Bengaluru, Oct 21: The coastal districts of Dakshina Kannada, Udupi and Uttara Kannada along with Shimoga may be exempted from the implementation of E-Swatthu, (E-Property) scheme through which e-khatas will be issued to genuine properties.

This proposal is under the serious consideration of the State Government due to lack of demand for conversion of agricultural lands into non-agricultural purposes.

This was indicated to reporters by Karnataka’s Rural Development and Panchayat Raj Minister H K Patil in Bengaluru on Wednesday.

The Rural Development and Panchayat Raj, which is implementing the E-Swatthu, to curb bogus land documents and transactions based on bogus documents.

Under the new system, only properties that have the requisite conversions and approvals by gram panchayts would be recognised.

However, the scheme has not been successful in Dakshina Kannada, Udupi, Uttara Kannada and Shivamoga districts owing to more forest lands and availability of less lands in these districts for non-agricultural purposes.

The RDPR Minister H K Patil said Ministers such as R V Deshpande, Vinay Kumar Sorake and Abhyachndra Jain have been opposing the implementation of the scheme in coastal districts on the grounds that it has caused a lot of inconvenience to the people.

However, E-Swatthu has been successfully implemented in several north Karnataka districts.

But it was not successful in coastal districts owing to high urbanisation and difficulty in following plan regulations owing to shortage in the availability of lands, the minister said.

The proposal would be brought before the State Cabinet and the four districts would be exempted from the scheme after obtaining the necessary approval, Patil said.
