'Rao's name figured in Ramaswamy panel report'


Bengaluru, Jul 1 (DHNS): To add more trouble to an embattled Lokayukta, the Administrative Reforms Advisory Forum, an NGO, has stated that Justice Y Bhaskar Rao’s name had figured in the A T Ramaswamy Committee Report as one of the beneficiaries of the Judicial Layout sites.

Forum president B H Suresh, in a press release, said that in 2007, the House panel probing the government land-grabbing cases had mentioned about Justice Rao. “It has come to light that Lokayukta Justice Y Bhaskar Rao had illegally got a site in the Karnataka State Judicial Employees’ House Building Co-operative Society.”

He also accused Upalokayukta S B Majage of illegally acquiring a site in the same layout.

Suresh pointed out that one should not have a site or house in Bengaluru to get a site from house building cooperative societies.

Advise ombudsman to step down: Ramaswamy  to Governor

Bengaluru, Jul 1 (DHNS): Anti Land-Grabbing Action Committee convenor A T Ramaswamy has urged Governor Vajubhai Vala to advise Lokayukta Justice Y Bhaskar Rao to immediately step down from his post to uphold the dignity of the Lokayukta institution and to facilitate a fair enquiry.

In a four-page letter to Vala, Ramaswamy, who had come out with a detailed report on land grabbing that set the pace to retrieve common land, said the action was necessary because Karnataka had already been perceived as the most corrupt state in the country and world over. Not restoring faith in the institution of Lokayukta would only make this perception a reality, Ramaswamy said.

He demanded that the governor set aside the Central Crime Branch inquiry, ordered by the Lokayukta, and take suitable steps to get the matter investigated by a special investigation team, comprising members of ‘impeccable integrity’.

Ramaswamy quoted Upalokayukta Justice Subhash Adi who had said that when various cases against the Bengaluru CCB were pending before him, there was no reason to trust them to investigate corruption within the Lokayukta office.

    Why we have a culture of corruption?

    The eastern religions are mostly fatalistic. Things over which we can have positive control are also left by default to whatever god(s) there may be. We blame it on fate and relax. It goes by several names: qismet, mektoub, bhagya. So we leave tackling of the endemic corruption to the god(s), happy in the thought that these evil people will either go to hell or be brought to task on qayamat, the judgement day. The fact that it is making hell of things right here and now in this very life that we have matters not a whit.
    As societies we have not progressed beyond the immediate extended family. The awareness of civic responsibility and public duty has not taken roots in our culture. Thus, people will maintain their homes in spotless condition but dump the garbage right outside their doorstep. They will spit in public areas, not to mention take a leak on the roadside in broad daylight and full view (males only). They will protect their personal property but willfully damage public property, or at the very least, demonstrate a very cavalier attitude while using the public resources. It is also why people will debate endlessly and uselessly on how corruption in government and public services is ruining the country, but never lift a finger to take positive action against it.

    There is this saying by John Emerich Edward Dalberg Acton, first Baron Acton (1834–1902): "Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men". While I do not got to the extreme view implied by the last part, the remaining part is true enough. And particularly so for us. We have historically been subject to foreign powers for far too long. The British colonials were not our first masters, merely the last. And in being subjugated for so long, we had totally lost the art of self governance. Even now we refer to governance as something apparently other than us and different from us. The sudden transfer of absolute raw power to our own hands just after our independence in 1947 landed us in a royal mess. All of a sudden we were supposed to govern ourselves without a clue on how to go about it. And even 65 years after independence we have still not learned. Net result: useless administration and rampant corruption, where misappropriation of funds and resources is the norm rather than the exception.
    Ours is an authoritarian, indeed, feudal culture. The ones in authority and power positions are viewed with a good bit of awe. Even if people are aware that these powers that be are less than perfect, no one wants to challenge the power hierarchies, because it isn't just taking on an individual. It's taking on a complete system of corruption, which isn't for the fainthearted.

    corruption is not just a eastern phenomena dude.east, mainly india and china
    comprises 40% of world population.so it makes more noise as people are more therby corruption is more.
    you should have checked corruption index of western countries.germany,france,italy,brutain and east european
    countries are higher in that index.there is no much sound created by these countries bcoz thier population is miniscule.

    as far as subjugation of indians by colonials is concerned,india was under 800 years of colonialism.but india has 8000
    years of history behind it before colonial rule where at one point of time it ruled upto palestine to the west to tibet to the north
    to vietname to east.capturing others territory and getting captured by others were common during those days and europe saw more wars than
    what kingdoms within india saw.

    if you research the history of europe, central and east europe were also under colonialisation for hundred of
    years mainly by thier western counterparts like germany,france,england and russia.england was under french rule for 300 years and english was banned
    and french was imposed on britains.still britain recovered from it and then ruled
    the entire world.
    corruption has become global phenomenon and there is no east,west partiality to it.in east it makes more sound bcoz
    east has more than double the population of west.corruption cannot be controlled in the world but efforts should be made by citizens so that it is under control.

    There you go again comparing corruption with west. I have not said that corruption is only in India. but the scales are not similar.

    In west if a politician is involved in corruption the first thing he does is resign. but that does not happen in india. why is that? people will vote for that same person again and again. why?

    Take for example of the recent scandal lalitgate, Irani`s ed qualification... if it happened in the west the persons involved would have resigned and their political careers would have been over. It wont happen over here.

    This Bhaskar Rao is originally from Andhra.
    It is very difficult to find a honest man among Telugu people.
    Pl recollect how a man from Andhra promised Rs.600 crores to Pejavara Swamiji and then vanished with costly gifts given by Swamiji in a public function and another Telugu man promised to re-build Lady Goshan Hospital in Mangalore and vanished with all costly furniture of that Hospital five years ago.
