Panaji, Aug 25: After more than two decades of legal proceedings, Goa’s North Goa Special Court today acquitted Panchayat Minister Mauvin Godinho and others in the high-profile multi-crore power rebate scam case that dates back to 1998.
The case, involving alleged financial irregularities amounting to Rs 4.52 crore in the power department, was initially brought to light by then Leader of Opposition Manohar Parrikar. His revelations led to the registration of an FIR by the Crime Branch against Godinho—who at the time was serving as the Power Minister in the Congress government—along with several others, including two industrial units.

Charges were first framed in 2006 by the Special Court, but the order was challenged by the accused in the High Court. While the High Court ruled that there was prima facie evidence to proceed with corruption charges, the matter eventually reached the Supreme Court, which in 2018 upheld the High Court’s decision, clearing the way for trial.
Following years of proceedings and examination of evidence, the Special Court has now acquitted Godinho and the other accused, effectively closing one of Goa’s longest-running corruption cases.
The Crime Branch had filed a chargesheet naming Godinho, two industrial entities, and four individuals in connection with the alleged misuse of power rebate provisions for undue benefit. The acquittal marks a major legal and political reprieve for the minister, who is currently part of the BJP-led state cabinet.
