US welcomes India's 'clean app' policy banning Chinese apps

By Arul Louis

New York, Jul 2 (IANS): US Secretary of State Mike Pompeo has welcomed India's ban on 59 Chinese apps, saying the "clean app" policy will promote India's national security against the Chinese Communist Party's (CCP) spying on the country.

"We welcome India's ban on certain mobile apps that can serve as appendages of the CCP's surveillance state. India's 'clean app' approach will boost India's sovereignty, will also boost India's integrity and national security as the Indian government itself has stated," he said while briefing reporters in Washington on Tuesday.

India's Electronics and Information Technology Ministry has banned the 59 Chinese apps, including the popular TikTok video app, saying they opened the way for "elements hostile to national security and defence" to exploit them to "ultimately impinges upon the sovereignty and integrity of India".

Pompeo also praised the action by Ajit Pai, the head of the US Federal Communications Commission (FCC), against two Chinese technology companies.

"I applaud FCC Chairman Ajit Pai's for designating Huawei and ZTE as national security risks," he said.

The US has campaigned for India and other countries to ban Huawei telecom equipment because the company under Chinese law could be made to spy on countries using them.

India has stopped the telecommunication company from using Chinese equipment.

Before Pompeo's briefing, the US government issued a notice cautioning US companies against using equipment made in the Chinese province of Xinjiang or providing surveillance equipment citing what it said were human rights abuse there, including the use of forced labour.

Pompeo said, "CEO's should read this notice carefully and be aware of the reputation and economic and legal risks of supporting such assaults on human dignity."

While the administration of President Donal Trump, which is fighting Chinese espionage and interference on many fronts, would want to ban Chinese apps, it would have severe legal barriers unlike in India.

Foreign Investments in Reliance Jio is also a security concern for the nation. There has been a rush of stake sales in Reliance Jio to international investors. Questions relating to whether the government has addressed national security concerns while allowing these foreign investments remain unanswered.

Is the government exercising similar oversight on investments from other parts of the world, especially investments in telecommunications that may have a bearing on national security concerns?

According to the FDI guidelines issued in June 2017 by India’s Foreign Investment Facilitation Portal, “telecommunications” is one of the sectors in which security clearance by the Union Ministry of Home Affairs (MHA)––following a review by the Ministry for External Affairs and the Finance Ministry, in addition to a clearance by the Department of Telecommunications in the Ministry of Communications––is required to be secured by companies seeking foreign investment.

Sales of stakes in a telecom company is a risk-prone area for the government of India. In this case, in addition to Jio Payments Bank that will run on SBI’s platform… on the SBI YONO App, Reliance may obtain access to SBI’s database and digital platform. This, in turn, would imply that the entire database of India’s biggest bank in the public sector would now be potentially available to Facebook and WhatsApp through their association with Reliance.

The PM Modi's government has compromised the national security by transferring the stake from China to US.
Reliance Industries Limited, which is the parent company of Jio Platforms Limited, also has Jio Payments Bank Limited as a subsidiary. Through an agreement with the State Bank of India, Jio Payments Bank limited has access to the SBI’s account database and platform. Does foreign investment into a corporate group that has such access, constitute a threat to national security?

I am happy that we are banning everything that is Chinese and we should do more so that we get out of the Chinese fear.

. But the USA is not doing the same, they have all the Chinese applications with them and also buy Chinese materials even at higher duty

The USA will be happy as we will buy more weapons for our safety to keep the Chinese ghost alive. Even they banned or put more duty on Indian steel and nuclear equipment. The H1-B visa ban nobody protested.

EU has claimed over the years that the US apps (of all sorts) collect a lot of user information.

So, I don't think India is protecting the user data much by banning the Chinese apps.
