Udupi, Oct 5: Deputy commissioner of Udupi G Jagadeesha said on Friday, October 4 that nobody including person, shop owner, trader, wholesale or retail dealer should use carry bags of any thickness, plastic handbills, plastic decorations, flex, plastic kites, plastic plates, plastic tumblers, plastic spoons, and cling film, plastic sheet on dining table made from thermocol or plastic micro beads. The manufacture of those items, transport, storing, sale and distribution is banned from August 31, 2019. Imposing of fines will be inevitable if the rules are not followed.

Flex banners and unauthorised banners found in the corporation should be removed immediately. First time violation will attract fine of Rs 1,000, second violation Rs 2,000 and a police case will be registered in third violation and the trade license of the shop will be cancelled. Only banners made of cloth or paper, decorations, buntings and kites may be used. The banners should be removed after the time limits.

The day and the time when the banners will be hung should be informed to the concerned police station. Security person should be deployed and CCTV camera should be arranged when it is hung. The banners should not cause problems for traffic. Banners should not be hung at dangerous curves, national highways and dividers. The approval number, date and the duration should be mention on them.

Traffic department, commercial tax department, police department, forest department and local organizations should prevent at check posts entry of banned plastic items from other states into the district.

A meeting of the associations and office bearers of hotels and restaurants, fruits and vegetable venders and shops and commercial outlets should be called to persuade them not to use plastic items. People and shop owners should be directed to use cloth bags instead of plastic carry bags.

Plastic items should not be used in temples or religious places. Devotees should be asked to bring items for poojas in cloth or paper bags and steel or clay pots. A board that plastic is banned should be hung inside and outside their premises.

A similar board should be hung in hotels, restaurants, fruits and vegetable vending outlets and shops.

Local groups and gram panchayats should take steps to implement the order of plastic ban. Children in schools and colleges should be made aware of the ban and people should be informed about the ban by advertisements.

Karnataka pollution control board should order for closure of industries manufacturing plastic. Raids should be conducted on shops and malls selling plastic items. Banned plastic items should be confiscated and fines should be imposed on them.
