India did not tell us in advance about Art. 370 step: US


Washington/New Delhi, Aug 7 (IANS): The US on Wednesday denied that India had informed it about its intention to revoke special status to Jammu and Kashmir ahead of taking the step, contradicting media reports that said External Affairs Minister S Jaishankar had broached the subject with US Secretary of State Mike Pompeo in Bangkok last week.

"Contrary to press reporting, the Indian government did not consult or inform the US Government before moving to revoke Jammu and Kashmir's special constitutional status," the Bureau of South and Central Asian Affairs of the US State Department posted on Twitter, signed by Acting Assistant Secretary Alice Wells.

Some media reports had claimed that Jaishankar had spoken about the move to change Jammu and Kashmir's status by revoking Article 370 with Pompeo during their meeting in Bangkok on the sidelines of the ASEAN-led multilaterals and even earlier. One report had said that National Security Advisor Ajit Doval had spoken to his US counterpart John Bolton on the issue, and that the US was well prepared.

On Tuesday, in a cautious statement, the US said it has taken note of India's move to change the status of Jammu and Kashmir and that New Delhi has described it as "strictly an internal matter".

State Department spokesperson Morgan Ortagus voiced concern over reports of the detention of some Kashmiri leaders, and urged "respect for individual rights" and talks with those affected.

The US also urged for peace and stability along the Line of Control.

The statement read: "We are closely following the events in the state of Jammu and Kashmir. We take note of India's announcement revising the constitutional status of Jammu and Kashmir and India's plan to split the state into two union territories.

"We note that the Indian government has described these actions as strictly an internal matter.

"We are concerned about reports of detentions and urge respect for individual rights and discussion with those in affected communities.

"We call on all parties to maintain peace and stability along the Line of Control," the statement said.

On Monday, the Central government scrapped Article 370 of the Constitution that gives special status to Jammu and Kashmir and converted the state into a Union Territory with a legislature. It also split the state by hiving off Ladakh region and making it into a Union Territory without a legislature.

    But central govt should not bend to US pressure,Russia always stud with our support in all critical situations.

    This is purely an internal matter, why do we need to inform the US ? Their only concern is to see in what way they would benefit, US policy is Self Interest is supreme interest... They have no permanent friend or for, they support the Islamic nation's as they benefit from cheap oil, never mind the atrocities. See the way they ruined Iraq ???

    "The clause 7 of the Instrument of Accession signed by Maharaja Hari Singh declared that the State could not be compelled to accept any future Constitution of India. The State was within its rights to draft its own Constitution and to decide for itself what additional powers to extend to the Central Government. The Article 370 was designed to protect those rights. According to the constitutional scholar A. G. Noorani, the Article 370 records a 'solemn compact'. Neither India nor the State can unilaterally amend or abrogate the Article except in accordance with the terms of the Article."

    Best court is Kashmiri peoples court. Modi and shah have not honoured that Court by holding a referendum. All other courts are useless. This is BJP vendetta.

    Its okay to argue that the issue is internal to India. But one should remember Kashmir was part of India by accession and the very fact there were agreements for autonomy, state, and self administration. Overall it was under UN resolutions. POK and IOK is under dispute. Indian action was unilateral, no referendum, imprisoning the leaders which violates the spirit of accession and agreements. UN involvement is essential and US and China are part of 5 security council members.
