Falling Birth Rates Hit School Enrolment in Karnataka


Bangalore, Aug 22 (PTI): Falling birth rates have affected enrolment of children in Karnataka, where more than 3200 schools have less than 10 students each, a Government appointed commission has revealed.

There are 693 government schools having five or less enrolment with 836 teachers and 2510 schools having 10 or less enrolment with 3394 teachers working against the sanctioned posts of 5320, the report said.

These schools can be merged with nearby schools, keeping in mind the access criteria, it suggested. Wherever it is not possible to shift due to natural barriers or any such other conditions, schools may be allowed to continue. The services of teachers of the merged schools can be utilised in the upgraded schools.

The final draft report of the Commission on structural upgradation and reorganisation of school education chaired by Prof R Govinda, Vice-Chancellor of NUEPA (National University of Educational Planning and Administration) with Tushar Giri Nath, Ex-Commissioner of Public Instruction as Member-Secretary, has just been made public by the Government, inviting feedback from stakeholders by August 31.

Birth rates have been falling in the State during 2000-01 to 2010-11, it said, adding, the trend has affected enrolment of children.

"Over 13000 out of a total of 45200 elementary schools in the Department of Education [1 to 5 standards only] are located in small habitations and carry less than 30 children, summated across all the 5 standards [2011-12]", the Commission said.

"Dwindling enrolments at lower primary stage affect strength in higher primary schools which in turn affect small size high schools. In sum, demographic variables are a significant factor in planning exercises in secondary education".

There is also a declining trend in the State in growth rates of population in the 15-18 age category.

As per projections of population based on single year 2001 population profiles of the Registrar General, Census of India, population in this age group slightly increased between 2001 and 2006 while it has begun to slide thereafter.

The overall decline by 2016 from the base year of 2001 would be 5.43 per cent. The decline in case of boys would be higher than that for girls, the rates being 7.57 and 3.03 respectively.

"It may be more viable if the minimum student’s strength is maintained as 120 in the Higher Primary Schools which could be relaxed in case of natural barriers, minorities etc", it said.

Noting that globalisation is the order of the day, the commission said naturally, Higher Secondary education should gear up to the modern challenges of technology and this in turn to electronic connectivity. "Our class rooms should be equipped with modern teaching facilities. We should provide computers, digital boards and internet facility to our schools to make class room teaching more attractive".

The report added that there is a need to maintain a single "Board of Examinations" for SSLC and PUC examinations. This arrangement is in existence in many states such as Goa, Haryana, Himachal Pradesh, Jammu & Kashmir, Maharashtra, Meghalaya, Nagaland, Mizoram and Uttar Pradesh, it said.

    Anonymus, your name itself suggest that you are traditional minded & pesimistic, & speaking with covered name. If you check the strength of various schools over year, you can have the clear picture, & together if you go on tracing, you will get the answers. In Kapikad, the population in normal & school has a nominal strength & not like your Kattipalla-Uppala-Kasaragod areas. Compared to other areas, more case of abortion/delivery can be found in the particular segement of society prevailing areas. Of course, this is because of 'Four or More' policy.

    Anonymusji, truth is bitter, please move around Kasaragod & you will find abortions for sake of normal, & schools overflowing with strength. The section seems to be in full swing, with lions share in students strength, & if elections are held for post SPL, he/she can win in sweeping/landslide majority.

    Schools near Kapikad also overflowing because of the Kapikad socity. This section of Kapikad also very far from Uppala or Katipalla. You can see this section of socity in hospitals for abortion to save themselves.

    This article doesn't seem to apply to a section of society. For instance, go to some schools around Uppala, Kasaragod, Kattipalla, etc.. & you can find there full strength. This section is far different from others as they opt for more children, & so are found more in hospitals & schools.

    So in some areas if you find schools overflowing with strength, in most areas its vice a versa. Contrarily, this article also indicate a bleak future for the post of Teacher or Lecturer, as with reduce in number of schools, the job opportunity will decline. Also, nowadays many are behind starting educational institutions, which has lessened the strength.

    There is something to think about, first the report looks like not complete, is it only govt. schools, if yes now a days every one want to send their childrens to English medium and convent schools, secondly govt. taking initiative to only open the schools but lacking in providing the basic needs. I recommend for a standard procedure permiting to open new school and reveiw the existing by census seperately for Rural and urban areas. Close those any additional schools not comply the standard. Further, I had difficulties to enroll my son recently which my dad didn't, he was telling me the teachers came to the house to request enrolling!!!! The commission should aware that we are controlling population so the system should respond accordingly and stop giving permission to open schools to any andu pandus, who made this as a profitable business, todays 1st standard expenses are equal to my total graduation cost, so profit margin is 100000000%!!!!!!

    It is not falling birth rate but it is increasing death rate OR infant mortality rate that is causing in school enrolment especially in north Karntaka. Morover, due to draught or other natural calamity people are migrating to Goa & Maharashtra with their children, because of which there are large scale outs in schools in north Karnataka. Even in mangalore you will find large number of children of North karnataka labours working as child-labours or playing in the streets instead of going to the school.

    Falling birth rate, which all of us know is not an alarming trend , is not the only reason for low enrolment in Govt. School. Its the poor quality of education imparted,the obsalate infrastructure and non adaptability to technology and new trends that is driving people away from govt school. The steady increase in private schools which offer comparatively better quality in all the above areas are taking away the students from govt school. No parent want to compromise on the most important gift to their children. Let the govt, improve the quality , there will be a better response to these schools. lets not trust these reports fully.

    This is Good News. India's population needs to be reduced in order to avoid Population Explosion in the future.
    At present, Many Children do not get basic needs. There is NO point in increasing the birth rate & make the children not achieve basic needs which every child requires.

    Falling Birth rate is quite common in developed Countries where literacy rate is high. We can visualize this trend.
    Birth rate has not fallen so much in many other states of India, I do not want to name them for hurting somebody's sentiments. they have a opportunity to study in Karnataka.
    Schools in Karnataka should think ahead and visualize requirements of future generation, focus more on quality education so that students from remote places will come to study here. They should also make an attempt to provide sports education, Music, Technical education, job oriented Courses like Driving, Carpentary, Black Smiths/Gold Smiths, Tailoring etc. etc. to achieve break even and grow.

    Isn't it good that the birth rates are falling? Why are people complaining? Atleast the population is under control.
    Is quantity more important or quality? The numbers are not important. What is important is the quality of education that the existing children receive and to make sure that all children get education, not how many children enrol in a school.

    When I was in primary school (1991-97) there were 780 students (1st - 7th std) in my school. There was no midday lunch, no school transportation, no free books etc etc.

    Today the same school has 240 students with midday meal, pick and from autos, free schooling aids etc etc.

    One main reason is downfall of no of kids. Earlier parents used to have 3-5 kids. Now it has come down to 1 or 2.

    The other reason is English schools. During my school days there was only one person going to English medium schools. Now I find 50% kids getting enrolled to English schools in my village.

    The third reason is city migration. People are earning handsome salary in Bangalore now a days. Mumbai migration has reduced, Bangalore migration is at peak now. A 12th std pass student having computer repair knowledge can earn not less than 25K per month in Blore. For him taking his family to city and giving education to children is not a big task.

    good news its their is a decline is birth rate.kerala state has the lowest birthrate.kerala once stood at top in population growth rate n now they have almost equal death n birth rate.
    hopefully karnataka n rest of our states too implan family planning programmes. the worst curse for our country is our population growth which is just gone out of control.

    The education has become very expensive and total commercial.
    Some schools are asking 50 to 1 lakhs of rupees donation for the admission of lkg. Thinking of this high rate ,people are started limitation on making children by one and maximum two. If the situation goes on this level one day we have to close many schools and colleges in our state.
