New Delhi, Feb 28: In a huge relief to passengers from abroad, the government on Thursday February 28 raised the limit on the gold that can be carried by passengers through the customs of the airports in the country.

Presenting the 82nd budget, union minister for finance P Chidambaram announced that the government will allow male passengers to carry gold worth Rs 50,000, and female passengers gold worth Rs 1 lac.

Earlier, this limit was set at Rs 20,000 worth gold for women and Rs 10,000 for men.

Chidambaram said that the government had received various complaints of harassment by customs officers in airports around the country. Hence the limit has been raised.

It may be mentioned here that daijiworld had carried an extensive campaign on the harassment faced by passengers at Mangalore airport customs since June 2012. Memorandum had been submitted to former overseas affairs minister Vayalar Ravi, after which the Prime Minister had assured an amendment to the 1967 Customs Rule. Requests and appeals had been made to the top officials and ministries of ports and of finance through MP Jayaprakash Hegde and Oscar Fernandes.

Various NRE associations, especially Kerala-based ones too have played a key role in the matter.

    but their assets is un-noticed even to wife and their children.There is no package in the budget for job loosers because of nationalization. Give Nri's the magic of voting power in residing countries,
    we will correct them at the most.Now they don't treat like a human being.Once again,revenue should be generated through proper means not squeezing the non voted nri's, who is the sole dependant of at least 6 members in India.
    Which media cares to bring billions of our looted money to india from swiss ,but Philippine brought most of the money from swiss. Kudos to Kabayan officials.
    I ought to pay Rs 1500 as bribe to bombay customs who was demanding publicly as a group, without shame, for mere 100 Rs worth of 20 gift watches to friends and relatives.
    It is clear evidence that they are doing aggressively to correct and cover their earlier decade long sins to nri's and get applause from higher authorities to avoid privatization of airports.

    Mr. Chidambaram is a shrewd politican, instead of keeping a fixed slab in terms of weight of the metal, he has proposed the tax on the value which is sure to fluctuate on a daily basis.     and Rs.100,000 worth gold, in the case of a female passenger,

They want that all citizen must approach once again to Govt. to increase the value of duty free gold.     Compare your duty free allowance to that of US customs, which states a resident of USA is permitted to import as a way of gift(that means leave back in US), items worth of US$ 100. (which is just Rs 5000.)
    For that reason US residents do not hoard gold in their posession.
    There is no duty free allowance for visitors to US.
    No one wears gold or jewellery in US for fear of personal safety.

    I proud to be Indian. We got problem with each and everything. i.e. If they increase the allowance to 1 lac from 10,000/- we have problem i.e. why not weight? Incase if they allow certain weight , we will tell that why not no of pieces? So on. If Afzal Guru/Kasab , If government hangs them Some Indian got objection and if it is not hanged some other part of people got problem. Finally we are problem creators.

    Vide Notification No.30/1998 Cust. NT dt. 2-6-1998, this limit was set at Rs 20,000 worth gold for women and Rs 10,000 for men.
    Now Proposed to be amended Vide Notification No.25/2013 Cust. NT dt. 1.3.2013 the duty-free limit to Rs.50,000 in the case of a male passenger
    and `100,000 in the case of a female passenger, subject to the usual conditions.

    Bring as much gold you want. But pay the customs duty as a good citizen. This relaxation is just not for air pax's. It is also for people coming by " manji " from the Gulf region. Also, please do not bring gold in NIDO milk tins the next time !! If caught , you will be kept in a "recently built safe place" near Canara College on Jail Road.

    Why all are thinking of Gold. Its not import of gold but value of Import which is duty free. One can bring a expensive watch or a TV or even a diamond or emerald worth given therein. The discrimination between man and women should not be considered here by the customs

    First of all we must thank daijiworld for their bold step and efforts to bring the issue to the notice of Government.May be because of daijiworld's efforts government has conceeded the request and ammended the existing age old law and allowed NRIs to bring in gold of Rs.50,000/ for men and Rs.100,000/ for women.This is only in figurewise not quantitywise.Under the current gold rate whatever the allowance allowed is just a peanut and eyewash/election gimmick.Can any man buy an average finger ring for just Rs.50,000/ and can any woman can buy simple ear wear for Rs.100,000/-?.Forget rest of the ornaments.On what base government has arrived to this conclusion God only knows.However people should satisfy with whatever has been apporved.Something is better than nothing.As somebody commented above human wants are unlimited and means to end are limited.This is one side of NRI story.On the other side back in India there are people who can not afford even one gram of gold because of their limited source of income,poverty and so many other things.Forget about buying,they can not even dream about buying gold.Such a deteriorating situation exists in some parts of India.How pathetic it is?Has anybody amongst the commentators thought of those people?No coz they are under previledged people.Everybody is thinking about their own benefits/comforts.Nobody is bothered about those unfortunate people.What a humanity,it is?.NRIGuys! every coin has got two faces.Now for the time being be happy with whatever the leverage has been allowed and thank our unrealistic honorable FM.

    A big printout of this MEMO with regards to the GOLD DUTY FREE ALLOWANCE should be put in arrival passenger hall so that passengers are not harassed. Whoever coming from Gulf or a foreign country is in a hurry to meet his family and arguing with the officers will spoil his complete vacation mood.

    Dear readers and commenters…. It’s not a matter of happiness or sadness. Not the matter of bringing gold or by paying duty on excess gold But it is a matter NRE’s RIGHTS !!. Its each NRE’S can bring in the wealth and for Gold they are paying Money , not freely they are bringing from the trees.!!
    A NRE works hard for their family in the hot climate, deserted place without caring for proper food, cloth or shelter in order to give a balanced quality life and happiness to the family members without caring for his struggles!! Since 1967, no one took the step to open the eyes of our legal structure, which is still blind. But our so called political leaders and ministers are well educated. They are elected by us to solve all the problems of our day today life. Equality, Justice and Law made for whom ?? and is it implemented properly ?
    Why the NRE’s should suffer when they contributed above 100 % in foreign exchange and wealth to the nation ?? It’s not because of lack of education but because of their silence .
    Since 46 years how much money the customs offers did under the tables ? squeezing the travellers, its only because of these kinds of laws. When we need to amend the rules, did they consult any Economic ,financial market advisor ?? What will be the impact of economy? If the same ministers want to give their daughters in marriage please check the bills for the purchases of gold and ornaments. Did our economy increased only by 5 times since 46 years ? What is the price for Milk and Rice since year 1967 ?? is it only 5 times increased ? Then why we have to fix Import gold value by 5 times ? Are we still struggling for independence or under British Rules ??

    Today NRE’s are not happy for this change. A Wake up call can bring in change only when all united to send our mass petitions once again to the so called union minister. Let all Indians support the just cause irrespective of status NRE /NRI or people living inside the country ! We are one and our aim is to protect OUR people and the RIGHTS !

    “if a person is wearing more gold than suggested while leaving India then there is a option to gold where you will have to fill up a declaration form available near the immigration which will be signed and stamped by the concerned officials. While returning you can show that form at the customs and you will be cleared without any hassle “

    THE ABOVE STATEMENT IS NOT TRUE! ON 23RD DECEMBER 2012, MY FAMILY WHILE LEAVING MUMBAI AIRPORT WANTED TO DO THE SAME, BUT SHE WAS TOLD THAT SHE CAN’T DO THIS AT AIRPORT, SHE NEED TO GO TO AN OFFICE LOCATED SOMEWHERE IN BANDRA TO COMPLETE THIS FORMALITIES.

    Imagine, a passenger travelled from Mangalore, having a connecting flight from Mumbai, has to go out to complete this formalities?

    Export Certificate
    If a passenger going abroad is taking any item (non-commercial, personal, private property) as baggage which is intended to be re-imported into India on a later date, to avoid paying Customs duty on that item during such re-importation, the passenger should ask the Customs at the departure terminal to issue an "Export Certificate" in respect of that particular item. The Customs officer will examine the item(s) and certify that the item(s) are being taken out of India by the passenger. The certificate will be valid for three years and must accompany the item, when brought back into India by the passenger or any member of his/her immediate family, in order to clear the item without paying any customs duty.
    The "Export certificate" contains a declaration signed by the passenger, his/her name and address, the description/model number/serial number of the article, identification particulars, value and any other remarks made by the customs officer.

    Thanks to honorable minister Mr. Vayalar Ravi for pursuing the issue.

    Again, at the present price of gold, a male can bring approximately 17 grams while a female 34 grams of gold in the form of ornaments without paying duty. I think passenger do bring this much or little more even right now without any hasles. Only thing the revised amount of permissible gold will now be just official.

    Most of the readers are not aware that excess gold you bring is subjected to custom duty...

    Here only 50,000/1,00,000 is duty free.... It does not mean that excess gold will be considered as smuggled... Just pay the duty and get in India safe.

    The government made some changes based on the letters submitted by the NRI’s of Mangalore. I would like to know what is the role of MP from Mangalore who fly to Delhi on tax payers money and attend the sessions there and what he did on this Gold import slab?.Have you ever seen him standing and talking at the parliament?

A small percentage of people who used the Mangalore International Airport raised this matter with Daiji news and become headlines. The MP from Udupi reached Delhi very late and he did something.What is the is the use this Young MP who promised do many things.

    Dear Samarth Shettre, I used to think like you before I became NRE. Sure human beings never be happy since we all know one of the principles of Economics that “Wants are unlimited, Wants are recurring in nature, Wants are increasing day by day, etc etc” We have no problem to pay customs duty as required or any other charges for that matter. But we want to know, where all our money goes and how it spends? Just imagine if NRE person brings some ornaments for their relatives on special occasions means he already spent large amount from his Income to purchase. Had they not paid the Customs Duty, they would have spent that money for some other purposes back at our home. The day of travel is itself become big hassles for many, one to two hours in traffic to reach airport, two to three hours prior reporting in airport, 3 to 5 hours journey without even better food in Aircraft and then finally one to two hours questioning by Customs Officers at destination!!! Just take the example of Gulf Travelers to Mangalore Airport, they already tired & feeling hungry for 8 to 10 hours of journey to Mangalore but look at the Airport Departure Road down from the Hill? Can’t they develop the proper road at least from funds they generated from NRE? You may say that by that money we can purchase Gold Ornaments in Mangalore too, but can we guarantee the purity of Gold available in India?

    Its not about making NRE's happy or sad... but when you amend a law which is several years old and the new law which has been passed now again will stay for some more years then you have to plan accordingly considering the daily changes happening in the economy. Just ask any of your female family members what is the minimum grams of gold required for a female. The basic ornament a female wears is Ear wear, Necklace and bangles and do you think that you can buy all these things @ Rs 100,000??? And Also what will the price in next two three years?? So dont be bais look around you.

    Well said Rahil. I fully agree with your views. A law which suppose to stay for a period longer than a year should consider future inflation and changes in the global scenarios. While drafting the law they could have taken a cue from the applicable rates for "Liquor" which is once again based on the weight not on value.

    Querry
    1) Need to be Invoiced for Indian ornaments? (1st Exit with ornaments in hand)
    2) Were those only carried new are
    to be exempted upto 20 & 40?
    3) Are the total of the Old & the new without the Invoices for Old ornaments which are worn.

    PEANUT ALLOWANCE ....Average passengers carrying gold what is now stipulated.Unscientific and no benefit to the passengers.Do you think Air Passengers Passengers carried the gold what was earlier custom limit?Certainly not.By the by there are quantum benefit in purchasing in Overseas or in India.

    Reading some of the comments here, one thing is very sure for me, you cannot make NRE readers or passengers happy!
    When there was customs harrasment in Mangalore, people were pleading to increase the import value limit. Now when it is increased the want the quantity not value!
    This is height of arrogance.
    Just imagine when there was Rs 20,000 limit you were unhappy. Now Increased to Rs 1 lac, still you are not happy.
    What you would have done if they decreaased the value instead of increasing ?
    Common guys, appreciate the current step, and next year ask for better. but do not blame government or policies. We are citizens of India even though stay out of India....plsss

    I really appreciate the efforts of Daijiworld in this regard. I am happy that our concern is addressed a little but it is going to add further to our woes. I used to fly thru Mumbai or Bangalore instead of Mangalore due to the earlier harassment cases now everywhere this trouble will start. You have given a free hand to customs officials to make money. Instead of fixing value for gold they could have looked at the side of liquor which is on weights - i.e. 2 litres per passenger irrespective of brand or price. Anyway thank you FM for giving a Tuglak's gift to the second citizens of India!!!

    You are spot on Samarth. People do not realise that at least some initiative has been taken towards betterment first time after 1967. Isn't it great? It's not easy bringing in these changes since it has to be coordinated with many other govt departments, experts, govt needs to look into pros and cons of effectuating such changes. Let's hope that the change done today is not the permanent one as there is room for improvement. But right now appreciate at least the present initiative which has, am sure, eased a lot of problems to NRIs. We Indians have this in our DNA. We do not see and appreciate what we have but always crib and complain about what we do not have....

It will be about 15 soverigns ( 120 grms ) what will be the value of this gold. MAY BE RS 360,000. If so much of gold is found on the body of any lady coming from abroad , Is she required to pay the customs duty. This gold is always found on her body ( while going out of India )WHAT A STUPID FM

    Mr. krishna, Mangalore - if a person is wearing more gold than suggested while leaving India then there is a option to gold where you will have to fill up a declaration form available near the immigration which will be signed and stamped by the concerned officials. While returning you can show that form at the customs and you will be cleared without any hassle

In the case of gold why do you want to buy foreign made ? why cant you buy made in India and promote Indian craftsmen and manufacturers?     Since we can’t expect much more from UPA and person like Chidu, we have to be happy what we have now. But worrying part is I think all over Indian Airports, now Customs Officers will follow the rules strictly and harassment of passengers will increase too. Best way to counter attack this rule is, denounce purchasing Gold for good. People should wear minimum Gold ornaments like, one engagement or wedding ring, one simple Mangal Sutra, one light weight Bracelet & Chain for Men or Children, etc. For that matter we have to appreciate one such cult in Christians who prohibit wearing Gold or Diamond Ornaments

    Dear KRPrabhu, Kudla/Bangalore. If not mistaken, from your end, there is calculative error by mistake.

    For 50,000/- approx 2 pounds ( 16 grm/ 22 carrot) and 100,000 ( 32 gms/ 22 carrot) ornament can be bought in. Instead of pound, u have written as gms in your comments. One pound is 8 gms for gold purchase calculation.

    Still it is better than previous one but require to be increased to at least 200,000 for every passenger.

    The present gold rate for pure gold is around Rs 3,000/-per gm. That means around 16 gms for men and 32 gms for women. Since the gold rate is fluctuating on a daily basis, its better to fix the limit in terms of weight than in terms of value.

    This is nothing "Adda gode mele deepa". Limit should be on the weight of Gold to be allowed to carry & not on the value which keeps fluctuating day by day. Today whatever value a NRI may argue with the customs agent, they will pull out a pricelist(inflated one) telling that in India it is costing so much, so you have to pay duty. If a person intedns to buy a gold today of 50K in a hope of investment cannot take this to India may be after 3 months if he decides coz the rate by then would have been 55K.

    Anyways at the end of it some thing is better than nothing.

A small correction the grams should have been 20 grams and 40 grams to male and females. But still it is not the proper way for adding another problem in our already stressful experiences at airport customs. Ideally it should have been 50 grams and 100 grams to male and female respectively.

This increase is nothing but still harras the NRI's by customs officers because 50 gms gold worth is nothing for women who are wearing a necklace earrings, bracelet and Ring that too without precious stones !!     It appears that Chidambaram has no knowledge of outer world.For a NRE male passenger the limit for bringing gold is Rs.50,000/- means little above 2 gram of 24 K ornaments/gold.For women it is Rs.100000/- means 4 gram of 24 k gold!What a stupid rule.In fact most of the people go to overseas by sacrificing and with a fond hope of doing some good living for his/her immediate family members/depenents.Govt does not understand the plight of the people.They are owners of milllions of worth cash/assets in illegal way.

    In 1991 when the limit for the gold was the price of the yellow metal was Rs. 3451.52/10 grams. Today the price is around Rs. 30,0000 per 10 gram. The limit should have fixed based on weight of the gold rather than value of the Gold. PC should have taken a leaf out from duty on import of liquor where the limit is two liters irrespective of value. We are going to face the same problem at the airports and need to ask the govt to change the limits linked to the weight.
