Mangalore, Oct 26: City-based Mangalore Senior Citizens’ Association had organized a meeting at Karnataka Bank Hall on Tuesday October 25.
 
Former ombudsman of Karnataka, Justice Santhosh Hegde, was the chief guest. Ananthakrishna, non-executive chairman of Karnataka Bank Ltd, was also present.

Addressing the gathering, Justice Santhosh Hegde lauded the efforts being put forth by the members of the association, and said such organizations are very much necessary, as they help the senior citizens to keep themselves busy and active, even after their retirement age. Aging process is a pleasurable experience, he felt.
 
Later, laying emphasis on the need to fight corruption, he said that Lokpal Bill alone will not be able to eradicate corruption altogether. He attributed tolerance of the people as the basic reason for the omnipresence of corruption in all fields of life. The general lethargy of the people, who seem to question themselves, “why should I get involved with such fights?” has made the task easier for politicians who want to make easy bucks through corrupt activities. Senior citizens have the lofty onus of teaching the younger generation not to get involved with any illegitimate activities in pursuance of their greed for amassing wealth,” he stressed.
 
He also rued the practice of some associations in inviting corrupt politicians to share the dais with the lone intention of getting some favour from such politicians in return for this gesture. He called upon the youth brigade to develop an attitude of utter derision and neglect towards corrupt politicians. He called upon the people not to extend respect to such corrupt politicians at the public programmes at any cost. He asked the youngsters not to participate in programmes for which corrupt politicians are invited, as such programmes lose their meanings.
 
“The need of the hour is to understand the basic essence of the Indian Constitution, which says that the people are the rulers, and the government is expected to serve the people, and also that the government officials and leaders are mere servants of the people. Over the years, this fact has been forgotten, and the foundation of our constitution has been turned upside down, as a result of which the common people are suffering,” he regretted.
 
President of the association, Jagadish Rao, and secretary, K Ramesh Rao, were present.

    I have been following Justice Hegde’s work for at least for a decade or two. I have great respect for his life long selfless service in the name of human civility and for its uplift. I have been also following Mr. Hazare’s anti-corruption efforts. There are a vey few who equal their inner strength and self-discipline. Their behavior is the true representation of their thinking and inner spirit
    We can not stop corruption unless we educate ourselves, adults, to desist voluntarily offering bribes. I spend two to three months in India every year. I have seen people shoving 100 rupee bills into clerks’ pockets. I hear people saying that one cannot get a teaching position in small towns without paying two to four lacs to the principal of the school. A police officer can not get his desired place of work because of his/her family situation unless he/she pays four lacs of rupees. These individuals in authority, I was told, openly ask for such payments.

    Another area of improvement India needs is the civic sense. Civic sense and anti-corruption behaviors are closely related. If we improve civic sense, I strongly believe, anti-corruption behavior will grow substantially. When I travel around
    the world, one stark difference I find is the cleanliness in the advanced countries.

    It is easier to offer advice and harder to carry them through.

    What ever they are worth , these are some of the things India can try to implement:

    1. The Indian bureaucracy has become corrupt over the years, ever since British left India. Perhaps, appointing an “inspector general” for every bureaucratic department to oversea the under the table practices would be helpful.
    2. Employees at the lower bureaucratic level should receive “living wage”.
    3. Civic education and practicum should be made part of the curriculum. When I was at St.Xavier college during the late 50’s one of our instructors, Fr. Foster, used to take us to a poor area in Parel, if my memory serves me well.
    4. We the ‘sophisticated and educated’ adults are partially responsible for the corruption.

    Time has come to induct every student into 2 years of intense military training for 2 years .
    which should also include yoga ,so that the youngsters are well disciplined -with heart and mind are in sync,m think of the nation first .
    Use their time fruitfully in productive manner and yield excellent results not waste time -time is precious and should be harnessed well.
    Let the students be inducted in middle school and high school in ACC/NCC/SCOUTS/GIRL GUIDES etc
    after 2 years training - let them be involved in technical training as per aptitude.
    there is global shortage of technically qualified - hand son trained intelligent hands.
    all across the globe there is good demand.
    Technical training with hands on practical training is must.

    Question:
    If we do not vote for Congress or BJP then who should we vote for? is the general question.
    well time has come to form a solid third front with hand picked and ed candidates from the grassroots level - like minded -well qualified - transparent- experienced-accountable- dedicated candidates .
    ex: candidates like dr. kalam -dr, singh- dr. nandan - Jairam - prahnabmukerji- etc.
    we can see scidia- sachin pilot are able like wise should induct good souls on whom we can trust and have achoice to vote on to take our nation forward.
    EX: narayan murthy- Prmji- ex. military generals - ex: bankers like mvkamath- these kind of dynamic- well known -thorough professionals are needed.
    please induct them and inform the public thru SMS.
    We can reduce corruption and increase efficiency in governance with accountability.
    bring police under the military or be independent.
    bring some radical changes in governance - away from british system.
    very pragmatic and practical and people friendly policies.

    SOMETIMES HE OPPOSES WHATEVER ANNA HAZARE SAYS, SOMETIMES HE SAYS LOKPAL BILL ALONE CANNOT ERADICATE CORRUPTION, I SERIOUSLY WANT TO ASK MR. HEGDE, IS HE REALLY IN ANNA'S TEAM OR JUST THERE FOR THE SAKE OF BEING THERE.

    Lokpal Bill will give a new direction to the fight against corruption, and who knows eventually it may lead to eradication of corruption to a greater extent. The politicians (read Congressmen) & bureaucrats have been putting all stumbling block for the past 42 years in passing this Bill only because their ill gotten wealth will be confiscated and they will be sent to jail for longer terms.

    As said by Justice Santhosh Hegde we need to isolate corrupt politicians on one hand and question ourselves why we silently accepting corruptions is a part of daily admin of the Govt.We need to take an oath not give bribe/take bribe @ any circumstances besides NGO's educate public/students about the repercussions of Corruptions.The issue gained momentum and we need to preserve the momentum permanently.

    Mr. Santhosh Hegde is absolutely right. But do you think our already tuned set of mind people will boycott the events or programs if corrupt politicians of your party, if they are invited? I have my own doubts.
    I request the youngsters not to take any political party very seriously and learn to say NO to any big or small leader of your party if they are not honest. Automatically they will get sidelined and in such hostile atmosphere they will not get elected in the coming election. This is the only way we the common people can teach the most powerful politicians a right lesson.
    Within short span of time you will see the magic of development of your region. Finally it is upto us to either accept or reject the good and the bad politicians. Even the police and the judiciary should deal with them impartially because corruption is there in every department.

    Team Anna did a commendable job bringing people togethor against corruption. But the Lokpal Bill is a big fraud. The reasoning is simple today courts in general, becoming tough, corrupt politicians are having sleepless time. If courts maintain the same vigour and police equally support it without political fear, corruption can be tackled. In whatever form Lokpal bill evolves, ultimately it has to depend on courts and police. Assuming a person like Justice Somashakher, Balakrishnan heads Lokpal, can we expect justice? I don't think so.

    My dear Santosh,

    Having been a supreme court judge, once, a Lokayukta for Karnataka, once, a member of the movement against general corruption, once you must have looked up the Indian constitution, at least once. Did you, Santosh? Just once?

    Appears to me. As if you are the only one. I not only read it, I studied it from the cover to cover. Cost me Rs 750.00, cheap, paperback, students textbook version, full of grammatical, punctuation and spelling errors. No bibliography, no references, no nothing. Just a bundle of useless, make it, outdated, outmoded and "get me outta here," kind of compulsory reading for a student in freshman law class.

    It is not my custom, nor is the great scholarly tradition that I follow from my spiritual guru, Adi Sankara to leave my adversaries standing.

    How in the hell do you interpret the constitutional quandary, as related to the current mess in India with silly expressions such as, please allow me to quote:

    We all know "Lokpal Bill alone Cannot Eradicate Corruption". But start with something atleast our Politicians and civil servants will be afraid of the law. Atleast country will save several thousands of Crores Rupees.

    Very True. But, it will surely send number of corrupts behind bars. Also discourage those corrupts to enter politics. Authorities will be more careful.
