HRD Minister turns down demands to make Sanskrit compulsory


New Delhi, Nov 23 (PTI): Taking on her critics, Human Resource Development (HRD) Minister Smriti Irani today dismissed charges that education was being saffronised even as she turned down demands that Sanskrit be made compulsory in the curriculum.

"Those who accuse me of being a RSS mascot or RSS representative possibly want to deflect the attention from the good work that we have done... this agenda will be flagged and I will be whipped for as long as there is a need to keep attention diverted away from the good work. I am ready for it. I have no problem," she told PTI journalists at the agency headquarters here.

Answering questions on the controversial decision to replace German with Sanskrit as the third language in some 500 Centrally-run Kendriya Vidyalayas, Irani said that teaching of German under an MoU signed in 2011 had been in violation of the Constitution. An investigation has already been launched to find out how the MoU came to be signed.

Responding to demands that Sanskrit be made a compulsory language, the minister said that the three language formula was very clear that any of the 23 Indian languages listed in Schedule 8 of the Constitution could be opted for.

But she reiterated that German will continue to be taught as a foreign language.

"...we are teaching French, we are teaching Mandarin, we teach German in the same way. For the life in me, I can't understand why people are not understanding what I am saying," she said.

Irani had earlier strongly defended the decision to replace German with Sanskrit as the third language, saying the existing arrangement was in violation of the Constitution.

Dismissing charges that efforts were being made to saffronise education, the Minister said she has never tried to explain herself on the "basis of secularism with respect to saffronisation in terms of education" while citing examples of choosing heads of institutions irrespective of their religion.

Irani said while rolling back the Four Year Undergraduate Programme of Delhi University, she never had in mind which region or religion they (the students) had come from.

In this context, she defended the decision to roll back the programme, saying the degrees offered had no "legal sanction".

"My endeavour is whatever I do should be done so that it is within law and favours the students", she asserted while rejecting the notion that education is being politicised in the country.

Talking about the moves to have a new national education policy, the deliberation of which would start next year, she said the exercise would be exhaustive in nature and involve all stakeholders, besides academicians and experts, who are directly impacted by it.

"For the first time, in the history of our nation, an initiative will be undertaken where the citizen will also be engaged on this policy because education policy when we arrive upon it will have an impact for generations.

"So to ensure that those who will be impacted most also considered in terms of their views...something which I am currently structuring within the Ministry", she said.

A methodology is being prepared wherein the stakeholders apart from private sector, academicians, institutional experts and policy experts could also be engaged in drafting the policy.

It will be deliberated upon in the Ministry and in Central Advisory Board of Education (CABE) which is the highest decision-making body on education in the country.

Irani said that during her interaction with students and parents the views that came forth were that they wanted more updated information about the syllabus and variety in choice of courses.

"They want to pick up some option, which are applicable and viable now, but also some options, which will prepare them for the future.

Asked about the demands for re-introduction of Class X board examinations, Irani merely said that the decision has to be take by CABE.

"The big policy decision will be taken on the platform like CABE and taken in conjunction with the states.

When her attention was drawn to fleecing of students by institutes whose degrees were not recognised, the Minister said that she will soon hold a special meeting to see what can be done.

"If there is belligerent violation, then I will explore what are the possibilities that a regulator can undertake," she said and quoted the Prime Minister that, "There is no shortage of law, but there was lack of implementation".

Queried about criticisms that none of the Indian universities find a place among the top 100 institutions in the world, she pointed that ranking agencies have their own parameters for evaluation.

Irani further asserted that India will have its own ranking system in place soon.

"In India we are actually evolving a ranking system for our institutions. Vice Chancellors, IIT Directors and everybody are sitting together to tell us how to rank ourselves," she said.

Allaying apprehensions that new IITs and IIMs would erode the brand of the existing elite institutions, Irani said, "We are ensuring enhancement of capacities and capabilities of our faculty and other resource besides infrastructure in IITs and IIMs."

    There is nothing called Deva-Bhasha or God's Language. All languages of this world are developed by Human beings only. Grammatically Some are better developed and some are less developed, thats all.
    If God had given the languages to the human beings then entire world would have had just only one language as God is just ONE for the entire world.

    It is good that Sanskrit is not imposed on Central Schools. Now remove Compulsory Hindi also and introduce local language of the State in all CBS schools.
    Karnataka State Syllabus schools also should remove Hindi and continue only with Kannada & English. This will reduce the unnecessary burden on the students and they can concentrate on main subjects.

    How about Esperanto...coz it is highly developed ....Sanskrit was not a common mans language most of the north Indian languages are developed from prakrit(sister language of Sanskrit)....Making it compulsory is absurd ..By learning Sanskrit what we can become is a guru or a vedic pandit......If somebody learns it out of curiosity let them learn it...

    BJP first plants a story in the media and then they plant another one. Now, how asked for Sanskrit it is RSS, which is itself dictating HRD minister. Who rejected the proposal, it is the HRD minister. All they are trying is trying to create a no non-sense image of the minister. As simple as that.

    When it comes to sanskrit, I believe except for Hindi and English, every other subject must be kept as optional. Let the students learn it out of interest, not pushed onto their throats.

    With regards to sanskrit, it is a great langauage and packs immense knowledge both on better living and let living. Modi Govt instead of trying to get cheap political mileage, should set up a expert group to study the contents and translate in easier versions. I guess they are already there, but let there be some funding come atleast.

    Sanskrit is not made compulsory and what is harm if it is taught as an elective language to those who want to learn ? Those who do not want to go abroad, there is no use learning German, French and Italian. But those people who do not get proper employment and want to try outside, foreign languages are very beneficial.
    A girl in our neighborhood who got 70% marks in M.Sc. could not get a good job in Mumbai. But since she studied French also and applied for Canadian Immigration, she got 75 points (I think you require 60 points now.) Now. she is in Toronto and working in a medical company earning more than 10,000 dollars per month. Any way, those who want to learn Sanskrit they should not be discouraged.

    I really want sanskrit to b taught in schools so all students shall come to know what truth is written in hindu scriptures..then falsehood shall perish n religious rites shall cease to be monopoly of one particular caste...after learning sanskrit people shall start questioning the prevailing practices...     u r a twisted *&*& for sure! who has stopped u from studying any language? ... if u take one has Guru one is bound to teach you Sanskrit or even Vedas! ....

    Admar or PPC or MGM, every school has a Sanskrit dept, you can go and clear your doubt. Infact you can have private tutor to teach you..

    Dr.Nabid Abidi a lady is a muslim scholar.. also Dr.Zakir Naik, ur Peace TV champ is a sanskrit expert..! all have explored hindu scriptures enough to find loopholes, in my opinion!

    People learn Arabic to read Quran in India... but hindus have never asked ANYONE TO READ AND MUG ANY OF SCRIPTURES! cos its a way of life and not a scripture/book based! half of the Hindu population, deosnt even go to temple...hasnt read any of the books, half dont belive GOD at all.... but still they are hindus cos, Hinduism accepts you can be NASTIK! No sword, be ever used....

    Though she has U Turned on her previous statement, I commend Smriti Irani for having taken this Bold step. Indians are in the forefront of the world today because we have spread to different parts of the World. I'm not talking only of Certain handful at High places, but rather for those who are living and thriving in The Gulf countries, Europe, The US and Americas, Oceania and even Africa, What has helped us to spread globally is our Broad mindedness, flexibility and Determination to Learn Languages IN Addition to our own, This helps us learn about the culture and Traditions of that Country. We also admire those persons who come from different states of India and speak Kannada or Tulu. Its nice to see that people make an effort to learn our Mother tongue when they are here. Learning a Foreign Language though Difficult, opens the doors to another Culture. Today the Business Languages in the World are English/ German and Mandarin. It is nice to see a Strong stand in the current HRD Minister.

Rest all languages Sanskrit, Arabic, Urdu, German, French, Japanese, Chinese … blah blah blah should be optional and no one has right to force others to study the language which they do not prefer.     HAT OFF Irani ,Its great to see people working to promote our own 'The Sanskrit' language which was sidelined by the traitoress.We have to learn our language in our country only, we should not expect Sanskrit language should be introduced in Saudi Arabia or Germany.For some people they have agenda to oppose any thing attached to Bharat.Fool Arnab thinks making awareness of our great history and language is communal.     @ Jeevan - Learning Arabic might be beneficial for those who want to take up a job in the middle east and earn big bucks, Learning English is certainly an advantage in the global corporate world..no wonder we see English Speaking classes prop up in every town.

    Similarly, learning German, French, Mandarin, Japanese will only help our students compete and gain employment abroad and succeed in the global job industry.

    Practically, how often do we use Sanskrit. In Times Now it was reported that out of 1.2 billion population only 20,000 people use (but do not speak) in Sanskrit.

    Let us be practical.

Just assume Pakistan and Bangladesh with India, the Muslim population would have become equal to Hindus, and NO MAJORITY & MINORITY BUSINESS.Today in spite of the 15% Muslim population,Hindus have maximum representation whether it is Parliament, Assembly,Police force, Military, Judiciary or Government Jobs.     In their endeavor to do DIVIDE AND RULE , the owners of East India Company who ruled India came up with a plan to conducted a false flag attack on Mutt in 1791 using their masked horsemen of the mercenary Laman regiment and wer successful ,The priceless treasures in Sringeri Mutt was looted .
    This was immoral political treachery to divide and rule and to drive a wedge between the ordinary Hindu Kannada citizens and the Hindu Marathas , with added benefit of the Hindu Marathas suspecting Muslim Tipu Sultan . Tipu Sultan flatly denied that he attacked Sringeri Mutt.
    All the rare Sanskrit manuscripts in Astronomy ,science,math and original copies of Yajur Veda and Upanishads were stolen from Sringeri Mutt. Hindus would neither steal nor burn and the tippus army would burn it. These precious books were kept in the Sringeri library as the monastery is devoted to the goddess of learning godess saraswati /Sri Sharadamba

    learning German might at least help our students who intend to go to Europe for higher education o rwork in a German Company. Germany is one of the strongest economies of the world.

    Thats OK..Sanskrit has always been an Orphan! it is living because, few serioulsy are saving it. It is devabhasha and it will live longer. For those who study in Gurukul and many schools, which have been using it for years, will teach it and keep it going! ... so govt can keep its fetish for the foreign langauage intact and go forward... "hittala gida maddalla, Ghar ki murgi daal barabar".... Just keep faith that, UK, US and rest of the progressive society will surely teach Sanskirt in their universities!

    logon ko MODI ko PM banana tha... unhone bana diya.. agar unka Kaam nahi ho raha tha woh aur kisiko Banahi denge! :)

    Smriti Irani is a puppet in HRD Ministry. She has no brain and no views of her own. She just obeys the order from Nagpur. Everyone knows we can not make Sanskrit compulsory in short time. But she is moving whole education backwards by following RSS diktats.
    You will not be surprised if they start teaching placing of elephant heads on human is called plastic surgery !
