Two suffocate to death in Bengaluru manhole


Bengaluru, Aug 19 (IANS): Two civic workers suffocated to death on Tuesday in a choked manhole near a minister's house here, an official said.

"The incident occurred when one of the victims -- Prasanna and Sethu -- entered to clean the clogged manhole but fell into the slush and got stuck. The second victim climbed down to rescue the other but also got buried," the official told IANS.

Though the city fire brigade lifted the two from the manhole and rushed them to a private hospital, doctors declared them dead.

The manhole is located behind the official residence of Health Minister U.T. Khader in Jayamahal area across the sprawling Bangalore Palace grounds.

The Bruhat Bengaluru Mahanagara Palike (BBMP), which hired the two workers to clean the overflowing manhole, ordered an inquiry into the incident.

The civic corporation's sanitation workers association blamed the BBMP contractor for the tragic death of its members.

Elections to 198 wards of the BBMP are due on August 22.

Ministers U T Khader and H Anjaneya visited the bereaved families.

    The govt as well as most of its departments have no basic concern for the labourers and their safety.
    Ministers enjoy 5-star treatments.
    Labourers die due to departmental apathy towards them.

    The main reason of this accident was Lack of Safety awareness. Always Follow Safety Procedures while working in the Confined Spaces. Safety Training must be provided to the workers. Confined spaces may contain hazardous atmospheres, including insufficient oxygen, toxic (poisonous) air, or an explosive atmosphere. These spaces may also have physical hazards that may result, for example, in workers falling, being crushed or buried, or drowning. All confined spaces must be carefully assessed to identify any hazards. Gas testing is compulsory before entering the confined spaces.
    RIP for Prasanna and Sethu. Almighty God please provides courage to deceased family.

    This is due to lack of Awareness in Safety of their occupation. They should be trained by authorized third party institutes in " CONFINED SPACE ENTRY", " HYDROGEN SULPHIDE TRAINING/TOXIC GASES", "APPLICATION OF BREATHING APPARATUS" & Rigging & Slinging (For access-egress) etc.
    All this would take only a Day's training or lesser time. We can save life at-least in future.

    This is an utter carelessness of the contractor and ultimately the BBMP. Even our ancestors who were entering caves, were tying a rope to their waist and persons outside were pulling the man if they found danger for him or he himself would come out by holding the rope. National safety standard prescribes that persons who enter empty tanks, vessels and safety tanks have to use an oxygen mask attached to a small oxygen cylinder. I think safety is not given it's importance in our nation. A moment of carelessness may mean a lifetime of regret.

    Due to Lack of Awareness/ Safety Measures may be workers are not aware of the associated Hazards in the involved task. XYZ should train all the sewerage workers and should ensure all the control measures are in place before entering the Live Manhole. (Forced Ventilation Gas testing before entering Emergency rescue equipment Airline berthing apparatus and trained workers these are some of the control measures for the sewerage works).
    XYZ should investigate the root cause of the incident to minimize the reoccurring as a lesson learnt case. XYZ should improve the safety standards of their Organization.
