Priority to Safety at Proposed Airports - Chief Minister

MYSORE, May 24 (The Hindu): Chief Minister B.S. Yeddyurappa on Sunday said that safety aspects would be given utmost priority in the construction of greenfield airports in Shimoga and Gulbarga, and that the State would coordinate with the Airports Authority of India (AAI) in this regard.

“In view of the Mangalore air crash, the State will extend all support to the agencies concerned for putting in place safety mechanisms in the proposed airports,” Yeddyurappa told presspersons here after participating in a function at the Ganapathi Sachchidananda Ashram.

Although the commercial operation of flights is yet to begin at the newly-opened airport at Mandakalli, which is about nine km from the city, Yeddyurappa said he would ask the district administration to look into the need for additional land for expansion of the existing runway so that bigger aircraft could land. Smaller aircraft such as ATR can, at present, operate on the existing runway.

The Chief Minister said the State Government had extended full cooperation to agencies investigating the air disaster and had requested the Ministry of Civil Aviation to take all measures to prevent recurrence of such tragedies. The district administration had been asked to coordinate with the authorities, he said.

Asked whether it was appropriate to hold the convention of organic farmers at Koodala Sangama, Yeddyurappa said the meet was being held only for the welfare of farmers. “There is nothing wrong in holding a convention that helps farmers,” he said. He ruled out a Cabinet reshuffle and expansion as he was busy ensuring the success of the Global Investors' Meet in Bangalore.

“Our focus is on the investors' meet and nothing else,” he said. When his attention was drawn to the remarks made against him and his party legislators by former Chief Minister H.D. Kumaraswamy, on the issue of rehabilitation of flood-affected people in north Karnataka, Yeddyurappa said, “I did not expect such remarks from Kumaraswamy. I, however, need not respond to him as the people of this State will give him a befitting reply”.

The Chief Minister admitted that there was a delay in rehabilitation work, but attributed it to non-availability of land. “Although we have set aside enough funds for rehabilitation of flood victims, we need 4,000 acres of land for developing layouts for them,” he said.

A Boeing 737 with a maximum landing weight requires 6,000-ft of runway for landing. For take off too, it requires 6,000 feet but that is based on several factors such as weight, wind, temperature and runway conditions.

“Mangalore airport has a 8,000-ft-long runway. The pilots of that plane may not have had sufficient landing distance if they touched down late with high speed,’’ he said.

Although it is possible to take off even after the wheels touch down the procedure is difficult and is carried out usually during training flights.

This is because the plane’s auto brakes and speed brakes get deployed immediately. To quote a senior commander - “It is not recommended to do a go around if the plane’s deceleration procedures have been initiated’’.

So, if the AI plane had already overshot the Landing zone and 25% of the runway was lost and the very fact that the airport has a short landing strip - the "go around" should not have been tried at all - because when landing the pilots may have also tried to slow down the engines - thus reducing chances of a take off again, but unfortunately a re take off was tried and now the tower or light pole hit the wing further sealing the destiny.

There is another important question - were the tyres and braking systems checked while leaving Dubai? It seems the tyres and breaking systems of Air India are always faulty and Delhi and Mumbai always has a lot of "emergency landings" especially for Air India flights.
    God bless families.

I would like to continue what Shahnawaz Kukkitatte has rightly pointed out. The Media and people should put pressure on the Civil aviation minister and the state ministers responsible for the safety of the airports to accept the responsibility for this disaster, and ask them what measures they will put in place to prevent a similar disaster from happening in the future, should there be a faulty landing again.

When disasters happen then our political leaders wake up from their deep slumber to make statements and apply cream on the wounds. Because of high level of corruption, all public works are carried out at substandard level and at far below the tender price. Why cant Yeddi check on the level of corruption. For most of the disasters in India, the political leaders and the bureaucracy must be held repsonsible. Even the terrorism is the off spring of political ideologies and dirty politics.
