Panaji, Feb 17: In a significant step towards digital governance, the Department of Information Technology, Electronics and Communications (DITE&C), in collaboration with Goa Electronics Limited, on Tuesday launched Goa’s Digital Assistant, an AI-powered chatbot (Beta version) designed to streamline citizen service delivery through the Goa Online portal.
The launch was presided over by Chief Minister Pramod Sawant, in the presence of IT Minister Rohan Khaunte, Shri Kabir Shirgaonkar, Director of DITE&C, and Revati Kumar, CEO and Executive Director of Goa Electronics Limited.

Speaking at the launch, CM Sawant described the chatbot as “a next chapter in Goa’s digital journey,” highlighting its potential to enhance transparency, speed, and citizen-centric governance. He noted that while India shapes the future of AI through the India AI Impact Summit 2026, Goa is demonstrating practical, on-ground implementation of AI to improve public services.
“Our AI Chatbot initiative reflects Goa’s commitment to responsible, secure, and inclusive AI solutions that enhance ease of living, strengthen governance transparency, and make public services more accessible to citizens,” he said.
The AI chatbot simplifies access to government services with a user-friendly, conversational interface, allowing citizens to interact without navigating complex portals or visiting offices. Key features include:
• A single digital assistant guiding users across multiple Goa Online services
• 24×7 availability for citizen queries
• Secure access using verified government data with privacy and consent safeguards
• Ability to submit applications, track status, download certificates and receipts, interact with government representatives, and share feedback
IT Minister Rohan Khaunte highlighted that Goa is moving from dialogue to implementation on responsible AI adoption. He said the chatbot represents a step towards intelligent, multilingual, and scalable digital governance platforms that can be progressively integrated across all departments, reducing staff workload by automating routine service interactions.
The chatbot has been launched in Beta version, with the government inviting citizen feedback to enhance functionality before expanding the service to other sectors.
This initiative positions Goa as a pioneer in AI-driven citizen services, reflecting the state’s commitment to innovation and smart governance.
