Panaji, Jan 1: The Goa Lok Bhavan has rolled out two key initiatives aimed at modernising internal administration and strengthening governance systems within its premises. The measures focus on digital transformation and symbolic recognition of the state’s cultural identity.
As part of its administrative overhaul, Lok Bhavan has begun implementing a paperless workflow by reactivating its existing ePass system and integrating it with a newly developed software platform named “Deepastambh.” The platform has been developed in-house by Lt Cdr Abhishek Dhiman, aide-de-camp to Governor Pusapati Ashok Gajapathi Raju. The initiative seeks to significantly reduce paper usage while enhancing institutional security through automated and digitised processes.

Deepastambh has been designed to build upon the ePass system first introduced in 2019 and provides a comprehensive digital framework for managing appointments, approvals, access control, file movement, internal mobility, and inter-departmental coordination within Lok Bhavan. Officials said the system is expected to improve administrative efficiency, strengthen record management, and enhance institutional oversight. The platform is currently undergoing a trial phase before full-scale implementation.
In a separate move reflecting Goa’s natural and cultural heritage, Lok Bhavan has also renamed its New Durbar Hall as Zuari Hall. The change is intended to symbolically connect the institution with the state’s geographical and cultural legacy.
Together, the digital initiative and the renaming of the hall underscore Lok Bhavan’s efforts to blend administrative modernisation with cultural representation.
