Bangalore: State to Create Separate Internal Security Department

Bangalore, Dec 12: Home minister Dr V S Acharya revealed, that the state government has decided to create a separate internal security department for affectively curbing terrorist and naxal activities. He was speaking after taking part in the march past programme of the Home Guards, organized on the occasion of the Home Guards Day.

The Coastal Security Force that has been functioning in the state's coast and also the intelligence network will be strengthened. This force will also be brought under the jurisdiction of the new department. Divisive forces, terrorists, naxals and all activities that threaten the internal security will be contained through the internal security department, he narrated. The government has taken steps to ensure that an environment of peace and harmonious co-existence settles in the state. Commandoes are being provided training needed to fight the terrorists, naxals etc., he said.

The internal security department will be provided with trained personnel capable of affectively using modern arms. The Coastal Security Force will be strengthened further, with central aid, he said.

Ships and boats that frequent the state's ports are being subjected to thorough checking, he said. The minister also promised to revise the daily allowance being paid to the home guards and to utilize their services along with the policemen for security arrangements. "Our government is committed to provide all necessary facilities to the Home Guards," he added.

Director General of Home Guards Jija Harisingh and senior officials took part in the programme.

    I totally agree with Vincy. To be responsible or to get hard working and responsible people in top position like these, we have to do something with the present political system and politicians. We cant let them go scot-free. They come to power and spoil the whole system.

    All our policies, systems, equipment and mentality are extremely primitive. The present day terrorists are high tech. We have to wait and see what kind of system we are going to implement.

    It took 20 years or more to kill one Veerappan, though there was a dedicated task force to hunt him. I suppose this example is good enough to explain the entire system. These measures are a kind of eye-wash to show people we are doing something. I think people in India, want to have a detailed PLAN which tells us - how all current and future threats are taken care, what resources are given to them, what is the implimentation, continuiety strategy, accountability etc. Govt accountability does not end when  political bosses quit after failures, he must be tried in courts and punished, if found negligent. Only then we can see good/smart people managing the state affairs.Today any politician can hold any state portfolio without any responsibility or fear.

    Is Home Minister confirming that the current home ministry departments are ineffective?. Some of the dangers of these kind of strategic re-organization of govt bodies are, 1) They have an immediate and desperate need to establish their existence. In this case, public can expect lot of minorities being arrested, encounter killed etc. You know what happens next? It is a vicious cycle! 2) Corruption down to every street in the name of this department. There will be yearly funds budgeted and would be misused for wrong purpose. Issues the department is trying to address are not widespread across the state. 3) Govt. is desperate in creating fear in general public of inevitable danger of these inhuman acts. Fear is proven to be the most proven instrument to effective rule since ancient days. Govt is confirming how far we are on Civilization. 4) What happens to the legwork and intelligence which is with current wings of Home Ministry?. Are we starting a fresh? It usually gets lost in the transition. This solution is addressing political interests of the BJP party. I would say even any party would have done the same. It keeps these corrupt leaders in control of citizens’ destiny.
