Udupi, Dec 24: BJP is the winning horse. Congress party is waning in popularit, said state higher education and district-in-charge minister Dr V S Acharya.

Minister Dr Acharya was speaking after releasing BJP’s district election manifesto for the forthcoming elections of zilla panchayat and taluk panchayat, at the BJP’s office, here on Friday December 24. Congress had suffered major defeat in the elections of village councils, legislative assembly and parliamentary in the country. BJP has secured 80 percent result and beaming with victory mode, he said.

Congress had suffered major defeat in Bihar legislative assembly elections held recently. Congress also faced utter defeat in the elections of village councils in Gujarat. The people have rejected Congress; hence BJP can foresee major victory in the forthcoming elections of zilla panchayat and taluk panchayat, he said.

Congress and JDS were not in favour of BJP’s proposal to award 2 percent subsidy to dairy farmers and loans at 3 percent during the assembly meeting, while the determined reigning state administration led by BJP implemented subsidy to dairy farmers and also loans at low interest to farmers. NJP has proved what both JDS and Congress could not do during their reign, said Dr Acharya. Meanwhile, he alleged that both Congress and JDS are wasting their time on allegations since they cannot tolerate the successful reign of BJP led state administration, added Dr Acharya.

BJP has been committed to the progress of every section of society. The society has gained owing the successful reign of BJP led state administration. Therefore, BJP can expect to garner 20 – 23 seats in the forthcoming zilla panchayat elections, said Dr Acharya. Congress has been trying to distort the people on Union government’s scams by laying allegations on state administration, reacted Dr Acharya.

The rural roads in every village will be developed at a cost of Rs 350 crore every year. The picture of rural villages will be changed in the coming years. The rural road development works will be undertaken in 5,638 villages under Swarna Gram Yojana. The report of Third Finance Commission will be implemented in 2011 thereby empowering more powers to village councils. BJP believes in decentralization of power, assured Dr Acharya.

About 20 kilometers roads in every village will be upgraded at a cost of Rs 1,066 crore. Its irony to note that what had been achieved by earlier state administrations led by Congress and BJP, questioned Dr Acharya. The BJP has the credit for setting the dates for holding early elections of both zilla panchayat and taluk panchayat, emphasized Dr Acharya.

The village councils will be empowered with more powers. The amendments to Women reservation Act has been made thereby empowering 50 percent of reservation in order to allow more participation of women in politics. The state has been committed to bridge the gap between rural and urban residents. If the state administration led by Congress and JDS had genuinely done the duties in developing the regions of state, Karnataka would have been a progressive state in the entire country by now, stressed Dr Acharya.

The district BJP president Uday Kumar Shetty presided.

The Third Finance Commission task force committee chairman A G Kodgi, MLAs Raghupati Bhat and Lalaji R Mendon, MLC Kota Srinivas Poojary and Captain Ganesh Karnic, former MLA Sunil Kumar, Minority Commission state president Abu Bakker, former town councilor Dinakar Hegde, council member Yashpal Suvarna, Sulochana Bhat, Suresh Nayak, district Women Morcha chief secretary Shyamala Kulal and others were present at the occasion.
