'Automatic US visa for new Indian leader'


Washington, Apr 1 (IANS): Amid a Congressional report that Bharatiya Janata Party leader Narendra Modi will be automatically entitled to a US visa if he becomes prime minister, the US reiterated it would work with whoever Indian people choose.

"We will work with whoever the people of India decide should lead their country," State Department spokesperson Marie Harf told reporters Monday.

"We believe it's a critical partnership, and we're moving forward with it," she said when asked about a recent memo from the bipartisan Congressional Research Service.

The memo covers queries from lawmakers regarding visa policy for Modi, who was denied a US visa in 2005 over his alleged complicity in the 2002 Gujarat riots.

Asked if that included Modi, the spokesperson who claimed she had not seen the CRS memo, said: "Well, I think it remains to be seen what the outcome of the election will be, so let's not try and do too much predicting in here."

"Secondly, we have a very close - very, very close - relationship with India on a whole host of issues, whether it's energy, the economy, environmental issues, security issues, a whole host of issues."

"That has not changed. We look forward to growing that even stronger," Harf said. "The people of India get to decide who leads their country. We'll work with whoever they decide."

The March 18 memo from Ruth Ellen Wasem, Specialist in Immigration Policy at CRS said If Modi "were to become Prime Minister of India, he would automatically be eligible for an A-1 (diplomatic) visa as head of state, regardless of the purpose of his visit."

Immigration and Nationality Act (INA) "further provides that the grounds for inadmissibility - excepting specified terrorist grounds and documentary requirements establishing identity - do not apply to those on A-1 visas," the memo noted.

"This provision, often referred to as diplomatic immunity, allows the President of the United States to proscribe other exceptions to immunity as necessary through rules and regulations."

The President, however, does have broad authority under the law "to prohibit the entry of any foreign national whom the President deems would be detrimental to the interests of the US," the memo noted.

Meanwhile, Harf also denied that the sudden resignation of US Ambassador to India Nancy Powell Monday was in any way "related to any tension, any recent situations" between India and the US.

"There's no big behind-the-scenes story here," Harf said suggesting Powell "has submitted her resignation to President (Barack) Obama, as has been planned for some time, and she will retire to her home in Delaware before the end of May."

"This is the end of a distinguished 37-year career - I think after 37 years, she deserves to retire," Harf said. "But I want to dispel any rumours out there that this is related in any, to anything besides her long-planned retirement."

"It's not at all related to anything happening in the relationship, it doesn't indicate any realignment of the relationship," she said.

Harf described India-US relationship as "an incredibly key partnership that will continue under our team there and under whoever is named the next ambassador."

"Obviously, the relationship between the US and India isn't about one person, while incredibly important.

"It's about the whole host of officials that engage, from Secretary (of State John) Kerry and others at the White House and here on down," Harf said.

    First of all, one should think of how to cross the river when he actually comes across one. Why worry about what will happen based on such remote possibility?
    If the innocent public elects even a dumb fellow, it is expected that he will be still treated as head of the country. There are so many such unfit persons in the world as head of the country. So why worry about such possibility. People will learn by mistakes. May be under the present situation in India, one cannot find a capable leader and ultimately some one like Modi also may get elected. One has to be prepared for all type of disasters.

    OHhhh this is the great news. But we can see how Big Brother is changing his cassettes from time to time. Till yesterday no change in stand and today actually, frankly but firmly visa is not a criteria to invite NaMo to USA if he becomes PM of India.     India, being a member of the United Nations, any member nation, including USA has to give a diplomatic visa to a person who becomes the head of state, as per international convention. It can be Modi or anyone else. However, the tourist visa, which was denied to Modi as a citizen of India is out of this criteria and still remains under scanner.

    The US is only positioning themselves to avoid embarrassment should Modi becomes PM by hook or crook or accident or a fluke.

    Should the NDA come to power without Modi as PM I believe the US visa ban will stand.
    This is a possibility as the NDA might need the support of Mamata, Jaya or someone else to reach the magic figure and these persons may lend support on condition that Modi is never made PM. It is very likely that this situation may arise !
    So guys relax !

    Modi USA visa chapter is a biggest joke in Indian History.One of the Modi supporter says,Modi is challenging USA visa department by contesting PM election. So that he can go to USA and have his favorite Gujarathi Dokla and dishes with Patels of USA. People apply visa for many countries and many get rejected, but this is the only case a person on fray of PM race to visit the USA.
    I doubt by the time he gets a USA visa ,the people who invite him may disown Modi to save their green card status.It happened once already.

    The whole world knows the Indian Judicial system,and court verdicts.So they sitting in USA have a complete report from various NGOs and UN offices who provide ground reality and his visa was rejected.Our police system is weak and failed in providing evidence in prosecuting Modi.If not then why the IPS officers are suspended by the Modi government soon after court verdict just because they revealed the truth to the media.
    There is strong reason for visa rejection by UK and USA governments.Do not underestimate these visa rejections,it is not insult to the Indians but it is a exposure of our weak judicial system.

    The person who is in Japan is not a PM aspirant of our great India. For the person who is in Dubai may be thinking it is his heaven and dancing with a hope to get US visa for Feku, PM candidate. Like someone said if, if, if, if at all Feku become PM, CM or DM, I will have to earn my bread in Japan and you will have to slog for 'kubus' in Dubai. For your information, I am not in Japan to do the research whether it is more corrupt than India or not. Thank God, I am very much happy in Japan and the people here are very much hospitable, kind, understanding and well educated. When I talk to them on religion, they listen attentively and never attack me accusing of conversion. Unless like some people, I am not of a nature to accuse/blame/insult the country which allows me to earn my livelihood. I am always grateful to this great country - Japan.

    On what basis you are dragging the name of Dalai Lama along with China. Don’t forget that your own congress govt. gave red carpet invitation to Dalai Lama when he fled his country after 1959 Tibetian uprising (China took over the control of Tibet). The same congress govt. allotted posh hill station areas to Tibetian for their settlement in India soil. In one way you are insulting your own leaders.
