Bengaluru: Bills introduced to make Kannada compulsory in school


Bengaluru, Mar 27 (PTI): In a two-pronged move, Karnataka government on Thursday introduced bills to make Kannada language a mandatory subject in classes one to ten in schools affiliated to the state board and also a compulsory medium of instruction from classes one to five.

The Kannada Language Learning Bill, 2015 seeks to make Kannada a mandatory subject in classes one to ten in all schools affiliated to the state board.

In tandem, a bill to amend the Right to Education Act was also introduced by Karnataka Primary and Secondary Education Minister Kimmane Ratnakar.

The bill amended Section 29 (2) of the Right To Education Act to change the provision "medium of instruction shall, as far as practicable, be in mother's tongue" to "Kannada or mother tongue will be medium of instruction in primary schools" from classes to one to five.The amendment would help the government in its arguments before the Supreme Court when the curative petition is taken up.

The Supreme Court had rejected a revision petition filed by the state government seeking review of its ruling which upheld a Karnataka High Court judgement striking down an order issued by the state government in 1994 to impose Kannada or mother tongue as a medium of instruction in primary schools.

The curative petition filed by the government is yet to be heard by the Supreme Court.

The cabinet had on March 19 approved the proposed amendment bill before tabling it in the assembly.

Yet another bill to amend Karnataka State Civil Services (Regulation of Transfer of Teachers) Act, 2007 was also introduced, which seeks to increase the cap on teachers’ transfer from the present five per cent to eight percent.

 

Amendment bill to increase transfer quota of teachers

Bengaluru, Mar 27 (DHNS): The government has introduced an amendment bill to increase the transfer quota of teachers from the present five per cent to eight per cent for government schools.

On Thursday, Minister of State for Primary and Secondary Education Kimmane Ratnakar introduced the amendment to the Karnataka State Civil Services (Regulation of Transfer of Teachers) 2007, in the Legislative Assembly.

The amendment states that transfers in a unit of seniority shall not exceed five per cent in the case of public interest transfers and three per cent in the case of inter-unit of seniority transfers. “...And, totally it shall not exceed eight per cent of the number of sanctioned posts of teachers in that cadre in that unit of seniority,” states the amendment.

The bill states that if both the spouses were government servants, and the teacher has served for at least three years in existing unit of seniority, may also be transferred to the place, or nearby place of working of his/her spouse through counselling, depending upon the availability of the clear vacancy not more than twice.

On mutual transfers, the bill has introduced an amendment which places a condition that both the teachers must have completed a minimum period of three years of service; must be, otherwise eligible to be transferred to that zone, or must have minimum of three years of service left. The amendment states that mutual transfers shall not be allowed more than once in his or her service and shall not be eligible for protection of seniority.

Karnataka govt has been impsoing their language on non kannadigas such as Tuluvas, Konkanis, Kodavas, maratis, Karnataka tamilians, and kannataka telugas.     Languages in schools must be the choice of the student and not forced down.Kannada medium instruction cannot be made compulsory as the childs foundation in English becomes week. For any job or vocation English communication skills are v important.Actually the govt. in todays developed world should make English compulsory and Kannada as an state language subject which he or she has to learn .

    We people should learn from tamilians , keralites and telugu people how these people kept thier language alive. Hatts of to them. We people are over educated that we feel shy to speak kannada.Other state people can easily live in karnataka. But we people can not live a single day in chennai or kerala because they wont speak with us in any other language than thier regional language. Hindi is not language for south. North people think that they are very smart than us. But they dono that most of the labours in sothern states are from north.

    Whether this rule of compulsory Kannada will be applicable to CBSE schools also? CBSE schools give importance to only Hindi or Sanskrit as second language and they never teach Kannada.

    Thanks to CM Siddu & his govt, the opposition BJP & JD(S) for their support for introducing the bill to make Kannada compulsory in Schools.
    Kannada is our state official
    language, which is ancient and is rich in literature & culture, Kannada has been given classical language status, most of us did our early education in Kannada, many people who studied in Kannada medium schools have excelled in their profession, best & perfect example is Late Sir Dr. M. Vishwesharaya, Present South Indian super star Mr. Rajnikanth also studied in Kannada medium school in Bengaluru. Ex cricketers like Mr. Anil Kumble, Mr.Javagal Srinath, Mr. Brejesh Patel, Mr. GR. Vishwanath, all did their early education in Kannada medium schools. So as many people who are living abroad and working in high & respective professions, had their early education in Kannada medium schools.Everyone who wants to settle in Karnataka should make an effort to learn & speak Kannada.

    Why imposing Kannada in coastal district. Here no one has mother tongue Kannada, they should give importance to local language rather than forcefully imposing Kannada language! First take necessary step to include Tulu language in the 8th Schedule...

    Welcome move by the government. Same should be made compulsory for any school running in Karnataka (irrespective of boards). Kannada as a mandatory subject is good but not as a mandatory medium of instruction.

    Additionally, Govt should do radical reforms like having more Navodaya schools, Increased qualification of teachers, focus on communication skills as part of education, Having more Job melas in different parts of Karnataka enabling IT companies to hire people from different parts of karnataka.

    Disappointed to see comments of some of the mangaloreans who act like born in UK.
    First of all nobody is asking to make Kannada medium of instruction which would have been wrong. The law asks to make Kannada one of the mandatory subjects. whats wrong with that? The very same people learn Tamil to tamilians settled in Karnataka. Karnataka ppl have lowest self esteem, pride about their language, culture.

    If you look at the article carefully, it says to make Kannada as the compulsory medium of instruction for classes 1 to 5.

    Note that the SC in the past has said that it is a student's right have the mother-tongue as the medium of instruction.

    We are talking of class 1-5 only. In these years children are still in exploration mode. There is ample time to master English.

    I do not think it is a grave matter per se. But if constitutional right is infringed upon, then it is a matter of concern.

    Kannada is needed but can Karnataka afford the jobs to all students studied in this state.It is practically impossible and in the global market one should have good command over english.Why should a student have to study 10 years in Kannada.Instead keep kannada as only language but teach maths ,science,social studies in English after 5 or 6 standard.
    As a case study let me narrate my own experience.I studied in kannada medium upto SSSLC.When I got admission to PUC I was able to understand only 50% in the class room.It took nearly 6 months to progress little more.When I got into Engg.college my communication skill in english was very poor.Eventhough I scored well in engineering I was nervous while attending interviews.Initially I did not find suitable job in Bangalore.Finally I landed in gulf and presently doing a job which is not linked to what I studied in my college.Let us not play with the future of million students.Some kannada words learnt with difficulty are useless for rest of the life.For example,
    1.Specific gravity = Sapeksha sandrathe
    2.Enzyme = Kinwa
    3.Acceleration=Vegothkarsha
    4.Mollascs= Mradwangigalu
    5.Vertebrates=Kasharukagalu
    8.Photosynthesis=Dyuthisamshleshane
    There are thousands of such words.My question is why should a student have to study a tough kannada word for 10 years which will not be used either in PUC or in Engg/Med.College?

    Dear Rohan, I agree with you in that making regional language a medium of instruction is not good. But trust me, there is hardly anybody from Karnataka getting jobs in Bengaluru & most of the Tamil/AP guys I see are not from English medium school. Some of their english is pathetic which just shows medium of instruction is not the reason why we are not getting jobs.

    China actually has many major languages. Some of them are spoken by more people than is Kannada. But the official Chinese policy does not allow provinces controlling the central government. So all provincial languages are suppressed, by declaring them as dialects. 98% of Chinese do not speak Mandarin. However, that is the only language allowed in the Government transactions and education.

    Nehru too had similar thoughts on introducing Hindi/English. But the regional people started fighting over the importance of local languages. So the states were created based on languages (ignoring of course many languages where there are relatively fewer speakers).

    But, Karnataka State is obsessed with Kannada usage.

    I feel you are going a bit too overboard in your fascination/admiration for Kannada. Kannada is just another Dravidian language with more influence of Sanskrit than any other Dravidian language. 'The unique way' that you are referring to is due to the fact that Kannada, just like any other south Indian language is phonetic and so is Hindi, Spanish, German, Polish etc. English isn't phonetic. Don't know what do you mean by 'English isn't a skill but language'.

    At the same time improve the standard of English subject in Kannada Medium govt Schools so that by the time a Kannada Medium student passes SSLC he should be able to speak English fluently. Because for his independent career English is as important as Kannada within state. But all the students may not get jobs within state, so outside our State English can get him better job opportunity.
    If Govt takes the responsibility of providing Jobs to all the 100% students who pass SSLC or Graduation from Karnataka then imposing Kannada is alright. But is this ever possible ?

    On May 3, 2014, Supreme Court rules that "a government cannot impose a language, including the mother tongue, as the only medium of instruction for primary education". It would be reasonable to assume that the SC took into account the provisions of the Constitutional rights of the citizens in determining that rule.

    Common sense would suggest that is grossly unfair for a State Government to ignore the choices that residents in the state want to make in the medium of instruction thay want for thir children. Of course, the SC went further. It made it illegal for a State Government to do so.

    So, if the Karnataka Government pushes this bill, it would be going against the SC ruling.

    Very good move by the government..
    It's nothing but a decision taken after sidduji met modiji..
    Given importance to our various languages..besides a optional subject english..
    Is it not countries like France/Germany/China is surviving and progressed to call a Developed Country..
    It's due to Britishers who entered other's home in more than seventy
    countries.. english full-fledged..!!
    Where are they now..everybody have there own time..!!
    Anyhow 'Sanskrit' is mother of all the languages..!!
    If anybody make research in any subject..everything at the end..reaches to India itself..because it's God's Country..given all the things at one place.

    Kannada is one of the oldest language of this world. Kannada is the perfect language, that means whatever is spoken in kannada, can be written uniquely. Each character in kannada script is unique by its way and has unique pronunciation. Just because we need english, Kannada can't be ignored. English is not a skill, but just a language. So it is a good move by the Govt and I hope Supreme Court will honour this.
