Police permitted the event from 10 am to 5 pm, subject to approval from the land-owning authority and compliance with the conditions imposed by the police.
The organisers have been directed to ensure that the gathering remains peaceful and that there is no violence, disruption of public order or unruly behaviour. The rally must end by 5 pm, after which participants must begin dispersing. The duration of the event cannot be extended under any circumstances.
The police has also prohibited overnight stays at Ramlila Maidan before or after the rally. Any violation of the conditions or failure to comply with police instructions could result in legal action against the organisers and cancellation of permission.
As part of the security arrangements, organisers must install high-definition CCTV cameras at entry and exit gates, the stage, seating areas and the surrounding vicinity. A control room with recording facilities and at least five monitors must also be established.
Adequate drinking water and toilet facilities must be provided for attendees, including separate toilet blocks for women. Organisers are also required to deploy sufficient volunteers to manage the gathering in an orderly manner. Volunteers must be identifiable through uniforms or badges.
The police has prohibited speeches that could provoke tensions on the basis of caste, religion or skin colour or undermine social harmony. If a speaker delivers an inflammatory or threatening speech, organisers must immediately switch off the microphone and remove the speaker from the stage.
No procession from Ramlila Maidan to any other location will be permitted during the rally. Vehicles, including buses, cars and tempos, must be parked only in areas designated by the traffic police.
The organisers have also been instructed to cooperate fully with the police and submit details of invitees and volunteers, a minute-by-minute programme schedule and information on the number of buses attending the event, along with their registration details.
The police has placed responsibility on the organisers to ensure compliance with applicable laws and maintain public order throughout the gathering. Any breach of the stipulated conditions could invite legal action.
