NDA government nudges 7 governors to quit, one refuses


New Delhi, Jun 17 (TNN): The NDA government has started nudging seven Congress-appointed governors to quit in what can escalate political tensions.

Sources in the government said Union home secretary Anil Goswami called up seven governors and suggested that they put in their papers. These are M K Narayanan in West Bengal, Sheila Dikshit in Kerala, Margaret Alva in Rajasthan, Kamla Beniwal in Gujarat, BL Joshi in UP, K Sankaranarayanan in Maharashtra and Devendra Konwar in Tripura.

The development can lead to a protracted political battle and is sure to end up in court. At least one of the governors is learnt to have turned down the Centre's suggestion saying the government should convey it to her in writing if it wants her to quit before her term runs out.

The NDA government is following the example set by the UPA government which, after coming to power in 2004, got rid of BJP appointees in Raj Bhavans, including Vishnukant Shastri (UP), Kailashpati Mishra (Gujarat), Babu Parmananad (Haryana) and Kedarnath Sahni (Goa).

The decision led to a major showdown between NDA and UPA. So much so that BJP MP B P Singhal went to Supreme Court the same year, challenging the removal. The court, in its May 2010 order, held that governors were not employees of the Union government to warrant removal on the ground of loss of "confidence" in them.

However, the judgment had provided an important exception, which now allows the BJP government to build a file containing the reasons for a governor's removal prior to the council of ministers headed by the PM making such a recommendation to the President. Though the President can return the file, he must sign the recommendation in the event of Cabinet reiterating its decision.

The government seems determined to go the whole hog and does not see the requirement laid down by the SC as an impediment. Sources said the Cabinet may make recommendations seeking the removal of individual governors. In fact, the Centre is learnt to have asked the Maharashtra governor not to go ahead with nominations against vacancies in the state legislative council.

"We have enough reasons to seek their removal," said a senior home ministry functionary who is involved in the exercise.

Just after taking over, NDA had divided governors into three categories -- Congress nominees whose tenure was about to be over, members of the former ruling party who had a major portion of their tenure left, and bureaucrats and retired generals. Of these, the second category was rated as most vulnerable to any purge plan. While most of those on the list indeed belong to the club, there are others too. Beniwal's term is about to be over, while Narayanan served as chief of IB and NSA.

    The BJP must seize the moral high ground by discontinuing this practice of appointing pro BJP people for the Governor's post or eliminating pro UPA Governors and thus put an end to politicising the post.
    Any UPA appointed Governors can then be easily transferred to smaller states if required to dilute/diminish their impact on Administration and Governance by the Centre.
    Governor's post must be given to achievers who have high moral integrity and who are known for political neutrality irrespective of their past allegiances. An example of this kind of person is Mr.Pranab Mukherjee.

    The Governors need not resign their posts as per the Supreme Court verdict in 2010 filed by a BJP MP.

    Although the UPA may have done it in 2004, the NDA should not have done it ( after the SC verdict ). It shows that both political parties are the same. Tit for Tat policy. The Home Secretary had no business to call up the Governors and ask them to tender their resignations. He has no constitutional powers and certainly a low ranking officer when it comes to the position of a Governor of a State. It is good that many Governors had asked the Home Secretary for a letter in writing .

    The Hon'ble Governors who were appointed by UPA Govt have no right to remain in the post after change of guard at Centre. The new Govt have every right to appoint fresh Governors. It should be made compulsory that when new Govt takes change, these constitutional post be replaced. Why huge and cry by Congress at this time where as it followed same procedure in 2004. Why it wants different scale for it self and others? Now Congress is eagerly wanted Post of Opposition Leader in Lok Sabha when it did not meet the numbers? Congress had not given LOP to opposition? Why Congress want different yard stick for it where as it didi opposite. Once Sheila gets RIPPED OFF her Governer post, she would be behind the bars. The only reason why Congress made her Governer of Kerala immediately after she lost Delhi elections to give her Governer Immunity. Now if she is made to resign, then she will spend her remaining days behind the prison.

    The leaders and the party who vehemently criticized and called UPA hoax 10 years ago for similar move, are now doing what they once opposed! Jaitley and Sushma were in the forefront and spoke at length about Constitutional duties of the govt then in the Parliament. They termed it as 'hate politics'. Now what's going on? Have they realized that being in the opposition is easier than in the ruling? Anyhow BJP has to rehabilitate Advani, MM Joshi, Yashwant and Jaswant. They won't be part of the govt in any case. They can't be nominated for some non-posts. So the only way is Raj Bhavan just as UPA did with Bharadwaj, Krishna, Alexander, Margaret. But if BJP is doing everything that UPA did, where and what is the difference between the two? And why Bharadwaj will be retained in Karnataka? When he took on the then BJP govt, he was 'Congi agent' and BJP wanted his removal. But now that he has even been criticising the Siddu govt, BJP is mum and in fact wants him to continue. Phew! Not a party with 'difference' anymore but a party with 'different yardstick for different people!

    Though hate Politics is not good for any Democratic Country like India. But tit-for-tat principle is very much required when it comes to counter attack and get rid off dirty UPA regime. They started the game and I hope that NDA will put the full stop here with same spirit. I would love to see our Karnataka Governor too sacked like this but unfortunately outgoing retiring soon Governors are not touched!!!

    Seeking resignation of governor is constitution right of government but removing its hand of President of India. They can shuffle the governor but not remove let’s see how they will play the game
    as per constitution : While the President is elected by the representatives of the people, namely, the Members of Parliament and the Members of the State Legislatures, the Governor is merely appointed by the President which really means, by the Union Council of Ministers. Inasmuch as the Governor holds office during the pleasure of the President, there is no security of his tenure. He can be removed by the President at any time.

    No need to mention again and again that UPA has started this CHEAP POLITICS (if it is...so it be). NDA is not yet sending someone like Shiela dixit who is corrupt at core to save her from judiciary! Even Yeddi fought the Loksbha and got ELECTED! As far as Mohan Bhagwat is concerned...he is an INDIAN and has every right to be come a president if people of India wants to(though he will not be aspiring), he is not from EAST INDIA COMPANY, JERUSALEM or ITALY who were made CM, Governor, PM candidate etc., by sickular congress!!!
