Identity Proof Must for Sleeper-class Passengers from Dec 1

New Delhi, Nov 29 (PTI): It will be mandatory for sleeper- class train passengers to carry identity proof from December 1, this year as Railways firmed up steps to prevent misuse of tickets by touts and facilitate hassle-free travel by bonafide people.

From Saturday (December 1), passengers failing to produce original identity proof in sleeper class, as and when asked for, will be treated as "without ticket" and charged accordingly, said a senior Railway Ministry official.

The rule will apply for all forms of ticket, including those for sleeper class, issued by Railways through computerised passenger reservation system (PRS) or Internet.

The decision to introduce photo I-cards for sleeper class passengers is likely to deter touts from booking tickets under fictitious names and selling them to passengers at a premium, the official said.

In February, Railways had made it mandatory for AC-class passengers to carry identity proof with them. Passengers travelling on a Tatkal or an e-ticket are also required to carry I-cards while undertaking train journey.

"Earlier, it was mandatory for AC-class passengers to carry I-cards. Now, we have decided to make sleeper-class passengers also to carry I-card. This has been done to facilitate genuine passengers to avail confirmed tickets," said the official.

He said the non-AC travellers were kept out of the photo I-card decision at that time, adding, "The policy ambit is being widened now so that every passenger in reserved class onboard a train has a valid identity card."

Passengers can carry any of these ten ID proofs while undertaking train journey -- voter ID card, passport, PAN card, driving licence, photo identity card having serial number issued by central/state government, student identity card with photograph issued by recognised school/college, Aadhar card, nationalised bank passbook with photograph and credit cards issued by banks with laminated photograph.

Wonderful initiative. And, as a reader has already commented, Railways is the private property of Keralites. They have officers, TTs, TCs, workers at all levels from their land. The dadagiri they show in madras bound trains, does shock non-malayali travellers. Can railways do something in this regard?

It is a good move. However, it still does not suffice. Why? I keep travelling to Chennai frequently. The moment the train enters Kerala, passengers without reservation tickets start entering the reservation compartments. And the worst part is, the TT does not say anything. They dont even ask unreserved passengers for ID or tickets or even ask them not to be in reserved compartments.
Some may say, whats wrong in a little bit of adjustment. Reserved compartments are not for adjustments. People reserve tickets is because they travel long and need to travel comfortably. Many short haul passengers must understand that long haul passengers suffer because of such adjustments, because they are expected to adjust till the end of thier journey.
As long as there is monopoly of railways from Kerala, nothing will change. Nothing against Kerala or its people. But this is the truth. They think they own the railways. Our railway station in Mangalore is filled with Yenda veno, yenda veno.

    One more recommendation:

Make arrangements to automatically close all toilet doors when a train is standing in a station. Doors should open only when when train is moving. There is text written 'Dont use toilet when train is not moving' in english and local language as well. But people do not follow. Strict rule is required for Indian citizens.
    OR
Make arrangements to collect toilet waste and dispose like in planes. Indian Railways stations smell like public toilets, very bad. It is difficult to breathe in station areas, forget having tea or food.

I feel Indian Railway should be HALF privatized. Planning and ution of projects should be given to private companies. PASSENGER FARE control should be with Govt.

RAILWAYS SHOULD FOLLOW SAME RULE AS OF AIRPORTS.

RAILWAY STATIONS SHOULD BE NEAT & CLEAN.

ENOUGH TROLLEYS & SECIRITY TO BE PROVIDED FOR THE SAFETY OF PASSENGERS.

ONLY TRAVELLING PERSON SHOULD BE ALLOWED INSIDE RAILWAY STATION.

FREQUENCY OF RAIL SHOULD BE INCEREASED FROM CAPITAL TO CAPITAL CITY .

Welcome move. But unfortunately railways took long time to implement this.

The agents book lump-sum no of tickets and sell at exorbitant rates to the passengers. This will be stopped now.

But passengers gives 50 Rs to TC for not bringing the ID Proof. This also must be stopped. Otherwise no use of the above rule.

RULES IF FOLLOWED STRICTLY IN THE HANDS OF TC/SURPRISE CHECK IT IS OK.

Well done Railways. I am a regular traveller to Delhi and Mumbai. But I see a lot passengers board the reserved compartments and occupy the seats inconveniencing the passengers who have booked the seats. The TCs check only the passengers on their list and go away. ..... some action needs to be taken about this menace.

Very good move by the Railways. However, there should be spot checking by higher Railway authorities to ensure that the regular Ticket checking staff in the compartment do not allow passengers to travel without ID card. The Railway system is good but the touts with the help of Railway staff have misused it.
