Bangalore: Poor start for AAP govt, law minister appalling, says Santosh Hegde

Bangalore, Jan 18 (PTI): Former Karnataka Lokayukta Santosh Hegde today said the beginning of the Kejriwal Government in Delhi had not been good, as he flayed Law Minister Somnath Bharti's vigilante style raid and his calling a meeting of judges.

"Two things the Delhi Law Minister Somnath Bharti has done are certainly wrong - creating a scene... and convening a meeting of all judges of courts," Hegde, a former Team Anna member, told PTI here.

Bharti is at the centre of a raging row as he tried to raid an alleged drug and prostitution ring but the police refused to do his bidding citing lack of warrant. He had a verbal argument with a police official after he refused to conduct a raid at a building.

"I saw the interaction between the law minister and the police at the crime spot. It is not something that a minister should do, however enthusiastic he may be," Hegde said.

Hegde said the minister cannot rebuke any police officer in public, but should take administrative action against them if the directives are not carried out.

Bharti's surprise raid attempt had ended in a roadside argument between him and the Delhi Police, who said he tried to force them to conduct a search on a building late on Wednesday night without a warrant, and question women, maintaining sex workers were hiding in the building.

The minister claimed he had received complaints that Nigerian nationals were involved in sex trade and drugs and he had decided to "catch them red-handed", along with the police.

On Bharti's attempt to convene a meeting of the judges and scolding the Law Secretary, Hegde said the government does not have any power over judiciary.

"The power of administration of judicial system lies with the High Court. The power of the state government is only with regard to providing infrastructure," he said.

"If there is any shortcoming in the administration of judiciary, the Chief Minister should sit with the Chief Justice and talk to him. He cannot call a meeting with the judges, advise them what to do and what not to do," he said.

Hegde said the beginning of Kejriwal government has not been good, but it has the all the chance of improving.

"They should realise one thing that they are first-timers (in politics). They should be careful in not showing themselves as a novice. The best thing for them would be to takle some advice from the executive," he added.

    Because you welcomed criticism,I would like to put forward a few points where I stand to defer to you.
    1. Mr.Parikar is also a IIT guy running a government in Goa and doing a fine job, no corruption, stopped mining in Goa
    2. Kejriwal may be a man of substance, but his actions do not match his words. He has taken a U turn on every decision he has taken so far.
    3. Kejriwal's team consists of convicted criminals like Binayek Sen and people with Anti India stand like chenoy who have openly supported people like Osama bin Laden and also called for a war against India.There are people like Prashanth Bhushan who are just stupid to say that there should be a referendum in Kashmir.
    4.All those people whom Kejriwal said were corrupt before elections are now suddenly clean people. What happened to Vadra allegations?? He has power now,,he should investigate.
    6.When his party men are found guilty of any corruption, he immediately gives them a clean chit like in the case of Shazia Ilmi.
    7.What was the reason he was never transferred out of Delhi, unlike honest officers like Durga Shakthi Nagpal and Ashok Khemka. he even used influence from Sonia Gandhi way back in 2003 to stop his transfer.
    8.Just to get some votes he says Batla house encounter was fake, which was proved genuine in the court later.
    9.Governments of BJP in Gujarat and MP have been elected successively for 3rd and 4th time, which means they are doing good work.
    10. Gujarat stands at the No.2 position in corruption Index, meaning it is the 2nd least corrupt state in India, the most corrupt being West Bengal.
    11.There is a religious place in Delhi that owns more than 4 crore as electricity bills. Will Kejriwal ever do anything to collect it?
    12. Giving subsidies is not the solution to the problem. U said everyone was corrupt and now U are subsidizing the same corrupt companies?
    13.Lastly, why AAP is not responding to RTI queries regarding its core committee members
    Let them prove in Delhi First

    You call that a small mistake?? A law minister breaking the law is a small mistake?? Making racial comments, calling them black people, prostitutes is a small crime for you?? Raiding a house without a warrant is a small mistake?? No women are allowed to be taken into custody after dark and yet you ask police to raid and arrest them, knowing that it is against the supreme court's order not to detain women after dark. Calling a meeting of all judges is a small thing??? Does he not know that the judiciary is not controlled by political parties?? He named the rape victim, is it a small mistake?? All diplomats of African countries complained against the Ministry of external affairs against the racial attacks on innocent women. When a Indian actor is frisked and detained in USA, we make a big issue and say racism. When our minister is called African ladies Black, Prostitute and makes a scene outside their houses after midnight that is ok with you??? They are made to give urine samples in the open, is that ok with you? AAP members surround their cars for 2-3 hours, is that ok with you?
    Where was the media during the recent Deralkatte attacks, Mr.Peter ?? Have you seen the news on any major national news channel even though the crime was more serious in nature? Giving freebies do not make a great CM. You cannot give subsidies forever.
    Regarding your comment those who love India should stand by AAP..This is utter nonsense. Stand by AAP for what?? To have Kashmir gifted to Pakistan?? To give a free hand to Naxals by removing army personnel??To spoil relations with all African countries by calling them black?? Having traitors and convicts like Sen and Chenoy who called for all separatist groups in Kashmir to come together and fight against India?? AAP main agenda was corruption. What have they done against corruption so far. Transferred 800 Jal board members - again a stunt as you cannot transfer them to Mars. They are still in Jal Board. I think No Indian will support this party

    For a small mistake of AAP, both BJP and Congress, along with Media made a mountain out of a mole. AAP is a trouble now for corrupt congress and communal BJP. Yesterday during a debate on NDTV BJP spokesperson Shyna along with Congress spokesperson was trying to portray AAP as the worst political party in India. They fail to see what they have been doing under their rule. Shyna was strongly criticizing AAP for raid in Delhi as if their govt. is spotless. I guess she was deaf & dumb on Pub attack, Morning Mist attack, Ice cream parlour attack in Mangalore under her own govt. They even were planning those failed heros, jail birds to honor for their coward act. Or maybe she thinks whatever BJP does is legal and others doing is illegal. AAP is the only hope of India and those who love India should stand by AAP and let it grow in wisdom and governing experience. Honest people like Justice Santhosh Hegde can be a great asset to AAP.

    Yesterday in the interview, Kejriwal openly said that Delhi Police collecting money from Auto drivers and taxi drivers and its collected for Home minister, Mr.Shindhe....and that is the reason Shindhe is not able to suspend 2 police officers! Its unbelievable, a Chief minister hitting on Takla Shindhe's head and do you know.....!no words from both Congress and BJP parties. No other politician has that capacity like Kejriwal.(Delhi police is not under Delhi Govt...its a central tool..please remember also a ex-railway minister Pawan kumar Bansal who caught accepting bribe by his nephew.

    it is because good people like justice Hegde not doing their part well and right we have a India of this sort. good people must act wisely before any incident takes place and stop gonging after the incident saying i knew it it will happen, they should have done this etc. AAP is the only hope and only because they are hell bent on setting things right they are doing so. let them make mistakes and learn. rather than loot the country. they are a beacon of hope for new India.

    Mr Hegde there are several FIRs lodged against those African women for flesh trade & drugs but police has done nothing. So as a citizen of India he has done his duty, You want him to sit quiet...Nothing will move if Congress or BJP or any other party rules this country..System should change..AAP is new, they are learning if you think you are better, please join any Political Party just like your father (i am also from Kowdoor village where your father came from) did by joining BJP.

They are making major mistakes very frequently. Arvind Kejriwal is now a CM and not a activist that he will sit on a fast to get things done. AAP must learn to govern first.     The formation of AAP government in Delhi and India getting independence on 15th August 1947 looks similar. We were fighting against British rule and striving for azad Inida. When we got freedom we were not prepared ourselves to rule had no experience of ruling / administrating the country. Forming the constitution took 3 years. Politically, we are failing to rule / govern the country effectively. Last 66 years, politicians and bureaucrats looted this country like anything. The frustration of the public against corruption emerged in Delhi (ramleela maidan)and all over the country under the leadership of Anna. Politicians challenged these agitators come to the parliament / assembly and make law experience governance led to the formation of AAP. Its new government like the one formed in 1947. However the corrupt parties like Congress, BJP, JD, Samajwadi, Lokadal, Lalu's party, bahujana samajawadi will try to pull down AAP using all their resources. This is the testing period for the skills of kejriwal and the newly formed AAP party. AAP is now started farming their constitution like what Indian government done in 1947. AAP was not sure that they are going to win in Delhi to the level of forming the government and had no concrete plan / strategy to govern the state. I wish to let Delhi get corruption free governance by AAP.

    Dear Friends, If you had watched interviews of Arvind Kejriwal by Bharka Dutt in NDTV-Hindi yesterday anybody will become his follower...! He speaks from his heart... He is a IIT guy. He is not Laalu Prasad, who ate foddar and made profit for India out of bankrupt Railways(Of course auditors from Congress only..)He says Congress is not a oppositoin for AAP as Congress is going back to its roots that is dust....!
    Kejriwal is a man of substance.All the political bigwigs afraid of debate with this man as this man is sincere to the core....! Kejriwal may make mistakes, but not the scams....! Any of us know how much trillions of rupees went in drains due to scams...? No...we dont want to know.When Kejriwal said all the political parties involved with Riliance and indirectly corporate offices running our country nobody had the guts to stand against this duminitive personality.....! Dont you see BJP and Congress are corrupt and corrupt....
    A.K.Antony and M.M.Singh's simple life is a mask to hide Congress's ill gottan wealth..... Can you beleive that? No..we dont want to know.and Gadkari, Power the maratha strong man...all are dipped till the nose in corruption....We need a change no matter in what form..but definately Arvind Kejriwal is a option for us.-

    I agree fully with Dr Hegde. I am not familiar with Indian politics . I understand that AAP has been demanding a India free from corruption. Their innings in Delhi has been a bit bizzare. Surprised to see a law minister in Delhi who himself is embroiled in cases and recently found to have hurled racist abuses condemned by several eminent personalities and he still gets support from the CM.
    One thing for sure talking against corruption is one thing ,governance is another thing. May be AAP has to learn that.

    It is unfortunate that we have an irresponsible Cowboy Law Minister in Delhi who openly breaks the law. His main priority appears to be controlling sex trade & doing moral policing while there are so many other bigger problems/criminals in Delhi. Actually, regulated sex trade will be good for Delhi as it is likely to reduce the number of rapes. The Law Minister should go after the street goonda’s and thugs in Delhi, instead of running after foreign women.
