Bangalore,Jun 23 (IANS): Karnataka Lokayukta (ombudsman) N. Santosh Hegde Wednesday quit his post frustrated at the state government's indifference to the institution set up to curb corruption in bureaucracy. 

 
"I have suffered mentally. There are several instances to show how the government has ignored or deliberately overruled or shown indifference to the institution," Hegde told a press conference after resigning, a year ahead of the end of his five-year term.

Hegde, appointed to the post in August 2006, met Governor H.R. Bhardwaj at Raj Bhavan Wednesday evening and submitted a four-line resignation letter.
The resignation is effective from August 31 as otherwise the constitutional post becomes defunct without an incumbent, Hegde said.

 

In a scathing attack on the government of Chief Minister B.S. Yeddyurappa, Hegde said there were instances of officials suspended over corruption charges being reinstated and posted in the same position.

"This is a slap on my face, on the institution," he said.
Hegde's indictment of the government has come two days ahead of the massive public meeting Yeddyurappa has planned in Bangalore to celebrate two years in office.

Yeddyurappa assumed power in May 2008.
Hegde pointed out the office of the Upa Lokayukta (deputy ombudsman) has been vacant for over six months. Around 10,000 cases were pending, to be attended to by the Upa Lokayukta, he said.

The Lokayukta has powers to deal with the cases involving class one officers and above but he does not have powers to act on its own.
The Upa Lokayukta handles all other cases and has powers to initiate action on his own.

"Please see the injustice done to the people whose complaints can be dealt with only by Upa Lokayukta," Hegde said.

"I have repeatedly written to the government but have not received any answer," he said.

Hegde referred to one case where a cabinet minister wanted an officer to be suspended because the latter's probe had exposed that more than 3.5 million tonnes of iron ore was illegally exported causing massive revenue loss to the government.
"I came to know of this on Monday (June 21).That officer came to me seeking help. But I cannot do anything.

"If I cannot protect an officer, who was obeying my or my colleague's orders, why should I continue?" Hegde asked.

"Is this the reward (for an honest officer)? My officers have suffered. I decided I should not be there if I cannot be their protector, especially when I know they are honest officers," Hegde said.

He hoped that the government would rectify the situation "so that my successor will be able to do his job".

Hegde asserted that he will not change his mind even if pressure is brought on him.
"This is not a spur of the moment decision, not an emotional one, though I have suffered mentally.

"I have some unfinished work, like completing some reports. Also because the post of Lokayukta cannot be vacant as under the rules it will be defunct without an incumbent," Hegde said.

Since he took over in August 2006, Hegde has conducted more than 100 raids to unearth disproportionate assets of various officials across Karnataka.
Most of the officials exposed by the raids have been suspended, several of them reinstated while conviction has been very few.

Hegde and his predecessor, N. Venkatachala had been pressing the government to give them power to initiate probe into corrupt officers on their own.  Now they can do so only if they receive a complaint against an official.

    Shame on the corrupt Government of Yedurappa for wiping the spit off their faces and going on as if nothing happened with Mr. Hegde's resignation. God curse Mr. Yedurappa and his corrupt Governemtn and God bless Mr. Hegde who has earned my respect for life!!
    With corruption galore, the Karnataka goverment wants to be a world player. Please, stop testing the intelligence of my birth City Bangalore and its wonderful, brilliant citizens. These same citizens should get charged up enough with Mr. Hegde's resignation to put an end to the corrupt regime in power in Karnataka.

    First of all, we need to change our attitude and outlook towards Public money/Property. The stance we take, the way we fear and respect, in case the money belongs to God, such as ‘Devara duddu’ must be similarly applicable to ‘Sarkarada duddu ‘or ‘Saarwajanika aasthi’. ‘Corruption’ is socially accepted parallel system today, a must in every Government establishment and rather it is a ‘Respected form of earning’. Today’s Guardian (many) opt fast money making service for their wards, whatever may be the means. Gone are the days, parent dreamt, and their children to be of some service to nation. Take the army. There is shortage of officers. Look at local government department (green Pastures), there are men in que to join. Neighbors, relatives never condemn the money-eating kin, rather certify him as ‘Smart boy’. The amount paid as ‘Dowry’ is a matter of ‘status symbol’. The one who is ‘Sarkari Babu’, with access to money eating FACILITY has highest market value/demand in marriage market. This shows that the Society does not realize the damage ensued to the nation by these corrupt people and corrupt practices. Corruption is the root cause of disparity, disproportion, of wealth. This further gives birth to classes in society such as, ‘moneyed’, ‘Elite’ and ‘deprived’. This is also a cause for class war, social unrest that history has taught us. The only difference being, ‘RAJAS AND MAHARAJAS’ of those days have rebirth in new form as ‘Bureaucrats and Politicians’ of today. There are also good people among these, whose voice are never heard or may be suppressed for obvious reasons,
    So I feel, before we comment about others, we should make sure, that directly or indirectly we are not a party to Corruption. Charity begins at home.

Here was an intellectual giant - perhaps the only advocate to be elected to The Supreme Court with serving a term at The High Court. A man of few words - honest to the core - wonderful speaker and above all a person would give his life for JUSTICE.

    It is common that in a corrupt society there is no place for an honest man like Justice Hegde. Here was a man who spared none irrespective of the office he may have held. With Justice Hegde around, people were confident of justice being meted to them.

As Mr. Nagesh nayak said, the same government will be re-elected after completing its first term. Corruption is part of democracy and we all should accept in any way. No voter is bothered about this matter. I bet if you ask any common citizen about Lokayukta or corruption they know nothing about it. For him what he gets at the time of election (money, liquor etc)that is important. Even educated people will not going to accept the truth. Waste of time and energy discussing this matter.

    Extremely serious issue, the Chief Minister Yediyurappa should resign immediately. When the Lokayuktha , who is in a grade of Chief Justice of Karnataka has made such serious allegations against Chief Minister and his government , has he any morality to continue in the office? If he doesn’t resign voluntarily, the Governor should report to the President of India about the failure of constitutional machinery in the state and recommend president’s rule. I call it a failure of constitutional machinery because the BJP government has made a mockery of Karnataka Lokayuktha Act , 1984 and hence done a serious contempt of court. The BJP government has done so many unlawful activities in the past but the allegation by Justice Hegde is an unpardonable crime and it is unacceptable in a democratic setup.
    Having said that, I don’t find the need for the resignation by Justice Hegde. If he was not in a position to function, he had enough remedies prescribed under the Act itself like the remedies under Section 12(5) and Section 17 (A). He had the power to report to the Governor even against the Chief Minister , then why he hasn’t gone for such remedies?
    By resigning, Justice Hegde has made easy the life of Yediyurappa and his colleagues. Now there is no one to stop or question these greedy people from looting Karnataka absolutely. A very sad day in the history of Karnataka indeed.

    This is really bad new's for the public and good new's for the corrupt.It might be rather difficult to erradicate corruption, but we can try by atleast not giving it, then what might be the result maybe we will not get our job done in time,but if no one pays bribe what will the corrupt peolple do stop their work. I think if we all join together form a sort a union and look into each other's need's and help each other in getting the works done might help.     Mr.Venkatachalaya has served lokayuktha very well than anybody else....but now everybody has forgotton him since we have a 1113million...no body can control corruption in India he may be whoever.....what about chief justice Dinkaran...what about Bhopal...what about bofors...what about Mining...it is all open secreat in the history of corruption right from top to bottom.Even for a small govt service we need to give bribe....very small example....a driver who supplys drinking water from corporation.....we need to pay bribe...otherwise no water for two days...guys it is all fact...it is not from todays development...Some other Hegde will occufy this post since we have lot of jobless people waiting for the same...let everybody enjoy...It is great India...if you have money... you can be the rular of the country.It is better not to dream the RAMA RAJYA....once again in this dirty politics, politicians..

In a democratic set up every political party has to please their bosses like wise the present karnataka govt. is pleasing its officials for their political survival. If not for what promise the govt has given to the people of this state is fulfilled to a little extent?     I am deeply dismayed by Justice Hegde's decision to quit. He has struggled in vain to fight the malaise of corruption in our society that has weakened the very foundation of our society. If there is one thing that will put a dent in the progress of our country, it is corruption.

    Having served creditably in the Supreme Court, he had taken the thankless job of Lokayukta, not for money, not for fame, but out of love for our country.

    The government wanted an ineffective Lokayukta just to make news to show that they were serious about eliminating corruption. They hoped to accomplish this by limiting prosecuting powers of the Lokaykta - letting them merely point out the bad guys without giving it the power to prosecute. They kept this power to themselves, so their cronies could be protected. Justice Hegde has shown great courage in protesting this self serving attitude of the government.

    So here's where we are: if socially conscious people do not stand up and support people like Justice Hegde, we the people deserve the corruption in our society. We have to stand up and be counted if people like Justice Hegde are to succeed.

    Politics and corruption is like 2 sides of the same coin. Yediyurappa/Deve Gowda they all are shady characters. The only difference is that Deve Gowda and family were corrupt but were not publicly displaying corruption. However Yediyurappa is a thug and feels he can get away with anything, so he openly displays it. And in India as long as the police and government official are not paid appropriately and rules are not in place to protect the government officials (ministers not included) they will continue to accept bribes, as they have to run their families and meet their needs. And of course to top it all the law enforcements takes centuries so nothing will happen in one’s lifetime, hence no one actually must fear. Imagine if Yediyurappa openly displays his personal preferences (appointment of most ministers who are unfit and corrupt) without any reasoning and proper assessment what you can expect of him. Well I’m sure the entire team of state officers that are instrumental in running the government might be banging their heads with the helpless situation they are in and of course irrespective of their personal preferences they must continue supporting a team of thugs.

    We are a developing nation still hoarding the corrupt politicians.Our younger generation who suppose to spearhead the campaign against the corrupt people, is busy , either in "career race or in Mobile and technology and Internet browsing race. The new generation hate politics but idirectly support it by not exercising the right to vote. They are in their own world. As far as "Parents spend and pay for their lifestyle" they dont care what happens to you and me" I think we need a "Jago Antharatma Campaign" where every child should be taught how to use the benifit of "RTI" Act and should question his parents whether they are spending for him from "Legal source" or illegal source"? Sounds illogical isnt it? How can we change the current political system unless the change comes within our own family, home, society, village,taluk, district? What santosh Hegde can do unless there is a mass movement against corruption? Politicians are using the "Devide and rule" method on public. Where is our media? busy in making business too or competing each other for the Breaking News!! Remember the Mangalore Air crash!! What a pity! Oh God, when the change will come?

    Global Corruption Index, India ranks poor just below 50 with 25% honest bureaucrats in Government service. In the National Corruption Index, Karnataka is second or third worst state notorious for corruption with 75 percent government officials cannot function without corrupt practices. It is not surprising the Lokayuktas quit - because they cannot beat the corrupt system.

    Certainly a big blow for the BJP govt in Karnataka as Lokyukta Mr Hegde has first time in the political history of Karnataka caught red handedly an MLA accepting bribe.Later mocking @ lokayukta,Assembly pannel absolved culpurit!!Time and again Mr Hegde used to make representation with CM to grant empowerment to Lokayukta,fullpleged staff....ect ect was not matrialised.Besides Mr Hegde used to pin point the way of flood relief money were spent erratically and the corruption involved in it was a matter of embrrassment for the govt.All his effort to make corruption controled Karnataka was not supported by the Govt for the unknown reasons.So far he consficated rupees three hundred crores of illeagal property from the top corrupt officials of Karnataka.His report against illeagal mining also not taken seriously by the govt and all these inactions by Yeddy Govt made Mr Hegde to quit the post gracefully."BJP BAYASIDDU HAALUHEGDE KOTTADDU HAALU" and "NIDRE BANDAVARIGE HASIGE KOTTA HAAGE" bad luck mr Yeddy.
